SECTION C PERFORMANCE WORK STATEMENT (PWS)

Defense Logistics Agency (DLA) Human Resources Human Capital Program

Development Office (J1) DLA Training Services

1. Introduction:

a. DLA Training serves as the Agency’s strategic workforce development and training solution provider. As such, DLA Training leads the design and shaping of workforce development strategies in collaboration with DLA organizations. DLA training, ensures the DLA workforce receives the necessary skills and knowledge required to support the attainment of the Agency’s strategic goals and objectives, provides centralized workforce development support for all DLA activities and has responsibility for Agency-wide policy development and interpretation for everything related to workforce development and administers short and long-term contracts for the delivery of training and administrative support services.

b. This requirement is an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a one-year base period with four (4) one-year option periods. The requirement also has the potential of an additional six (6) month extension of services in accordance with FAR 52.217-8, should the Government deem it necessary.

2. Scope of Work.

a. The scope of work is limited to procuring training to support enterprise wide initiatives, customer driven requirements, and developmental program requirements. The training is competency based and is technical or business in nature in support of the Pathway to Career Excellence (PACE Program), Mid-level Development Program, Enterprise Leadership Development Program, and Enterprise Wide Individual Development Plans (IDP).

1. The DLA Pathways to Career Excellence (PaCE) Program is a 2-year centrally managed entry level development Program comprised of mandatory formal training, on-the-job, and rotational training designed to prepare participants for the journeyman-level in their designated career field.

2. The DLA Mid-Level programs are designed for high performing DLA employees. The program enhances/builds their knowledge, skills and abilities in preparation for leadership rolls. The Program is comprised of mandatory and elective learning activities, and formal training designed specifically for the Mid-Level Participants.

3. DLA's Enterprise Leadership Development Program (ELDP) is a comprehensive program that provides leadership development opportunities needed to meet DLA’s challenging mission requirements today and into the future. Program responsibility for leadership development of over 3,200 agency civilian supervisors and managers and approximately 100 military supervisors of civilians is centered with DLA Human Resources Services (DHRS, J-1), DLA Training (DT), located in Columbus, Ohio. The five-level framework encompasses the 31 leadership competencies identified by the Department of Defense (DoD). The levels include the following:

• Level 1 – Lead Self: This level incorporates all DLA civilian employees who are not team leaders, project leaders, supervisors or managers.

• Level 2 – Team/Project Leaders: All DLA civilian employees who have "Lead" or

"Leader" in their job title. Team leaders facilitate their team's processes by working collaboratively with the team to ensure that they complete their tasks effectively and efficiently, by maintaining good working relationships and by coordinating with the supervisor and others on goals, priorities, team needs and achievement. Level 2 also includes DLA civilian employees who are responsible for developing, modifying, or enhancing a product, service, or system consistent with Enterprise goals and initiatives.

• Level 3 – New DLA Civilian Leaders (new supervisors): All DLA civilian employees who are selected to a supervisor or manager position in the Federal Wage System or the General Schedule and are required to serve a supervisor probationary period.

• Level 4 – Experienced Leaders: All DLA supervisors and managers (supervisor of supervisors) who are not participating in the ELDP Levels 3 or 5.

• Level 5 – Senior Leaders: All DLA civilian employees who are in the Senior Executive Service (SES).

4. Enterprise Wide Individual Development Plans (IDPs) are comprised of the annual training needs of DLA Employees. Data from each employee’s IDP is gathered and analyzed in order to provide the agency with the appropriate training opportunities to fulfill the needs of the employees to enhance/build on their knowledge, skills and abilities to perform their current job duties.

b. Technical Capabilities: The Contractor is responsible for ensuring that all Subcontractors and

Instructors are meeting all the requirements under this PWS. The Contractor is required to meet the objectives identified for each course. See the attached course listing titled “Attachment 1 – Sec B Course Listing & Pricing Sheet” for specific courses, required experience, and training. Contractor must be able to provide courses in a traditional classroom setting, virtual learning environment, distance learning and blended learning environments.

The delivery method for each course will be decided by the Government on the individual Task Orders (TO) at issuance of the TO. Any changes to delivery method after issuance of TO will require concurrence of the vendor and the Government. DLA will provide appropriate facilities, including Video Teleconference (VTC) equipment if required, for courses provided in a traditional classroom setting, distance learning and blended learning environments; however, the contractor is responsible for providing all equipment, facilities, software, etc. to provide virtual courses.

