Clarifying Questions
1. We understand that the CLO is considered Key Personnel. Can DLA advise the names of any other positions it considers Key Personnel?
a. The CLO is the Key Personnel.
2. It is our understanding that Times New Roman 12 font is required for the Factor 1 portion of Technical proposal response. Can DLA please clarify whether this is still a requirement of the response?
a. The font limitations are still a requirement.
3. If Times New Roman 12 font is required for our Technical Proposal response, can DLA please advise if a smaller font size (such as 10 font) will be acceptable for such items as charts, tables, graphs, etc.?
a. The font limitations are still a requirement.
4. We understand DLA’s requirement for Leadership classes is that the instructor possess a
Minimum BS/BA in Management / Psychology. We have learned that instructors with a BA in any of several related fields (examples Business Administration, International Business/International Affairs, etc.) coupled with actual management experience, often provide the most knowledgeable instruction in this area. Will DLA consider providing a formula for work experience substitution for the required degrees?
a. Any 4 year degree or 4 year equivalent Supervisory experience may be substituted on case by case basis depending on the course of instruction the applicant is looking to instruct.
5. If DLA will not consider work substitution for the degrees noted in the question above, will it provide for a broader range of related BS/BA degree alternatives as previously noted to allow us to provide the Agency with the broadest range of proven, top-rated facilitators for these real-life work leadership training requirements?
a. Any 4 year degree or 4 year equivalent Supervisory experience may be substituted on case by case basis depending on the course of instruction the applicant is looking to instruct.
6. For Factor 3 Past Performance we are asked to identify no less than 3 and no more than 5 previously awarded and completed similar contracts, etc. Does DLA require that these be for the same contracts as those used in the Past Performance Questionnaires we send to our client references?
a. The references should be the same contacts that you use to send the Past Performance Questionnaires to.
7. As the above referenced Past Performance citations are a required Factor for evaluation, will DLA find it acceptable to have these placed in a proposal preceding the Appendix or must they be placed in an Appendix section?
a. It will be acceptable to have these placed in the proposal preceding the Appendix or within the Appendix
8. In Section 3 h. Administration of the PWS there is a reference to the “prime contractor CLO”. Can DLA confirm our understanding that, as a teaming partner / subcontractor works for/reports to the prime contractor, it is acceptable for the individual supporting the CLO position to be provided by a teaming partner/subcontractor?
a. The CLO should be from the Prime Contractor. Referencing the answer in question 20 ‘The vendor identified as the prime contractor will bear all the responsibility of fulfilling the contract and will work directly with the Government.’
9. Can DLA be more explicit regarding the required resume reference information and the number of resume references required?
a. At least 3 no more than 5.
10. Can DLA more clarify the requirement in Section 3 h. Administration of the PWS that states: “the contractor is responsible for providing all equipment, facilities, software, etc.
to provide virtual courses”?
a. The government will not provide any of these items for virtual courses. This should all be provided by the contractor.
11. We have done quite a bit of virtual training and find that for most effective learning, highly interactive training most often works best with a different number of participants than classes where learning is done in a more passive mode. Is DLA open to suggestions regarding class size based on the requirements of the session (i.e., largely interactive versus passive)?
a. The Government states that the maximum number of students per class is no more than 30. If the contractor feels there is a reason for a lower number of students for effectiveness of the class, that discussion will need to be had by the Government and the contractor.
12. Will a Japanese translator working with an English-speaking trainer work for HAZWOPER training?
a. We are checking the answer to this question with the specific customer that is requesting this class.
13. PWS, Section 2 Scope of Work, h. Administration – Given the statements “All training administration (i.e., registration, logistics, room set-up and break-down) will be performed by DLA training points of contact at the site where the course session is being hosted." and “the contractor is responsible for providing all equipment, facilities, software, etc. to provide virtual courses”, can the Government please clarify which party will handle registration for virtual courses? We understand the Contractor will provide the materials and host the training on our own platform; who is responsible for participants registration and communications?
a. The Government will take care of the registration for the virtual courses. The Government will then provide the contractor with the names and email addresses for those who are registered for the course, to allow the contractor to communicate the connection information with the students in the class.
14. PWS, Section 2 Scope of Work, i. Access to DLA Facilities – “Prior to gaining access to any DLA facility, contractor personnel must be vetted through the local security office at least 14 days in advance of class start date" and “Names of contractor personnel will be provided to the local POC for vetting purposes no less than one week prior to the class start date”. Please clarify which is the proper timeline for clearing contractor personnel to enter DLA facilities to deliver courses.
a. The vetting process can take anywhere from a week to 14 days depending on the location of the physical training. The Government POC for the training will let the contractor know the timeframe and will need the necessary information regarding the instructor at that time.
15. PWS, Section 5 Deliverables – For in-person classroom courses, “Class evaluations are to be left in class folder and collected by on-site POC immediately following class, if on-site POC will not be available they must make arrangements so an approved government POC can pick-up the completed evaluations." Please clarify if the Government and/or the on-site POC would make that arrangement?
a. Yes, the Government/on-site POC will make the arrangement to pick up the completed evaluations
16. PWS, Section 5 Deliverables – Would the Government provide the printed class evaluation forms for in-person classes?
a. The instructor will provide the evaluation forms for in-person classes
17. PWS, Section 5 Deliverables – Please describe the Government’s expectations on class evaluation for virtual courses?
a. The expectation is that the instructor will provide a class evaluation for the virtual courses as well as the in classroom courses.
18. PWS, Section 5 Deliverables – Please describe the Government’s expectations on certificate of completion for virtual courses?
a. The expectation is that a certificate of completion be provided to students upon completion of the course.
19. DLA states that Past Performance References need to be (at least 3) completed contracts. We assume that past performance for long term contracts which are still active, but where a majority of work has already been completed, would also be acceptable. Is that a correct assumption?
a. Past performance references need to be from completed contracts.
20. Can a consortium of small businesses with stated expertise submit a response with one company leading the initiative?
a. It is acceptable for multiple businesses to team together to fulfill this requirement. From the Government's perspective, there will be one prime contractor who will receive the contract, and this prime contractor must identify the necessary personnel who meet the stated requirements in the RFP. If the personnel identified are in-house resources or are sub-contract resources, that is up to the prime contractor to determine how they are meeting the requirements. The vendor identified as the prime contractor will bear all the responsibility of fulfilling the contract and will work directly with the Government.
21. Would DLA be open to discussions of an 8(a) Sole Source contract?
a. Any business who meets the stated criteria of the solicitation may submit an offer. Aside from the technical requirements, the business must be registered in the SAM system and be a small business for the chosen NAICS. This solicitation is not set aside for 8A concerns. In addition, the acquisition strategy of a competitive small business set-aside has already been conducted and approved, so this acquisition would not be considered for a sole source scenario.
