SP4702-21-R-0003-002 Attachment 1: Vendor Questions and DLA Responses.

1. Can all work be accomplished virtually to include the program manager role?

a. Response: Yes.

2. Can the 1449 document, page 66 be modified to include the words "or"?

Our staff has Master's and Doctoral degrees in psychology and counseling psychology. There is concern with page 66 of the 1449 document that states key requirement includes "Certification from an accredited International Coach Federation (ICF) training program in leadership coaching at a minimum level of Associate Certified Coach..." Yet, according to the majority of the US University's Master Degree in counseling psychology programs, counseling psychology and leadership effectiveness are tied to executive and leadership coaching without certification from the ICF. I have more than 6 years of personal counseling experienced.

Psychometric evaluation tools generally require a test and measurement course within the master's program (to bolster the word "or"). As you know, anyone administering psychometric evaluation tools are required to have a master's degree in psychology or have passed a course in the specific evaluation tool utilized.

a. Response: Both Section L and the PWS were updated via SP4702-21-R-0003-001 (being Amendment 1) to state the following: “Certification from an accredited International Coach Federation (ICF) training program, or a nationally recognized equivalent in leadership coaching.”

3. Does DLA currently have a vendor that performs these services? If so, under what contract number and current contract value?

a. Response: DLA will not be releasing these details in response to RFIs to this RFP.

4. Is there a proposed maximum for the total contract that is public information through DLA forecasts?

a. Response: Each CLIN found in Section B of the solicitation document has course minimums / estimates / and maximums.

5. Question: Will DLA reject contract proposals that do not meet the requirement below or will the evaluation be "neutral"?

"In order to evaluate the vendor’s prior experience, the vendor’s proposal shall identify no less than THREE (3), and no more than FIVE (5), previously awarded, and completed contracts of similar scope, size, and complexity to the current requirement...”

Response: For a proposal to be determined technically acceptable, it must sufficiently address all evaluation criteria.

Section L.2.b.1.c (Prior Experience) does not have the evaluation option of a neutral/unknown confidence rating, only “Acceptable” and “Unacceptable”.

5. On tab b, page 9, the chart shows 4070 hours in the first contract year. Question: is our proposal based upon the 4070 and other numbers within the chart on page 9?

Response: The table on PWS Section 6.C.a.ii (Page 9) shows the Government’s estimate of the requirement across level and year.

Unit price: Offerors shall propose to each CLIN found in Section B. Each CLIN found in Section B has a minimum / estimate / and maximum. For each CLIN, the offeror shall propose one hourly price (unit price). This unit price shall apply regardless of what the actual number hours ordered within the respective CLIN’s MIN/EST/MAX range.

Extended Price: For each CLIN, the offeror shall then multiply its proposed unit price by the estimated quantity that the Government has already entered into each CLIN. The offeror shall use this calculated value to complete the “EXT PRICE” field.