A description of the previously mentioned delivery methods is as follows:

1. Traditional Classroom setting will consist of the instructor being in a physical classroom in the same location as the students.

2. Virtual Learning Environment will consist of the instructor presenting the class completely virtual from their office/home office, and the students log into the class from their computers.

3. Distance Learning setting consists of the instructor presenting from a DLA location which is appropriately equipped with VTC capabilities, while the students are located in different DLA location(s) which receive the VTC presentation.

4. A Blended Learning environment would be a combination of the Traditional Classroom and Distance Learning settings, such as the VTC presentation location would also have some students present locally; while the VTC recipient locations would also have students.

c. The Contractor will be paid the course tuition cost in addition to travel costs for each course. All travel and per diem costs shall be in accordance with the Joint Travel Regulations (see paragraph 3. C. 3).

Travel costs will be pre-priced per location and will be handled using fixed price procedures.

d. Period of Performance: The expected Period of Performance is a base year, plus four (4) option years.

The period of performance for individual task orders will vary and will be specified on each order.

e. Post Award Conference: After contract award, the contractor will be required to attend a post-award conference, either in person in Columbus, Ohio or via teleconference. The purpose of the conference is to highlight essential contract requirements, coordinate implementation timelines and answer any questions the contractor may have prior to commencement of work. The exact time, date, and location of post-award conference will be specified by the Contracting Officer. The contractor shall not submit an invoice for performance of the post-award conference to the government. The post-award conference will occur no sooner than 10 calendar days but no later than 20 calendar days after the award of the contract.

3. Requirement:

a. Instructional Methodology: Course content should be taught utilizing various instructional methods such as individual exercises, group activities, cases studies, role-playing, or other interactive instructional methods. Instruction shall create a learning experience which is informative, engaging, and enjoyable for the students. Contractor will remain current with new and/or changing regulations and ensure information relayed to student reflects such changes. Contractor will ensure that the identified learning objectives are incorporated into the lessons.

b. Course Materials: Instructors’ materials include student guides, handouts, course outlines, questions, assignments, and activities. These materials should assist the instructor in delivery of the course and the learner in the process of understanding the course content and developing the skills and competencies relevant to the course. The Government has the right to request a review of the materials 30 days prior to class start date. It is expected that each Course Title be taught using the same materials for consistency purposes. The Government has the right to request modifications to the materials based on review or feedback from the students. The Contractor is responsible for printing and shipping materials to the training location specified on the individual task order for all traditional classroom, distance learning, and blended learning environments. For virtual learning environments, the class materials will be provided to the students electronically. In all cases, the contractor is responsible for providing the course materials.

c. Course Instructor Requirements:

Instructor Qualifications: Supplemental instructor qualifications (experience and education) are identified for each course on the course listing (see Attachment 1 – Sec B Course Listing & Pricing Sheet). Course instructors will have the experience and education required to instruct scheduled courses and display the proper etiquette and decorum with the students. Course Instructors also need to know a variety of teaching strategies and will display the ability to:

1. Establish credibility

2. Connect with learners

3. Manage the learning environment

4. Communicate and present effectively

5. Use questioning and probing skills

6. Provide feedback and positive reinforcement

7. Use training methods and media appropriately

8. Apply adult education principles and methods in the classroom environment

Instructor resumes will be provided to the Government for each class offered at least 30 days in advance and will illustrate that the instructor meets the required experience and education to instruct the course.

The Contractor shall remain current with new and changing Federal, DOD, and DLA civilian regulations and requirements, and ensure information relayed by instructors reflects such changes.

Instructors shall dress in proper business attire while teaching all courses. Business attire for male instructors is defined as shirt and tie (jacket optional) and pants. Female business attire is defined as a dress or blouse (jacket optional), with skirt or pants. The only other alternative would be a shirt with the company’s logo with pants or skirt.

At any time, the Government may request replacement of an instructor for deficient performance or unacceptable conduct. Instructors are prohibited from expressing any political suggestions, comments or ideas. Instructors are prohibited from soliciting business, activities such as passing out business cards flyers, or giving out information regarding personal business activities. If the Government determines an instructor must be replaced for any reason, the contractor will provide resumes for the replacement instructors as stated above. Final approval for any replacement instructor rests with the Government.

d. Pricing and Course Schedule:

1. The period of performance for this contract will be a base period of one year, and four (4) one year option periods.

2. Pricing will be input in the fill-in areas in Section B of the Solicitation. Offerors shall submit firm fixed pricing for the base year for each course. Option year pricing will be accomplished by using escalation rates. Estimated frequencies for each course are provided for planning purposes only, and shall not be construed as a guaranteed quantity.

