1. In Section A, 11 (b) we are advised to submit “Completed clause fill-ins”. Can DLA be more specific in its advisement regarding the clause or clauses it requires vendors to complete for their responses?

DLA Response: It is incumbent on the offeror to review the entire solicitation document in order to ensure all clause fill-ins are completed, however, "clause fill-ins" in this case refers to any clause or provision requiring a vendor representation or certification such as those located in Section K of the solicitation document.

2. Section L, 2b 1) Factor 1 Technical Qualifications, a. Subfactor 1 – Leadership Coaches - The

Government is asking for vendors to provide a minimum of eight (8) coach resumes. Can DLA advise if it has any limits for the maximum number of resume pages?

DLA Response: DLA has no limits for the maximum number of resume pages.

3. It is our understanding that this is a coaching requirement for Levels 2-4 (i.e., team/work leads, new supervisors and experienced leaders). From that perspective this is leadership coaching for emerging/new and experienced leaders but not for senior executive leadership. Can DLA confirm that this is an accurate understanding of the requirements of this solicitation?

DLA Response: That is correct, leadership coaching for Senior Executive Service is not in the scope of this requirement.

4. If this is not a new requirement, when was the last time this work was done for the anticipated coaching recipients and under what contract number was the previous work performed?

DLA Response: DLA will not be releasing these details in response to RFIs to this RFP.

5. If this is a follow-on [contract], can government advise if [the predecessor] contract was substantively the same as the requirement for this contract? If not, what are the primary differences between this requirement and the previous requirement?

DLA Response: DLA will not be releasing these details in response to RFIs to this RFP. Offerors should propose to the requirement detailed in this solicitation.

6. If coaching is to be conducted via a virtual platform other than phone, does DLA require a specific virtual platform or may coaching be provided via Zoom or by any other platform such as WebEx, MS Teams, etc.?

DLA Response: Per PWS C (Leadership Coaching Services) subparagraph (b)(v)(iii)(4):

“Leadership coaching sessions shall be conducted by telephone. The DLA supervisor shall contact the leadership coach by Government telephone at a pre-arranged day and time, unless the leadership coach has agreed and arranged to initiate the call on their own telephone/cell phone line. The cost of calls initiated by the leadership coach will not be reimbursed by the Government. If the leadership coach and the DLA supervisor are located in the same geographic area and wish to conduct sessions in person, such is acceptable; however, no travel costs will be paid. If the DLA supervisor is located internationally with no access to an outside phone line, the DLA program manager shall connect the supervisor and coach by a telephone bridge at a day and time coordinated in advance by the leadership coach with the DLA supervisor and DLA program manager.”

7. If DLA requires use of its own platform, how does it anticipate handling / managing vendor access to that platform?

DLA Response: Per PWS C (Leadership Coaching Services) subparagraph (b)(v)(iii)(4):

“Leadership coaching sessions shall be conducted by telephone. The DLA supervisor shall contact the leadership coach by Government telephone at a pre-arranged day and time, unless the leadership coach has agreed and arranged to initiate the call on their own telephone/cell phone line. The cost of calls initiated by the leadership coach will not be reimbursed by the Government. If the leadership coach and the DLA supervisor are located in the same geographic area and wish to conduct sessions in person, such is acceptable; however, no travel costs will be paid. If the DLA supervisor is located internationally with no access to an outside phone line, the DLA program manager shall connect the supervisor and coach by a telephone bridge at a day and time coordinated in advance by the leadership coach with the DLA supervisor and DLA program manager.”

8. As DLA has both CONUS and OCONUS locations, does it have a standard practice for vendors to use in providing pricing for future anticipated travel if face-to-face coaching is required in future?

DLA Response: Face-to-face coaching is not anticipated in the future. Offerors should respond to the requirement as solicited.

Per PWS C (Leadership Coaching Services) subparagraph (b)(v)(iii)(4):

“Leadership coaching sessions shall be conducted by telephone. The DLA supervisor shall contact the leadership coach by Government telephone at a pre-arranged day and time, unless the leadership coach has agreed and arranged to initiate the call on their own telephone/cell phone line. The cost of calls initiated by the leadership coach will not be reimbursed by the Government. If the leadership coach and the DLA supervisor are located in the same geographic area and wish to conduct sessions in person, such is acceptable; however, no travel costs will be paid. If the DLA supervisor is located internationally with no access to an outside phone line, the DLA program manager shall connect the supervisor and coach by a telephone bridge at a day and time coordinated in advance by the leadership coach with the DLA supervisor and DLA program manager.”

Per PWS C (Leadership Coaching Services) subparagraph (b)(v)(iv):

Leadership coaching sessions will be conducted at a time that is convenient for the DLA supervisor, particularly those who are located in various time zones across the country and internationally, and those who work various shifts throughout a 24-hour day, 7- day workweek. It is acceptable for the leadership coach to utilize email to coordinate leadership coaching session dates/times.

