1. Is this a new contract for these services? If not, can you please provide the name of the incumbent and the contract number?

a. This is not a new service. It was contracted to Government Training Inc under SP4702-D-15-0001 with a base year and four option years.

2. If so, when was the last time this work was done and what vendor (or vendors) were contracted for the effort?

a. The contract expired in May 2020.

3. What was the original award amount?

a. The original award amount was not-to-exceed $8,435,112.00

4. We assume that training will be provided both on-site AND remote. Is this an accurate assumption?

a. Prior to COVID 19 most training was on-site/in person. Since COVID 19 courses have been delivered remotely. The successful vendor must be able to provide courses in each format.

5. Does DLA require a specific virtual training platform or may training be provided via Zoom or by any other platform such as WebEx, MS Teams, Adobe Connect, Other?

a. Adobe Connect is the preferred virtual delivery method however the government reserves the right to change as needed to support the current IT security environment. Zoom is currently not an authorized platform.

6. Will DLA provide a producer for the training or will DLA expect the contractor to provide the producer for the training?

a. The contractor is expected to provide the producer.

7. Will the government accept bios or do we need to provide resumes?

a. Resumes

8. We assume that resumes are not included in the page count for the technical proposal. Is this an accurate assumption?

a. Yes

9. If resumes are desired, are they only for specific labor categories? If so, which labor categories?

a. Resumes are used to determine the qualifications of the individual to teach the course or courses, as identified by the requirements in the RFP and not associated to a specific labor category.

10. If resumes are desired, is there a maximum length required for each resume provided?

a. No.

11. How will DLA assess the return on investment from this training?

a. DLA will only assess vendor performance as stated in the RFP utilizing the

Kirkpatrick model levels 1/2 as needed.

12. Would DLA be open to suggestions on how to measure the impact of this training?

a. Each vendor is encouraged to submit its best package that will be most advantageous to the government.

13. If we provide suggestions related to ROI, how should we account for these services in our course listing/price schedule?

a. Measurement of ROI is not part of this RFP.

14. How should we address the project management of this effort in our price proposal?

a. The resulting contract will be a firm fixed price effort. The pricing will be based on the pricing for each class as well as the travel pricing. The vendor's overall effort including management, overhead, profit, etc should be considered when submitting pricing

15. Is DLA open to contractors providing some ideas for follow-up or optional services?

a. Each vendor is encouraged to submit its best package that will be most advantageous to the government.

16. If so, how should we account for this with our price proposal?

a. The resulting contract will be a firm fixed price effort. The pricing will be based on the pricing for each class as well as the travel pricing. The vendor's overall effort including management, overhead, profit, etc should be considered when submitting pricing

17. Is the HAZWOPER & OSHA requirement for consulting for DLA site managers or is the HAZWOPER TRAINING for DLA personnel to manage contractor consultants?

a. The HAZWOPER training is to be IAW listed requirements in RFP. Any DLA employee can attend the class regardless of their reason for attending.

18. How many personnel will be trained under this contract?

a. Total requirements are not determined at this time.

19. In what timeframe(s) does the government anticipate that those personnel will be trained?

a. 1st quarter FY 21 and after.

20. Where are the personnel to be trained located?

a. The RFP includes a list of DLA locations that will utilize training under this contract. Training will also be delivered virtually.

21. How long is each training session?

a. The length of the training session is detailed with each course listed in number of days.

22. Is this program aimed at the boots on the ground DLA workers or more toward managers of workers?

a. It varies. Any DLA employee can attend our training.

23. Who is the audience for this training?

a. DLA employees.

24. It is our understanding that we are to send Past Performance Questionnaires to clients, and they will complete and send back to us for inclusion the Past Performance section within our Technical Response Volume. Can the government confirm this is an accurate understanding?

a. The Past Performance Questionnaires are to be sent to clients to complete. The CLIENTS should return them to Kristin.schoeck@dla.mil and reference the solicitation number in the email subject line. Past Performance Questionnaires submitted directly from the proposing vendor will not be considered.

25. If our clients are to submit their completed Past Performance Questionnaires directly to DLA, when are their responses due to the government?

a. Past Performance Questionnaires are due by the RFP deadline.

26. Does the government require us to provide past performance writeups in our response for

Technical Response Volume Factor 3 that are the same as those referenced in our clients’ Past Performance Questionnaires?

a. The Past Performance Questionnaires are to be sent to clients to complete. The CLIENTS should return them to Kristin.schoeck@dla.mil and reference the solicitation number in the email subject line. Past Performance Questionnaires submitted directly from the proposing vendor will not be considered.

27. Are there any additional formatting and/or page length requirements for the technical response volume (such as margin widths, pagination, headers/footers, etc.)

a. Proposals should be submitted on standard sized 8.5 x 11 pages. No additional formatting requirements.

28. Are there any requirements for insert pages such as ‘TABS’? If so, can the government advise if these pages will not be included in the page count for the Technical Response Volume?

a. Tabs are not required and blank tabs and/or organizational pages will not count toward the 15 page limit.