3. Travel pricing will be fixed for the base year and will be evaluated as part of the base year pricing.

Option year pricing will be accomplished by using escalation rates. See Vendor Travel section for further detail. It is recommended that offerors have instructors located strategically to minimize travel costs, as travel will be included in the overall price evaluation.

4. Offeror’s total price will be evaluated on the basis of the total annual price. This price will be calculated by multiplying the price per course times the estimated frequency, and adding the travel pricing as stated above. Then the total annual price for each contract year will be added, and the overall 5-year price will be calculated. This price will be the basis for price evaluation. The Section B pricing sheet will perform these calculations within the spreadsheet.

e. Ordering: Any class issued on a task order with at least 30 days’ notice prior to the start of the class must be fulfilled by the vendor. Any class issued on a task order with less than 30 days’ notice prior to the start date of the class may be fulfilled by the vendor; however the vendor will have the opportunity to review the schedule and advise if the class date can be accommodated or not. If the vendor cannot accommodate the class, they will advise DLA with date(s) that they can accommodate for the subject class, and DLA will review and adjust the schedule accordingly.

Any class cancelled with at least 30 days’ notice prior to the scheduled start date of the class will be cancelled at no cost.

f. Exchange of information: Written information to include (on-site contact, room number, number of students) will be exchanged by the Government POC and Contractor POC no less than 14 calendar days prior to the start of each class session on the number of students expected, administrative details, and local DLA POC, special needs/situations (i.e. hearing or visually impaired student, additional equipment/materials, logistics issues/concerns). In addition, the vendor must provide the instructor name to the COR (or on-site designee) to ensure facility access. In the event that additional information or additional time is needed to gain facility access for a specific course, that information will be provided along with the task order for that course.

g. Course Delivery & Classroom Information: Typical course times will be 8:00 a.m. - 4:00 p.m., but may be adjusted based on the offering and location. The identified course length must be followed with the expectation that total instruction time be at least 7 hours per day. Students will be provided with a lunch break and other short breaks as appropriate. The Contractor will provide student materials in hard copy and in an accessible electronic format, as required under the provisions of the ADA, for placement on mobile and portable devices. DLA Training allows for the audio recording of the Vendor’s training material based on the reasonable accommodations / ADA that have been requested and approved for the individual student by the student’s supervisor.

Due to DLA network security requirements, contractors should not expect to have network access to government computers. Contractors are expected to bring their own laptop and/or everything needed for their course to make it self-contained. Contractors should not expect that external programs or links used within the course will be accessible/usable by DLA employees. In short, DLA network security may significantly impact certain elements of the course presentation, and contractors must prepare accordingly.

h. Administration: All training administration (i.e., registration, logistics, room set-up and break-down) will be performed by DLA training points of contact at the site where the course session is being hosted. DLA will provide appropriate facilities, including VTC equipment if required, for courses provided in a traditional classroom setting, distance learning, and blended learning environments; however, the contractor is responsible for providing all equipment, facilities, software, etc. to provide virtual courses.

The COR will provide the Contractor with a training contact for each session with which the Contractor can coordinate specific details regarding course conduct at that host site. Upon completion of each course session, instructors will leave the classroom in the same condition as it was when the course began. All facilitators approved to instruct class must have an annual meeting with the prime contractor Chief Learning Officer to ensure continuity of instruction and course materials (i.e. instructor guide, participant guide, PowerPoint, versions, etc.).

The Vendor is responsible for notifying the students of the copyright rules and restrictions in their material. DLA employees are subject to the same copyright laws and regulations as any consumer.

Contractor will be responsible for delivery of instruction to students including the preparation, copying, binding, and distribution of all required course materials in both electronic and hard copy format for course. Any Government Furnished Materials (GFM) will be provided by the Government. Contractor must have a lesson plan for each of the lessons which incorporates course goals.

i. Access to DLA Facilities: Prior to gaining access to any DLA facility, contractor personnel must be vetted through the local security office at least 14 days in advance of class start date. Due to DoD security requirements, foreign nationals and illegal aliens will not be permitted access to any DLA facility.

Individuals with outstanding warrants or certain convictions also will be denied access. Contractor personnel must ensure they have the appropriate identification required to access DLA facilities.

