About this file
This document is a Solicitation Questions and Answers (Q&A) for a Defense Logistics Agency (DLA) Troop Support Indo-Pacific contract for Fruits, Fresh (FF&V) for DoD and Non-DoD customers on Oahu, Hawaii. The solicitation (SPE302-25-R-0007) is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a market basket of 272 National Stock Number (NSN) items, covering land-based troops stationed on Oahu. The contract is set aside for Total Small Business under NAICS code 311999 and uses a Lowest Price Technically Acceptable (LPTA) source selection process.
Key details include a pricing document date range of August 24, 2025 to September 6, 2025, with deliveries typically occurring Monday through Saturday. The contract does not include Navy vessel deliveries, as those are managed through a separate contract vehicle. Offerors must price all 272 line items, and while specific delivery schedules are not predetermined, order placement and delivery instructions are detailed in the Statement of Work. The government has intentionally hidden total cost calculation columns in the Schedule of Items to prevent price manipulation during the evaluation process.

Solicitation Questions and Answers
SUBJECT: Oahu Troops FF&V for DoD & Non-DoD Customers on Oahu, HI – Solicitation Number: SPE302-25-R-0007
Question # 1: Is there a specific date range applicable to pricing documents?
See Section XXXIII – Instructions, Conditions, and Notice to Offerors for more details. Date range for pricing has been set as August 24, 2025 to September 6, 2025.
Question #2: Is the offeror required to submit the quote, invoice, and freight documentation as part of the initial offer?
Submitting a complete quote is required for any offeror to be considered technically acceptable. While invoices and freight documentation may be submitted with the initial offer, they are not required at that stage and the absence of these documents will not result in disqualification.
However, the Contracting Officer may request invoices and freight documentation later in the evaluation process. At that time, the offeror must provide the requested documentation in order for the Contracting Office to proceed with a Fair and Reasonable determination of item pricing.
Question # 3: Is there a Weekly Delivery Schedule or a Minimum Order Value?
Customers under this contract typically place orders for deliveries occurring between Monday and Saturday, with occasional Sunday deliveries. However, we are unable to provide a fixed weekly schedule, as the contract supports multiple DoD and Non-DoD delivery locations, and each customer orders according to their individual needs, which vary week to week.
Regarding minimum order values, the only applicable minimum is the aggregate total order value scheduled for delivery to a specific military base or Non-DoD delivery location on a given date. For additional details, please refer to Section XII – Order Placement, Lead Time, and Cancellation of the Statement of Work (SOW).
Question #4: I see the amount of maximum and minimum value but the band is so broad that it does not provide a number that we can use to calculate volume?
The only available volume estimation is provided in Attachment 1 – Schedule of Items, specifically in Column J, which lists the annual estimated case quantities per item. Please note that these are projections only and may not reflect the actual quantities ordered over a 12-month period.
We are unable to provide weekly or monthly volume estimates, as customer ordering patterns are inconsistent and vary significantly from week to week and month to month.
Question #5: Does requiring the Contractor Acknowledgement and Execution sign-off page release a distributor from requirements listed under “Technical Capability” on Page 51? Request to remove the Acknowledgement page.
The Contractor Acknowledgement and Execution page and the Technical Acceptability criteria on Page 51 represent two distinct sections of the solicitation serving different purposes.
• Page 51 pertains to the evaluation of offerors prior to award, specifically outlining the technical criteria the Government will use to determine whether each proposal meets the minimum requirements and is eligible for further consideration.
• Page 56, which includes the Contractor Acknowledgement and Execution signature block, is an overall certification. It affirms that the offeror, if selected for award, fully understands and accepts all terms, conditions, clauses, and performance requirements associated with the contract throughout the entire period of performance.
The inclusion of the execution page does not negate or override any part of the evaluation process. Instead, it reinforces the offeror’s binding agreement to comply with the full scope of the solicitation and resulting contract. As such, the Contractor Acknowledgement and Execution page is standard practice in DLA solicitations and will not be removed.
Question #6: Request to remove reference to FAR 15.101-2 and replace with FAR 52.212-2 for evaluation of price components. Also suggests application of FAR 16.504(a) for Indefinite Quantity Contract structure.
The solicitation is being conducted in accordance with FAR Parts 12 and 15, and the reference to FAR 15.101-2 is appropriate. FAR 15.101-2 supports the use of a Lowest Price Technically Acceptable (LPTA) source selection process, which the Government is utilizing for this procurement.
While FAR 52.212-2 is included in the solicitation via the SF 1449 and provides a general evaluation framework, it is more commonly applied to commercial solicitations that involve option years or where tradeoffs are used in best-value determinations. This procurement does not contain option years; it utilizes tiered pricing, which is materially different in structure and application.
Regarding the reference to FAR 16.504(a), this provision governs the structure of Indefinite- Delivery Indefinite-Quantity (IDIQ) contracts, which is consistent with the contract type being solicited. However, it does not prescribe or override the evaluation criteria selected under FAR 15.101-2 for LPTA procedures.
Therefore, no change will be made to the solicitation.
Question #7: We request FAR 52.215-6 PLACE OF PERFORMANCE be added to the solicitation.
FAR 52.215-6 Place of Performance is already incorporated into the solicitation through the SF1449, which references the clause by regulation. As such, the clause is active and enforceable under the solicitation as issued.
In addition, any place of performance that differs from the offeror’s primary address must also be listed in Attachment 9 – Contractor Overview Report as part of the technical submission. This ensures alignment between the regulatory requirement and evaluation documentation.