29. We understand that there are to be no more than 15 pages for the Technical Response Volume. Can the government advise if such standard response sections as Cover Sheet, Cover Letter and Table of Contents are to be exempted from the page count?

a. Organizational pages (Table of Contents) will not be counted in the 15 page limit.

There should be no substantive information included on an organizational page or cover sheet. A cover letter will count towards the 15 pages.

30. If there are required margins for the Technical response volume, it is our assumption that the government will allow pertinent information such as date, response volume name, page number, etc. to be placed within headers/footers). Is this an accurate assumption?

a. No required margins

31. Are there any formatting or other such page limitations, restrictions, or requirements for the Pricing Volume? If so, can the government please provide those requirements?

a. All pricing should be submitted on the attached pricing spreadsheet. No pricing information should be included in the Technical Response Sections.

32. When does the government expect to provide answers to questions submitted in response to this RFP?

a. N/A

33. Would a BA in Fine Arts be acceptable in lieu of the BS/BA you are looking for?

a. The degree needs to be in the arena of the subject matter of the course.

34. Can we get clarification - you already have an off the shelf product - so there would be no training content required - just delivery?

a. For 6 of the Leadership courses, the government will provide the content and materials (Situational Leadership, MBTI, Understanding and Managing Conflict, Is Supervision for you?, Everyone is a Leader, Emotional Intelligence) . All other courses the vendor should provide the content and materials

35. Will you consider alternate courses for Conflict Management? Is that something you would consider?

a. No, we will not consider a substitute for the agency requirement.

36. Is it okay to just bid on select courses - not the whole package/curriculum.

a. The vendor is to provide all courses.

37. Are there any page limitations or formatting requirements associated with the information to be provided for Evaluation Factors 2 and 3?

a. No

38. We are assuming that the response information provided for Evaluation Factors 2 & 3 is to be provided within the Technical Response Volume. We are asking the government to confirm that this is an accurate assumption.

a. Factor 1 Technical Response has specific page limitations, factors 2&3 do not

39. Assuming response information for Evaluation Factors 2 & 3 is to be provided within the Technical Response Volume, can the government advise if it wishes to see numbering for the required pages as continued from the pages provided for Technical Factor 1 or if the government wishes to have industry provide its response with separate numbering for each proposal response section?

a. Factor 1 Technical Response has specific page limitations, Factors 2 and 3 do not.

40. Does the government want the SF1449 submitted separately or submitted as part of the

Price Response Volume?

a. See page 53 of attachment 3 for answer.

41. Will the government accept acknowledgement of the Addendums within our Price Response Volume?

a. All pricing should be submitted on the attached pricing spreadsheet. No pricing information should be included in the Technical Response Sections.

42. If the government prefers acknowledgement of its signed Addendums within the Technical Response Volume, and if we present a signed copy of each of the government’s Addendums within an Appendix in that volume, will the government then not count this against the 15 page limit for our Factor 1 response?

a. The pricing spreadsheet is not part of the Factor 1 response and will not be considered in the 15 page limit.

43. We are assuming that we will be providing resumes for all of the instructors we might offer for each training category. Can the government verify that this is an accurate assumption?

a. Yes

44. Does the government wish for us to provide resumes in the body of the proposal response or within a Resume Appendix?

a. Resume Appendix/Addendum

45. Given that there are 4 training categories, 5 training Levels, and 3,200 agency civilian supervisors and managers as well as approx. 100 military supervisors of civilians who might be anticipated to receive some level of training; AND given that this is potentially a contract of up to 5 years & 6 months in length, it will be helpful to know how many individuals the government estimates we might be expected to train within each of the Levels and training categories for the first 12 months of the contract.

a. The estimated number of each class is listed in the course listing document

46. It will also be helpful if the government can advise whether training requirements for each of the potential follow-on contract years is anticipated to be the same as, more than or less than those requirements anticipated for year 1. Note: Anything the government can do to quantify its requirements will be helpful for purposes of structuring an appropriate response as without this information, and the information in question 7 preceding, it is difficult for a training firm to determine the number of instructors required for each course listing.

a. The estimated number of each class is listed in the course listing document

47. We are assuming that the training courses provided in the four training categories may be required might be required across any of the levels within the five-level framework encompassed in the 31 leadership competencies. Is this an accurate assumption?

a. The Leadership competencies only apply to the Leadership courses. The IDP courses are for the general DLA Workforce which could include employees at all levels.

48. We are assuming that we are to provide training using the government’s curriculum and training materials. Is this an accurate assumption?

a. That is not accurate. Some classes we will provide the material, but the bulk of the classes the vendor is expected to provide, see question 34

49. We are assuming that the CLO is considered Key Personnel. Is that an accurate assumption? Has the government defined any other individuals as Key Personnel for this training requirement?

a. Yes, the CLO is considered Key Personnel

50. In defining a CLO for this requirement, is it the government’s expectation that this individual will also act as the Contractor’s Project Manager for this requirement?

a. Yes

51. We believe it may be a typo but the Past Performance requires a “brief description of the construction contract scope of work’. Can the government please clarify this requirement?

a. Past Performance submitted should related to contracts related to the training services solicited here. For past performance submissions please provide a brief description of the contract’s requirement.

