The purpose of this amendment is to:
1. Provide a revised Combined Synopsis Solicitation. See Attachment 1, changes are highlighted in yellow. A summary of changes is as follows:
a. Revise the paragraph on pages 1-2 to reflect three separate functional areas
b. Add DFARS 252.239-7018 Supply Chain Risk (Page 10)
c. Add DFARS 252.239-7017 Notice of Supply Chain Risk (Page 38)
2. Provide appendices 1-7 of the PWS as Word format in Attachment 2
3. Address the following questions below:
a. We have not seen the requirement under section XVI. SUPPLY CHAIN RISK MANAGEMENT of the PWS become mandatory in Federal/DoD procurements. We understand it to be an item that will soon be mandatory like NDAA Section 889 Part A and B. Will DLA consider that since this has not become a mandatory requirement and because the process for documenting compliance from a manufacturer’s position is a lengthy process, they remove it or establish a future date for being compliant?
• The supply chain risk management is part of this requirement and will not be removed.
b. Per the question-and-answer period DLA requested VPAT Version 2.4 or newer. As a manufacture we have not been made aware that this new version has been mandated which would require all current products to be reevaluated. Request DLA accept all vendors VPAT’s for current offered equipment until time of award. DLA can mandate that any products introduced post award as replacement devices will require VPAT Version 2.4. There is a significate cost and timeframe for equipment to be reevaluated by a third party which could stop some vendors from submitting a response. Will DLA modify this requirement to allow vendors to submit the current versions of their VPATs in order to increase competition?
• Per Amendment 0004, the Contractor shall submit their completed Voluntary Product Accessible Template (VPAT®) or the provided VPAT document (Appendix #7) with their proposal.
c. On Amendment 4, on the Revised CLIN Structure file, there is no place to enter Maintenance pricing. How does the Government want the vendors to submit their maintenance pricing?
Will maintenance pricing only be required with individual RFQ’s under the BPA?
• Maintenance pricing will be included with the vendors’ pricing for the lease of devices. Pricing shall include installation and removal, full-service maintenance, all consumable supplies (excluding paper), end-user training, reports, relocations, network functionality, and network security. IDIQs will be awarded, not BPAs.

d. Since the IDIQ is now 3 functional areas, can a vendor respond to only 1 functional area?
Originally, a vendor could have responded to both or only 1. Now that it is 3 functional areas I just want to make certain that a vendor can still choose which functional area they will respond (if not all 3).
• Vendors can choose to respond to one functional area, two different functional areas, or all three functional areas. All CLINS within the functional area must be priced.
e. Since there are now 3 functional areas, is it DLA’s intention to award 6 IDIQs per functional area, for a total of up to 18 IDIQs
• We intend to award 6 IDIQs per functional area, for a total of up to 18 IDIQs. If it is determined the same vendor will be awarded an IDIQ for FA1 FA2, and/or FA3 one IDIQ will be issued for both/all FAs
f. Will DLA allow an extension on this RFP to allow sufficient time to respond to recent changes?
• At this time, we do not plan to extend the solicitation past the current close date of February 18, 2021 at 4:00 pm Eastern.
All other terms and conditions remain unchanged. The close date and time remain unchanged at February 18, 2021 at 4:00 PM Eastern.