9. Does DLA have specific labor categories it desires under which the coaches are to be priced?

DLA Response: Offerors shall follow the instructions for proposing to the Section B CLINs, but within that constraint offerors should propose in whatever way enables the offeror to put forth their best offer to the Government.

10. From our review of requirements, the Program Manager is the only Key Personnel. Can DLA confirm this is a correct understanding?

DLA Response: This is an incorrect understanding. PWS 7(A)(a)(iv) designate Leadership Coaches as key personnel. This amendment (-0003) updates and replaces the PWS document its entirety to additionally designate the Program Manager as key personnel (see PWS Section 7(A)(b)(ii) of Tab_26h_SP470221R00030003_Attach_1_PWS).

11. How will DLA assess the return on investment from this coaching?

DLA Response: Executive coach is required to send out the Coaching Feedback form (see PWS Section

9) to the DLA ELDP participant for completion and return to the ELDP program manager.

12. If DLA doesn’t use return on investment as a measurement tool for coaching, what metrics are in place to assess the value of coaching for the individuals receiving these services?

DLA Response: Coaching Feedback form is used for all coaching requirements.

13. Would DLA be open to suggestions on how to measure the impact of this coaching requirement?

DLA Response: No

14. If we provide suggestions related to ROI, how should we account for these services in our course listing/price schedule?

DLA Response: N/A

15. Is DLA open to contractors providing some ideas for follow-up or optional services?

DLA Response: No

16. Does DLA require any specific pre-coaching assessment tools?

DLA Response: Only ELDP Level 3 program participants will have the MSF assessment prior to coaching as a routine matter, but on occasion Level 4 program participants may also have MSF survey results that they can choose to share with the leadership coach.

17. Does DLA have in-place, a standardized coaching contract?

DLA Response: DLA will not be releasing these details in response to RFIs to this RFP. Offerors should propose to the requirement detailed in this solicitation.

18. If so, how should we account for this with our price proposal?

DLA Response: The vendor shall propose only to the requirement as outlined in the most current version of the PWS.

19. If there are any page limits for either the Technical or Price volume, can DLA advise if such standard response sections as Cover Sheet, Cover Letter and Table of Contents are exempted from the page count?

DLA Response: DLA does not have a page limit for either volume.

20. Can DLA advise any formatting requirements (i.e., font type or size, margin width, header included in margin size, pagination requirements, etc.) for either the Technical or Price volumes for this response?

DLA Response: DLA does not have formatting requirements for either volume.

21. Can government clarify the location of Section B and the specific page number to for the pricing format?

DLA Response:

a. Section B may be located at: Tab_25a_SP470221R0003, Pages 7-11.

b. Pricing Format: Beyond the details provided in Section B, itself; direction as to how to price is provided in:

i. Section L, 2 “DOCUMENTS TO SUBMIT” (c) “PRICE PROPOSAL”.

ii. Tab_26f_SP470221R003002_Attach_1_Q-A, Question 5

22. The PWS requires the vendor program manager to attend quarterly information sessions and to support coach matching for level 2 participants, however there is no CLIN for capturing the cost of these required services. How should the program manager's time be included in the cost proposal?

DLA Response: Offerors shall propose to any and all costs under the existing CLIN structure.

23. Will the Government allow Vendors to invoice for .5 hours of coach preparation per hour of coaching for engagements at level 2, 3 and 4?

DLA Response: No. The PWS as established for Levels 2, 3, and 4 already includes time for preparation or similar work (e.g., introductions, confidentiality, background, etc).

24. Regarding references for Coach resumes, will the Government accept references from organizations for which the coach has provided coaching rather than individuals who have been coached? Given the confidential nature of the many coaching relationships, the individual client may not wish for their information to be shared with DLA.

DLA Response: Yes. This amendment updates the PWS and Section L language to make clear that either is acceptable.

25. If reference information for individuals who were coached is provided, can DLA tell us when those references should expect to be contacted, who will be contacting them, and how how often they may be contacted so that we can ensure the references know what to expect.

DLA Response: References from organizations are acceptable, but an offeror may instead use an individual as a leadership coach reference. In either case, once the solicitation closes DLA will contact the reference provided to ask about the leadership coach referenced.

26. I am writing to inquire if the attached opportunity is only 100% for veteran small businesses?

DLA Response: This solicitation is a 100% set-aside for Service Disabled Veteran Owned Small Businesses.

27. Is there a page limit to the proposal? If yes, please advise on the page limit.

DLA Response: No.

28. Is there a page count specific to each Volume?

DLA Response: There is no page limit to the proposal.

29. Are cover pages, TOC, and resumes included in page count?

DLA Response: There is no page limit to the proposal.

30. Is the requirement to submit separate prior experience and past performances?

a. If so, does the mean that at a minimum 6 examples will need to be provided, or

b. Can the prior experience and the past performance examples be provided as a combined submission?

DLA Response: This amendment (-0003) removes the prior experience evaluation criteria, as a result these questions are no longer relevant.
