DCAA Transcription Services SP4704-25-Q-0021 (Q&A) Amendment 001

1. General Question: Would the Government allow the contractor to submit a staffing and clearance plan for onboarding eligible U.S. personnel post-award, or must all personnel possess current, active background investigations at time of award?

Response: New hires are allowed; however, those hires will not be allowed to access any DCAA OIG product before their background investigation is complete and clearance received. You must be able to complete all deliverables within given time constraints with cleared personnel starting on day one of the contract.

2. General Question: Can the Government confirm whether a logically isolated virtual server in a FedRAMP-authorized or HITRUST-certified cloud environment (e.g., AWS GovCloud) meets the intent of this requirement?

Response: "IAW this requirement: 2.1.5 The contractor shall not send or store any DCAA OIG products out of the country. This ensures security of highly sensitive documents is maintained. Contractor and all employees assigned to work on DCAA OIG products will sign a non-disclosure agreement within 30 days of award.

All servers must be within the United States. If the contractor can confirm cloud service is within the U.S. and not maintained or controlled by any foreign entity, then there would be no objection to cloud services. “

3. General Question: May contractor personnel perform their duties from secure, U.S.-based home offices under contractor supervision, provided all confidentiality, background, and NDA requirements are met?

Response: Yes.

4. General Question: Can the Government confirm whether a “page” is defined strictly by the formatting requirements (i.e., 1-inch margins, 12 pt. Times New Roman, line numbering, etc.)?

Response: Yes. The formatting is not negotiable.

5. General Question: Will the Government consider non-federal transcription experience (such as contracts for law enforcement, state agencies, or regulated industries) as relevant to this RFQ’s past performance evaluation?

Response: No.

6. General Question: Would the Government consider allowing a secure, access-controlled contractor web portal (TLS-encrypted, hosted in the U.S.) as an acceptable file transfer method in place of or in addition to FTP?

Response: Possibly. Secure access controls would have to be reviewed and discussed.

7. General Question: Would the Government allow the use of a secure, role-based web dashboard (with exportable Excel reports) to fulfill this requirement if it offers real-time status visibility and case-specific tracking?

Response: Yes, once security protocols are verified.

8. General Question: Can the Government confirm that personnel engaged as Independent Contractors (ICs) are acceptable for contract performance, provided all security, clearance, and supervision requirements are fully met?

Response: No. We expect to work with one prime contractor and that contractor's employees.

9. General Question: Is there a current incumbent? If so, can you please provide the award number and rates.

Response: Contract 140D0420P0065 was awarded by the Department of Interior on 06/22/2020 for DCAA Transcription Services. Awarded to Diversified Reporting Services Inc. with one Base Year and four (4) Option Years (OY). The award was incrementally funded through the Base and OYs. The contract Base Year was awarded at $39,000.00 with the projected award total of $195,000.

10. General Question: What languages are required besides English if any?

Response: Only English is required.

11. General Question: Is keeping an electronic copy suffice enough?

Response: Yes. Digital file storage suffices for the file archive.

12. General Question: Will the due date appear on the order, or will it be as long as it is completed and returned in the 3-5 or 6-7 business days?

Response: No, the due date will not appear on the files transferred. Files are transferred on the day of the interview and the return time constraints start from that point.

13. General Question: Is this a brand-new contract OR if there is (was) an incumbent performing these services? If not brand new, could you please provide the current / previous contract number?

Response: This is a recompete for DCAA Transcription Services. Contract 140D0420P0065 was awarded by the Department of Interior (DoI) for DCAA Transcription Services on 06/22/2020 to Diversified Reporting Services Inc. with one Base Year and four (4) Option Years (OY).

14. General Question: Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Response: See response #13.