52. The SOW states, the contractor’s proposal shall identify no less than THREE (3), and no more than FIVE (5), previously awarded, and completed contracts.” Will the government accept past performances for contracts that are ongoing? In other words, do past performance contracts have to be complete?

a. The past performances need to be (at least 3) completed contracts.

53. Are the final 1449s included in the 15-page limit maximum allotted to the Technical Approach?

a. No this is not part of Factor 1

54. Are the resumes and verifiable references included in the 15 pages allotted for the Technical Approach? If not, is it acceptable to include them as an appendix?

a. No they can be included as an appendix

55. Are the past performance citations included in the 15 pages allotted for the Technical Approach? If not, is it acceptable to include them as an appendix?

a. No they can be an appendix

56. Does the proposal response need to include the citations already completed by the applicable customer POC? Or will DLA reach out to the customer POC's for completion?

a. The Past Performance Questionnaires are to be sent to customer to complete. The customers should return them to Kristin.schoeck@dla.mil and reference the solicitation number in the email subject line. Past Performance Questionnaires submitted directly from the proposing vendor will not be considered.

57. The PWS states the class size maximum for classroom deliveries is 30 students. What is the class size maximum for virtual deliveries?

a. 25-30 for virtual deliveries

58. Please confirm the number of instructors per delivery

a. If there is a determination that the vendor requires more than one instructor that should be included in the price of the course.

59. Given that many Federal contractor instructors deliver training in support of Government clients (such as a Chief Learning Officers) who may not be in attendance for that instructor’s specific course deliveries, which would make providing accurate firsthand references difficult. Will the Government accept instructor evaluation data to support work experience in lieu of references?

a. No, we will only accept resumes with references

60. Given that instructor qualification requirements (stated in Attachment 1 Course Listing Pricing Sheet) vary for each course, for the HR subject area will the Government accept a sample of available instructor resumes for individuals who have a BA/BS in HR, 5 years of instructional experience, 10 years of experience working in the Federal HR field, and have specific hands on experience in one of the following areas: employee/labor relations, benefits, classification, or staffing? Along with a confirmation that we will meet all minimum instructor qualifications stated in Attachment 1 Course Listing Pricing Sheet.

a. No, the government wants resumes for all instructors who will be teaching any or all of the courses on the contract

‘The contractor must provide a staffing plan which will demonstrate the contractor’s understanding and ability to obtain and provide a sufficient number of instructors who are capable and qualified to teach the classes contained in the course listing. In creating this staffing plan, the contractor shall take into consideration the various DLA locations, fluctuations in demand, instructor qualifications, and potential replacement of instructors.’

61. For the degree requirement, will the Government accept a BA/BS in HR or a related discipline?

a. See evaluation factor 2 on page 54

62. For the degree requirement, will the Government accept a BA/BS in Management, Psychology, or a related discipline?

a. See evaluation factor 2 on page 54

63. Given that instructor qualification requirements (stated in Attachment 1 Course Listing Pricing Sheet) vary for each course, for the Leadership instructor resumes, will the Government accept a sample of available instructor resumes for individuals who have a BA/BS in Management or Psychology, 5 years of instructional experience, 5 years of experience working in one of the following fields: customer service, consultation, or coaching, and have knowledge and understanding of adult learning principles? Along with a confirmation that we will meet all minimum instructor qualifications stated in Attachment 1 Course Listing Pricing Sheet

a. No, the government wants resumes for all instructors who will be teaching any or all of the courses on the contract.

64. For the Core Strengths SDI 2.0 assessment, will the Government clarify that this is only a requirement for instructors that will deliver courses: Understanding and Managing Conflict?

a. Yes. the instructors must be certified to administer Core Strengths SDI 2.0 in order to instruct this course.

65. For the Ken Blanchard LBA II assessment, will the Government clarify that this is only a requirement for instructors that will deliver courses: Situational Leadership?

a. Yes. the instructor must be certified to administer the LBA II assessment to instruct this course.

66. Several of the courses have a different duration in the Course Description than what is cited in Column C “Duration in Days”. Can the Government clarify if the duration in Column C “Duration in Days” is the correct duration? (Example: CLIN 1002, It’s About Time, Duration in Days is 3, Course Description references 2 ½ days; CLIN 1002, Peer Coaching, Duration in Days is 2, Course Description references 1 ½ days; CLIN 1002, Data Analytics, Duration in Days is 2, Course Description references “Three 4 hour sessions”)

a. Please go by column C for class duration.

67. The Course description references “both the 2-day classroom and the six follow-on teleconference calls” – can the Government clarify if the course delivery requirement includes 6 follow-on teleconference calls?

a. Yes, it does include the 6 follow-on teleconference calls with the ‘peer coaching teams’