No further revision to the solicitation is necessary.
Question #8: We request that "Authorized Negotiators" be added to the solicitation.
This procurement is being conducted under FAR Part 12 (Commercial Products and Commercial Services) and FAR Part 15 (Contracting by Negotiation) procedures. However, the solicitation is being evaluated on a Lowest Price Technically Acceptable (LPTA) basis.
As such, formal negotiations will not take place. Per FAR 15.306(a), the Government may engage in clarifications as necessary, but this does not constitute negotiation under FAR 15.306(d).
Additionally, no separate “Authorized Negotiator” designation is required under this solicitation. The Government will only correspond with the authorized representative(s) identified in the offeror’s submitted proposal. The individual who signs the SF1449 and the Attachment 9 – Contractor Overview Report is presumed to possess full legal authority to bind the company and to designate additional representatives, as necessary, for all matters related to this solicitation and any resulting contract. While additional representatives may communicate with the Government regarding technical matters or general clarification requests, all legally binding or financial matters must be directed through the primary authorized representative identified in the offeror’s submission.
This approach is consistent with DLA Troop Support Indo-Pacific procedures and ensures a clear, auditable point of contact for all communications. As such, no amendment to the solicitation is warranted.
Question #9: After reviewing SAM.gov, we found the SF1449 form was removed and has not been replaced. Also, no reference to NAICS code could be found.
We request a new SF1449 form and NAICS code be published on SAM.gov.
The SF1449 form has been re-uploaded and is currently included in the solicitation package posted on SAM.gov under Solicitation Number SPE302-25-R-0007.
Regarding the NAICS code, the solicitation has always listed NAICS 311999 – All Other Miscellaneous Food Manufacturing, which governs contracts involving repackaging, processing, and food distribution functions applicable to this requirement. This designation was never removed and can be viewed on the SAM.gov solicitation summary page, directly beneath the Contract Opportunity Title (see screenshot below for reference).
No update or amendment is necessary.
Question 10: Please provide a complete 52.212-3 OFFEROR REPRESENTATIONS AND
CERTIFICATIONS — COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (FEB
2024) document.
FAR 52.212-3 (FEB 2024) is already included in the solicitation via SF1449
Question #11: Since the product is being transported by vessel, please add: 252.247-
7023 TRANSPORTATION OF SUPPLIES BY SEA — BASIC (OCT 2024) DFARS.
Clause 252.247-7023 – Transportation of Supplies by Sea – Basic (OCT 2024) is already included in the solicitation on the SF1449.
No additional amendment is required.
Question #12: In the market basket there are 272 items listed. The average CONUS military FF&V catalog has 43 items. Since the Oahu market basket has an unrealistic number of items with multiple NSNs for the same items, can we expect most of the items not to be purchased by the end user? Please provide a list of current items being purchased by Troops.
The market basket includes 272 NSNs that reflect the full ordering needs of the Government's DoD and Non-DoD customers on the island of Oahu. These are not hypothetical items, they are currently being procured under the existing contract.
Attachment 1 – Schedule of Items was already included as part of the original solicitation posting on SAM.gov. This document provides estimated 12-month quantities per NSN and is the authoritative reference for anticipated purchase volumes. Offerors are reminded to review all attachments in full prior to submitting questions, as the information requested has already been provided.
These distinctions support varying customer needs across military dining facilities and other authorized users. The Government will not remove or reduce line items. Every NSN listed in Attachment 1 must be priced. No amendment will be issued in response to this question.
Question #12: The market basket is missing grand total cells for use in evaluating total value. We request the market basket be revised to include totals for cost of goods and distribution fee.
The requested grand total cells are intentionally hidden by the Government in the Schedule of Items included with the solicitation. These columns were hidden to prevent potential price manipulation by offerors and to maintain the integrity of the evaluation process.
The Government’s Source Selection Evaluation Team will have full access to the calculated totals in the hidden columns for evaluation purposes. Therefore, no update to the solicitation or the Schedule of Items is required.
Question 13: In the location spreadsheet, there are no dates and times for deliveries.
Please provide dates and times for Troops’ deliveries.
This requirement is issued as an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. By nature, an IDIQ does not establish fixed dates, quantities, or customers for delivery in advance. Instead, orders are placed on an as-needed basis by authorized ordering officers throughout the period of performance. Deliveries will occur based on individual order requirements submitted throughout the contract period.
The Government does not provide fixed delivery schedules in advance. Instead, delivery requirements, lead times, and coordination instructions are fully detailed in Section XII – Order Placement, Lead Time, and Cancellation and Section XV – Delivery Instructions of the Statement of Work (SOW) and lookover Question 3 for more clarification. Offerors are expected to review these sections carefully and prepare their proposals accordingly.
Question 14: There was no Navy ship listed as home port. Will there be opportunities for Navy vessels and load outs?
This contract is strictly intended for land-based DoD and Non-DoD troop customers stationed on the Island of Oahu. Navy ships are not authorized ordering activities under this solicitation. Under normal circumstances, no Navy vessel or ship customers will be added to this contract.
The Defense Logistics Agency Troop Support Indo-Pacific utilizes a separate dedicated FF&V contract vehicle for the fulfillment of orders for DoD and Non-DoD ship customers, which is administered independently from this requirement. Offerors should not expect or plan for any ship-based delivery or load-out opportunities under the current solicitation.
