Quoters must submit two separate volumes: a technical volume addressing approach, personnel qualifications, and past performance, and a price volume using the provided pricing schedule. 1. Discussion of proposed methods and techniques for completing the tasks in the PWS.

2. Demonstration of the Quoter’s understanding of logistics, schedule, and other miscellaneous issues of which the Government should be aware.

Section 2(b) – Personnel Qualifications The Government will evaluate the contractor’s personnel qualification to determine whether each offered individual possesses the requisite qualifications and experience, including the benefits and competencies that those individuals bring, to assure the successful accomplishment of the service. Each resume submitted in the offer will be evaluated for experience and capabilities relevant to the requirements set forth in the PWS.

Section 2(c) – Past Performance In the Past Performance section, the Quoter shall describe relevant past performance directly related to contracts it has held within the last three (3) years (or in progress) that are similar in size, scope and complexity to the work described within the PWS.

The contractor shall have a solid confidentiality record of at least ten (10) years and not have any breaches in keeping transcripts and information completely secure. In the case of a contractor without a record of relevant past performance or for whom information on past performance is not available, the contractor will not be evaluated favorably or unfavorably on past performance and will receive a Neutral rating.

Once both relevancy and quality (i.e., how well the contractor performed) are considered, a final past performance confidence assessment rating will be assigned.

In evaluation of this factor, the following aspects will be considered:

Aspect One: Relevancy of Prior Contracts - The relevancy of contractor’s prior projects to the current PWS requirements will be evaluated based on the similarity to the service/support, the complexity, and dollar value. The Government will evaluate the contractor’s demonstrated evidence of experience in performing contracts with a similar size, scope, and complexity to this task order requirement.

Aspect Two: Quality of Past Performance (i.e., how well the contractor performed) - The contractor’s history of success in completion of projects, history of producing high-quality reports and deliverables, and commitment to customer satisfaction and history of staying on schedule and within budget will be evaluated through information provided in the contractor’s offer; through CPARS; and/or an independent contact from the contractor’s prior projects. Degree of conformance to contractual requirements, responsiveness, and effectiveness in addressing issues, quality of customer service, and/or conformance to cost/price requirements or goals, will be evaluated in the qualitative past performance ratings.

Please note that the Government may pull past performance information from available Government systems, in order to perform a complete evaluation of the contractor, particularly when a contractor’s project point of contact is not responsive to the questionnaire.

VOLUME II– PRICE VOLUME

Section 2 - Price Quote The price quote shall be a separate volume from the technical quote. Prices shall be proposed on a fixed price per page in accordance with the government estimate below. Only the Government provided number shall be used.

See Attachment 2. This spreadsheet must be submitted with formulas in-tact and unprotected with all cells limited to two decimal places.

The required documents (capabilities statement and price quote) must be submitted as two separate attachments. Additionally, vendors are responsible for reviewing the solicitation in its entirety and providing all required FAR/DFARS certifications/assertions (e.g., confirming active SAM registration, certifying no federal tax debts or liens, certification of size standard, certifying no prohibited telecom equipment is used, etc.).

8. BASIS FOR AWARD

It is the Government’s intent to award a contract using the procedures in FAR 13.5 to the responsible Quoter whose quote, in conforming to the RFQ, provides the overall best value to the Government considering technical evaluation factors and price. Using the best-value, tradeoff process, the Government will evaluate each proposal in accordance with the evaluation criteria.

Factor A: Technical Approach Factor B: Personnel Qualifications Factor C: Past Performance Factor D: Price

Relative importance. All non-price evaluation factors, which combined, are significantly more important than the evaluated price. Factors A, B and C are significantly more important than Factor D. Subfactors A & B are significantly more important than subfactor C. As the non-price factors become more equal among quotes, the evaluated price becomes more important.

Tables and Instructions. Each factor and subfactor is rated in accordance with specific adjectival ratings and definitions, which are provided in the following table.

This table will be used to rate overall technical and personnel qualification factors and subfactors and includes consideration of risk in conjunction with the strengths, weaknesses, and deficiencies in determining ratings. Each subfactor will be rated independently, and the subfactor ratings rolled up into an overall rating for the factor.

Rating Description Outstanding The proposed solution indicates an exceptional approach and understanding of the objectives, providing the best desired outcome for the government. Risk of unsuccessful performance is low to nonexistent.

Good The proposed solution indicates a thorough approach and understanding of the objectives, providing a good outcome for the government. Risk of unsuccessful performance is low.

Acceptable The proposed solution indicates an adequate approach and understanding of the objectives, providing an acceptable outcome for the government. Risk of unsuccessful performance is moderate.

Marginal The proposed solution indicates an inadequate approach and understanding of the objectives. Risk of unsuccessful performance is high.

Unacceptable The proposed solution did not meet the minimum requirements.

Award will be made to the vendor whose quote is determined to be the best value to the government based on technical and personnel qualification factors, past performance and price.

The government’s objective is to obtain the highest quality services considered necessary to achieve the stated objectives of this acquisition with fair and reasonable prices. Vendors are advised that a quote meeting the objectives and requirements with the lowest price may not necessarily be selected if awards to a higher priced quote is determined to be most advantageous to the government. If quotes evaluated as essentially technically equal, price becomes the major consideration in selecting the best value. In the event of a single responsive quote, the government reserves the right to utilize a lowest price technically acceptable evaluation in lieu of the tradeoff process. Technical acceptability is defined by meeting or exceeding the standards outlined in the PWS.

Factor A. Technical Approach Evaluation of the Quoter’s technical approach will be based on the validity of their approach to addressing the tasks in the PWS. Evaluation includes the following points:

1. Degree to which the Quoter discusses proposed methods for completing the tasks in the PWS.

2. Degree of understanding of logistics, schedule, and other miscellaneous issues of which the Government should be aware.

Factor B. Personnel Qualifications Evaluation of the Quoter’s Personnel Qualifications will be based on the following:

1. The quality and depth of experience of the quoted personnel with respect to similar projects and tasks specified in the PWS, which includes the degree of qualifications as outlined in the PWS. Similar projects must convey similarity in topic, workload, duration, and complexity.

2. The degree to which the personnel have transcription experience with DoD.

Factor C. Past Performance Evaluation of the Quoter’s past performance will be based on the following:

1. The history of successful completion of projects / efforts of similar size, scope, and complexity specified within the PWS; history of staying on schedule and within budget;

producing high quality deliverables; and solid confidentiality record of at least ten (10) years and not having any breaches in keeping transcripts and information completely secure.

Factor D. Price The price quote will be evaluated for price reasonableness by utilizing price analysis techniques. An evaluation of each Offerors price quote will be made to determine if it is reasonable for the work to be performed, reflects a clear understanding of the requirements, and is consistent with the technical proposed solution.

The Government’s objective is to evaluate inclusive of optional line items and optional periods of performance; however, the Government reserves the right not to evaluate quotes for any optional quantities when it is determined that the evaluation would not be in the best interest of the Government.

Under the evaluation of price, the award will include the Government's unilateral option to extend performance for an additional period up to six months under FAR 52.217-8, during which the pricing and terms of the Option Year Four would apply. The Option to Extend Services will be evaluated as part of the initial award; however, the offeror does not need to provide pricing information for this potential optional period. Offerors are required only to price the base period and traditional 52.217-9 option period(s). Offerors must not submit Price information for the potential 6-month 52.217-8 option extension of services period.
