Section L – Instructions to Offerors (Continued)
1. PREPARATION AND SUBMITTAL OF PROPOSALS
a. GENERAL INFORMATION
Selection of an offeror for contract award will be made on the basis of an assessment of each offeror’s response to the Request for Proposal (RFP). As a Request for Proposals (RFP) based on Lowest Price Technically Acceptable (LPTA) Source Selection Process, in accordance with Federal Acquisition Regulation (FAR) Part 15.101-2, the Government will make the award based on the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The evaluation factors for determination of technical acceptability consist of Technical Qualifications and Past Performance.
NOTE: Failure to comply with the RFP requirements will raise serious questions regarding an Offeror’s technical ability to perform the services and may be grounds to eliminate the proposal from further consideration for contract award.
b. THE OFFER
The submission of the documentation specified below will constitute the Offeror’s acceptance of the terms and conditions of the RFP. These instructions prescribe the format for the proposal and describe the approach for the development and presentation of proposal data. These instructions are designed to ensure the submission of necessary information to provide for the understanding and comprehensive evaluation of proposals.
c. AWARD BASED ON INITIAL OFFERS
The government reserves the right to evaluate proposals and make award without discussions.
Proposals should contain the vendor’s best terms. Additionally, the Government reserves the right to conduct discussions and request proposal revisions if it is determined to be necessary.
d. INSTRUCTIONS ON SUBMISSION
Proposals are required to be received by February 5th, 2021 at 3:00 PM Eastern Standard Time. Proposals received after this point in time will be rejected for late submission. The vendor shall email its proposal to the solicitation to Anthony Gerardi ( anothony.gerardi@dla.mil ) and Scott Wesseler ( scott.wesseler@dla.mil ).
The subject line of this email needs to contain following:

If multiple e-mails need to be submitted, offerors shall put “Email X of X” at the end of the subject line. NOTE: E- Mails cannot be larger than 15MB in size. If necessary, the proposal shall be separated into multiple e-mails to comply with the e-mail size limitations.

If proposal submission via email (or multiple emails with the proposal sent in multiple parts) is not feasible due to file size restrictions, proposals shall be submitted via the below website (DoD SAFE):
https://safe.apps.mil/
Importantly – If it is necessary to submit a proposal via DoD SAFE, and if the individual submitting the proposal documents is not an authenticated Common Access Card (CAC) user, then that individual can only send files using this system if they receive a request to do so by a CAC user. To receive a request to submit proposals via this secure system please send an email (with a read receipt requested) to both Anthony.Gerardi@dla.mil and Scott.Wesseler@dla.mil before the solicitation closing period. If no read receipt is provided within two hours of sending this email, call Mr. Gerardi at 614-692-3851, or Mr. Wesseler at 614-692-4871 to verify that DCSO has received the request.
All risk is on the vendor to ensure that sufficient advance notification is provided to the Government so that this file submittal request can be sent out, and allow the vendor sufficient time to submit the proposal documents in time. Timely receipt of proposal is a mandatory element.
The email is to contain the signed copies of the documents listed below:
2. DOCUMENTS TO SUBMIT
The documents to be included with the proposal submitted by the offeror shall include:
a. STANDARD FORM 1449.
Submit the SF 1449 issued under this solicitation, with Blocks 17 and 30 properly filled-out by the Offeror. Include acknowledgment of all Amendments that may have been issued, either by: (1) including copies of the Amendment document(s) (Standard Form 30) with Blocks 8 and 15 filled in and signed, or
(2) including signed acknowledgement in the form of a separate letter that includes a reference to the solicitation and amendment numbers. NOTE: Failure to acknowledge all Amendments issued pursuant to this solicitation may be cause for rejection of your offer.
b. DOCUMENTATION OF TECHNICAL ACCEPTABILITY.
Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15.101-2 for the Lowest Price Technically Acceptable (LPTA) Offer. The evaluation factors for this solicitation are Technical Qualifications, Past Performance, and Price.
1) FACTOR 1: Technical Qualifications
To be technically acceptable, Contractors shall propose personnel/staffing that demonstrates that it will meet all requirements of the PWS. This shall be demonstrated by ensuring the requirements as described in Subfactor 1, Subfactor 2, and Subfactor 3 below are clearly met.
a. SUBFACTOR 1 – LEADERSHIP COACHES: The vendor shall identify a minimum of eight
Leadership Coaches for this requirement. The vendor shall provide a resume for each individual identified demonstrating the following:

• A minimum of three years’ experience in a managerial position.
• An undergraduate degree from an accredited university.
• Certification from an accredited International Coach Federation (ICF) training program, or a nationally recognized equivalent in leadership coaching.
• A demonstration of a minimum of five years of leadership coaching experience with clients that include business corporations, private industry, academia, and/or the public sector.
• A demonstrated experience with interpreting results for 360-degree instruments.
• Three references from successful coaching partnerships to include name and phone number.
NOTE: Failure to provide any of the information for SUBFACTOR 1 mandated above shall result in an Unacceptable rating.
b. SUBFACTOR 2 – PROGRAM MANAGER: The vendor shall identify a Program Manager to serve under this requirement. The vendor shall submit a resume for the identified individual which demonstrates a minimum of three years of experience as a program manager for programs of a comparable size and complexity to the requirement. Specifically, resumes shall demonstrate experience:
• Monitoring the scheduling, performance, and invoicing of a large number of individual assignments.
• Tracking projected future work against the order amount, to ensure work performed doesn’t exceed the funded amount.
NOTE: Failure to provide any of the information for SUBFACTOR 2 mandated above shall result in an Unacceptable rating.
c. SUBFACTOR 3 – PRIOR EXPERIENCE: The vendor shall provide information demonstrating that it has a record of prior experience with requirements similar to this solicitation’s size, complexity, and scope.
To evaluate the vendor’s prior experience, the vendor’s proposal shall identify no less than THREE (3), and no more than FIVE (5), previously awarded contracts that are either ongoing or completed.
• For a completed contract to be eligible for consideration, the contract’s period of performance must have ended within four years from this solicitation’s (SP4702-21- R-0003) closing date.
• For an ongoing contract to be eligible for consideration, at least one full year of performance must have occurred under that contract at the time of this solicitation’s (SP4702-21-R-0003) closing date.
Regardless of whether a referenced contract is ongoing or completed, it must be of similar scope, size, and complexity to the current requirement. For each of the submitted prior experience examples, the following information is required:
• The name of the project and the contract ID number,
• The name of the contracting agency or organization the contract was awarded by,
• The date of the contract award and the contract award amount in dollars,
• The date of the contract completion (actual or estimated if ongoing),
• A brief description of the scope of work for the leadership coaching services contract in question, and

• Identification of at least one point-of-contact at the organization that awarded the submitted contract, including: the name of the point-of-contact; their current mailing address; phone number; and email address (if applicable).
In investigating a vendor’s prior experience, the Government shall compare the size, scope, and complexity of the contracts provided by the vendor in its proposal to the size, scope, and complexity of the instant requirement in this solicitation. For this Subfactor, relevant experience is being measured rather than quality of past performance. Evaluation of this Subfactor will necessarily be subjective, but will focus on elements such as:
• Contract scope (e.g., leadership coaching),
• Contract size (e.g, quantity of hours coached)
• Contract complexity (e.g, diversity of subject matter coached)
NOTE: Failure to provide any of the information for SUBFACTOR 3 mandated above shall result in an Unacceptable rating.
2. FACTOR 2: Past Performance
To be technically acceptable, Contractors shall provide information demonstrating that it has a record of successful past performance. The required information supporting the contractor’s past performance as described below must by supplied along with the contractor’s proposal.
The past performance factor will be evaluated to determine the quality of the contractor’s past performance, including the past performance of proposed critical team members or subcontractors on contracts completed within the last four years, that are either directly related or similar in scope, magnitude, and complexity to that which is detailed in the PWS.
To evaluate the contractor’s past performance, the contractor’s proposal shall identify no less than THREE (3), and no more than FIVE (5), previously awarded, and completed contracts (completed within the past four years from this solicitation’s closing date) of similar scope, size, and complexity to the current requirement. For each of the submitted past performance examples, the following information is required:
a. The name of the project and the contract ID number
b. The name of the contracting agency or organization the contract was awarded by
c. The date of the contract award and the contract award amount in dollars
d. The date of the contract completion
e. A brief description of the scope of work for the leadership coaching services contract in question
f. Identification of at least one point-of-contact at the organization that awarded the submitted contract, including: the name of the point-of-contact; their current mailing address; phone number; and email address (if applicable).
In investigating a contractor’s past performance, the Government may consider information in the contractor’s proposal and information obtained from other sources, including but not limited to: Past and present customers and their employees; other government agencies, including state and local agencies; consumer protection organizations and better business bureaus; former subcontractors; and others who may have useful information.

Failure by the contractor to provide evidence of performance on contracts of a similar nature in terms of period of performance and complexities of the services provided will result in the Government evaluating past performance as having no relevant history. In the case where a contractor states in their proposal that they lack adequate relevant past performance or for whom information on past performance is not available, the Government will evaluate past performance as neutral/unknown confidence in accordance with FAR 15.305(a)(2)(iv). Evaluation of neutral/unknown confidence will not eliminate the contractor from the overall review and evaluation of their is RFP.
NOTE: Failure to respond at all to the Past Performance evaluation factor will result in an unacceptable rating.
c. PRICE PROPOSAL
Offerors must complete the pricing in Section B of the solicitation.
The total evaluated price will be calculated by adding the total evaluated prices for the base and all option periods. The total evaluated price will be used for evaluation purposes. The proposal will be evaluated for price reasonableness.
Lowest Priced: Proposals not technically acceptable will be removed from consideration and award will be made to the lowest priced, technically acceptable, responsible contractor. A price analysis will be used to determine the total evaluated price to support the selection of the lowest priced, technically acceptable offeror(s).
Normally, price reasonableness is established through adequate price competition, but may also be determined through cost and price analysis techniques as described in FAR 15.404.
3. BASIS OF AWARD
The Government will make the award based on the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Note that offers that are not technically acceptable cannot be selected, regardless of price.
