About this file

This document is a Solicitation Questions and Answers (Q&A) issued by the Defense Logistics Agency (DLA) Troop Support Pacific Procurement Office in Hawai'i for a food, fuel, and vegetables (FF&V) contract for DoD and Non-DoD customers on Oahu. The solicitation number is SPE302-25-R-0007, dated September 12, 2025.

The Q&A provides clarification on two key points: (1) the pricing document date range is specifically set from August 24, 2025 to September 6, 2025, and (2) while a complete quote is required for technical acceptability, invoices and freight documentation are not mandatory in the initial offer but may be requested later by the Contracting Officer to determine fair and reasonable pricing. The document is marked as Controlled Unclassified Information (CUI) with federal-only distribution controls, and the point of contact is Bradley Ah Nee at bradley.ahnee@dla.mil.

Solicitation Questions and Answers

SUBJECT: Oahu Troops FF&V for DoD & Non-DoD Customers on Oahu, HI – Solicitation Number: SPE302-25-R-0007

Question # 1: Is there a specific date range applicable to pricing documents?

See Section XXXIII – Instructions, Conditions, and Notice to Offerors for more details. Date range for pricing has been set as August 24, 2025 to September 6, 2025.

Question #2: Is the offeror required to submit the quote, invoice, and freight documentation as part of the initial offer?

Submitting a complete quote is required for any offeror to be considered technically acceptable. While invoices and freight documentation may be submitted with the initial offer, they are not required at that stage and the absence of these documents will not result in disqualification.

However, the Contracting Officer may request invoices and freight documentation later in the evaluation process. At that time, the offeror must provide the requested documentation in order for the Contracting Office to proceed with a Fair and Reasonable determination of item pricing.
