About this file
This document is a Questions and Answers (Q&A) file for the DLA Aviation New Computed Tomography System solicitation (SP4703-25-R-0007). The Q&A addresses technical details and clarifications for the procurement, including system delivery, hard drive specifications, equipment dimensions, and evaluation methodology. Key highlights include the government's confirmation of an 8' x 8' doorframe for equipment entry, clarification on hot-swappable hard drive usage for data transfer, and specification of a lateral detector shift maximum of 60".
The solicitation will use a Lowest Price Technically Acceptable (LPTA) evaluation method, where the lowest offer will receive samples for testing salient characteristics. If the samples do not meet requirements, the next lowest offer will be tested, continuing until an acceptable offer is found or no award is made. The procurement is for a turn-key, 7-axis digital radiography computed tomography system, with proposals due on May 16, 2025 at 2:00 PM EST. Contractors must be registered in the System for Award Management (SAM) prior to award, and the contract will be a firm fixed-price (FFP) agreement.

Questions / Answers
Q1) System Delivery (page 13) – Is it the Government’s intent to provide any required rigging, or will this be the contractor’s responsibility?
A1) VEA will not provide rigging, Installation Management can provide at their discretion.
Q2) System Delivery (page 13) – If full delivery (i.e. uploading, etc.) will be the contractor’s responsibility, does the Government have preferred contractors?
A2) The Government does not have preferred contractors.
Q3) Secondary Hard Drive Set – DR & CT (page 11) – Request the Government provide further information on how the hot swappable hard drives will be utilized.
A3) The purpose for the hot-swapping of the hard drives was to quickly and easily separate scan data from the CT system and transfer to an air-gapped analysis computer. The system shall be capable of complying with 32 CFR Part 2002 and NIST SP 800-53 requirements for Critical Unclassified Information to include Critical Technological information.
Q4) Manipulator X Axis / Detector Lateral Shift (pages 4 & 10) – Two different lengths are currently listed.
Request the Government review and update as needed.
A4) In CT scanners, the X-axis (front-to-back) translation of the part manipulator is typically designed to be approximately equal to or slightly greater than the lateral translation length of the detector. This ensures complete coverage of the scanning area and allows for proper positioning of the part being inspected. The Lateral shift has been changed to maximum 60”.
Q5) Cabinet – Radiation Enclosure 450kV (page 4) – Can the Government verify their entryway capability to accommodate the dimensions? Are modular pieces required?
A5) A verification of the lab door opening in Building 47 was coordinated. For this SOW, we will state 8’ x 8’ doorframe with the option for modular assembly to allow for entry into the space.
Q6) Time and motion analysis (4D Computed Tomography Module) (page 8) – Can the Government provide clarification / further details?
A6) This was a previously discussed option that is no longer required.

Questions / Answers
Q7) Turn Table Riser (page 11) – Can the Government provide clarification / further details?
A7) The turn table riser raises the height of the rotary table. The turn table riser will be used to help reduce possible scatter cause by electrical components below the main rotate stage.
Q8) Demonstration of Salient Characteristics (page 12) – Can the Government provide information as to how this will be carried out?
A8) The evaluation method for this procurement is Lowest Price Technically Acceptable (LPTA). Once the solicitation closes, the Technical Evaluation Team will begin their review. The lowest offer will receive samples to test for demonstration of salient characteristics. If the results are acceptable, the Government will proceed with contract award. Otherwise, the next low offer will receive samples to test for demonstration of salient characteristics. This process will continue through the offers. If no acceptable offer is determined, no award will be made.
Q9) Offline Technique Development (page 9) – Request the Government provide file types for the requirement to, “Import/Export configurations directly from an NSI system”.
A9) This was an error on the original SOW. This has been changed to CT system. Standard industry file types are acceptable, i.e., STL, STEP, OBJ, etc.
