About this file

This document outlines the requirements for a federal contract to purchase two high-speed digital printing presses with inline or near-line finishing capabilities. The Defense Logistics Agency seeks to acquire two Ink or Inkjet Technology digital presses that can print at speeds of 300 pages per minute or 1500 pages per minute, respectively. The presses must include inline or near-line saddle stitching and perfect binding finishers. Delivery is required within 190 days of award, with an initial 6-month base period of maintenance and an optional 12-month extension. The agency also requires purchase and maintenance of ink for the digital presses. Responses are due by September 30, 2025. Primary and secondary points of contact are identified for any questions. Additional details on specifications and performance requirements are provided in attachments.

QuestionAnswer
Attachment 2, FINISHER REQUIREMENTS: Tab VL-1500ppm, Line #18: Regarding the Inline/Near Line Booklet maker: Do you prefer wire stitcher, or spine glue, or both? Both are acceptable.
Attachment 2, FINISHER REQUIREMENTS: Both Tabs, Line #19a: Cutter/Stacker: Is this Cutter/Stacker intended to be used before the booklet maker? Before is the intent, since web printing is an option for the 300ppm, the cutter stacker is included. For only cut sheet devices (300 ppm) a web to cut sheet device is not required.
Attachment 2, FINISHER REQUIREMENTS: Both Tabs: Are you producing booklets with, or without a Cover Feeder? Both, since the web printer uses only one media thickness at a time, a cover feeder is required for different media cover thickness. A different thickness cover requires a cover feeder.
Attachment 2, FINISHER REQUIREMENTS: Both Tabs: Do you prefer to feed the sheets via a Pile Feeder, or via an Unwinder/Web Cutter? Both are acceptable.
Attachment 2, FINISHER REQUIREMENTS: Both Tabs: Is this sensitive, customer specific information that may require bar code reading/matching for 100% accuracy/guarantee?Yes
Attachment 2, FINISHER REQUIREMENTS: Both Tabs: What will be the paper and cover weight?Unspecified, although normal cover stock from 60 lbs. to 100 lbs. using a feeder or same media weight for web based covers inline with body print.
Attachment 2, FINISHER REQUIREMENTS: Both Tabs: Is the Government specifying New Equipment only? Or is the government considering refurbished Finishers?New Equipment Only
For both the VL300 and VL-1500 printing systems, the media specifications state: offset uncoated/ inkjet treated / inkjet coated (gloss); Describe in bid. Does DLA require that both of these printing solutions are able to print on non-inkjet treaded gloss coated media? Not required, but the vendor needs to indicate what media the device prints

on.

For solution VL-1500, will covers for the saddle-stitched booklets be printed separately on different media, or will they be self covers printed along with the booklets. Both – Some covers are added with different media. Some will include covers of the same media. The finishing system needs to include inserting media to the process.
Will covers for both the VL-300 and VL1500 solutions be coated prior to binding?Yes
For the Continuous Feed VL-1500 solution…Are there other applications beside saddle-stitched booklets that will be produced on this printing system? If so, please describe. Not at this time. Any additional finishing options are a separate contract action and not a requirement for this acquisition.
VL-300 Sheet-Fed Related Question: Is three-sided trimming capability required for perfect bound books?Yes
