About this file

This is Amendment 0001 to solicitation SP8000-25-Q-0002 with an attached Statement of Work (SOW) for titanium ingots. The amendment provides responses to contractor questions, updates SOW requirements, and adds FAR clause 52.229-6.

The SOW requires delivery of up to 97.7 MT of Ti CP-2 and up to 97.7 MT of Ti 6-6-2 titanium ingots to Hawthorne Army Depot in Nevada within 24 months of contract award. Each ingot must weigh no more than 11.34 MT, measure 30-42 inches in diameter and 8.3-19 feet in length, and be permanently marked with unique serial numbers. The material must meet detailed chemical composition requirements for each type and be non-radioactive. The contractor must use an ISO 17025 certified independent third-party lab for testing, provide Certificates of Analysis for each ingot, and obtain COR approval before shipping. Delivery schedules must be submitted 30 days in advance, with shipping hours Monday-Thursday 0800-1430 PST. The amendment clarifies that delivery schedules can be as short as one month from award rather than requiring the full 24 months.

The purpose of this Amendment 0001 to Solicitation SP8000-25-Q-0002 is to—

1. provide responses to questions from potential offerors generated as a result of the posting of this solicitation on SAM.gov; and

2. make updates to the request for proposal (RFP) document to correct minor errors discovered within the solicitation.

3. provide the revised Statement of Work (SOW) that supersedes the SOW that is in the solicitation.

This amendment needs to be signed and submitted by the offeror with the quote.

The following is changed to reflect:

A.2.6 The Defense Logistics Agency (DLA) by and through the DCSO-C3 intends to award a contract for up to 195 metric tons (MT) of Titanium as Ti CP-02 and Ti 6-6-2. The Government reserves the right to award for less than the maximum quantity. All Titanium to be delivered under any resulting contract shall be packaged and delivered using standard industry practices at a minimum. Each ingot shall be imprinted or permanently marked at top and bottom with a unique serial number that correlates to the COA. The serial number is in English, able to be read to unaided eye and able to withstand the elements for a minimum of twenty years.

The following clause is added by reference:

52.229-6 TAXES-FOREIGN FIXED-PRICE CONTRACTS (FEB 2013) FAR

b. The information below lists the questions (Q) submitted by contractors, followed by answers

(A) to those questions that have been provided by the Government.

1Q. Following a review of chemical composition of Ti 6-6-2 in the Statement of Work, we would note the following differences between the requested AMS 6936 and the chemistry requirements listed: alloy Ti 6-6-2 has a Copper requirement of 0.35 – 1.0% and a Tin max of 2.50%.

Will DLA-SM revise the Statement of Work to reflect AMS 6936?

1A. The Statement of Work has been revised to reflect AMS 6936 rev D specification, (updated 2023-11-10). The SOW on this amendment supersedes the SOW in the solicitation.

2Q. Would it be possible for the government to accept an accelerated delivery as opposed to a 24-month schedule? This would minimize the effect of price fluctuations associated with the titanium market.

2A. Yes. The delivery schedule can be as short as one month from the contract award.

The maximum delivery schedule allowable is 24 months from contract award. The proposed delivery schedules must be between one and 24 months.

STATEMENT of WORK (SOW)

TITANIUM

1. INTRODUCTION

Titanium (Ti) is a metallic element most known for high-strength-to-weight ratio and excellent corrosion resistance. These properties along with its relatively high melting point makes titanium ideal for jet engines and airframes. Military airframes require a much higher percentage of titanium than commercial planes because of their extreme dynamic and static loads. In addition to aerospace applications, titanium is also used in maritime and industrial applications due to its resistance to corrosion in seawater and acidic environments. Due to its importance, Defense Logistics Agency (DLA) Strategic Materials received authority to procure titanium in the Fiscal Year (FY) 2024 from the National Defense Authorization Act (NDAA).

2. SCOPE OF WORK

DLA intends to purchase titanium ingots as stated throughout this solicitation.