Contractor personnel entering a DLA facility should anticipate their vehicle will undergo a security check by DLA Security, and should ensure that no drugs, alcohol, or weapons of any kind are found within the vehicle. Contractors should arrive at the facility at least one hour in advance of class start time to leave enough time for processing through security. It is the contractor’s responsibility to ensure the personnel performing under this contract can and will meet these requirements for accessing DLA facilities. Names of contractor personnel will be provided to the local POC for vetting purposes no less than one week prior to the class start date. Contractor employees will not be issued Common Access Cards (CAC) or permanent badges under this contract.

j. Copyright Rules and Regulations: The Contractor is responsible for ensuring that all copyright rules and regulations are followed in presenting the class or material of the class that may optionally be provided by the Contractor. The Contractor is responsible for obtaining and ensuring that the copyrights for any materials included in the course in any form which have not been provided by the Government have had their copyrights permanently and properly released or that the materials are so substantially changed as to be new materials or that fair use rules are followed. The Contractor also agrees to indemnify the Government should materials be used in violation of copyright regulations.

k. Students/Course Size: Student performance or conduct issues will be brought to the attention of the

COR or the class POC. DLA Training reserves the right to determine the minimum number of students per class and the classroom attendance size will not exceed 30 students unless approved by the Contractor a minimum of 14 days in advance. DLA Training Subject Matter Experts personnel may attend the course to observe the presentation and may offer suggestions regarding the presentation.

Those individuals shall not be counted as part of the 30 students per class. Suggestions made by DLA personnel shall be incorporated as fully as possible into the presentation. Frequency of courses may vary from year to year.

l. Vendor Travel: The vendor will be required to travel in support of the training covered by this requirement. All Continental United States (CONUS) travel will be accomplished on a fixed-price basis.

The vendor shall complete the travel pricing in the Section B spreadsheet. NOTE – Although Pearl Harbor, Hawaii is technically OCONUS, it is being treated the same as the CONUS locations due to the fact that it is a US location and the frequency of training being held there.

Additional training locations may be added on an as needed basis. Outside of the Continental United States (OCONUS) sessions will be planned on a case-by-case basis, with Europe and Pacific/Asia locations being most likely. The Government representative will coordinate these sessions and costs with the Contractor as sessions are scheduled. As with CONUS sessions, the Contractor will be paid the course tuition cost in addition to travel costs for OCONUS sessions.

All travel and per diem costs shall be in accordance with the Joint Travel Regulations. The Government representative will assist the Contractor in staying at military lodging when such is available at OCONUS sites. In these situations, the Contractor has the option of staying in military lodging or commercial lodging; however, when military lodging is available, the Contractor will be reimbursed no more than the nightly rate for the military lodging, even if the Contractor chooses to stay in commercial lodging.

The Government does not guarantee courses will be held at all locations. Classroom locations include, but are not limited to:

m. Government Furnished Materials (GFM): The Government reserves the right to provide supplementary materials related to the various topic areas for distribution to students during each session as deemed necessary by the Government. The supplementary materials will be provided to the Contractor in bulk for distribution by instructors to students for traditional classroom, VTC, and blended learning environments. In the case of Virtual Training, the Government will provide this material electronically for the Contractor to include in the electronic material distribution. The Government will meet with the Contractor and/or Instructor, along with a subject matter expert to answer specific questions on the class materials.

The Government will furnish facilities for traditional classroom, VTC, and blended learning environments as stated in paragraph 2.b.

n. Contract Oversight. The COR, Alternate COR and/or Subject Matter Experts may attend any course to observe contract performance. The Contractor shall collect data from attendees on a government provided form at the end of each session for evaluation purposes.

4. Contingencies/Changes:

a. Course Contingencies: From time to time, situations will arise that cause a particular course to be either re-scheduled or cancelled. The reason for the course contingencies may include but are not limited to:

illness, family emergency, inclement weather, or inability to obtain installation access.

1. Vendor Caused: (instructor illness, travel issues, weather issues, etc). Should a contingency occur necessitating a substitute instructor, the Contractor will notify the Government immediately. The vendor will make all reasonable efforts to replace the instructor and still provide the course as scheduled. The replacement instructor must be reviewed and approved by DLA (or have been previously approved). If the vendor is not able to replace the instructor, or the new instructor can’t be vetted through security because of the short timeframes, the class will be re-scheduled. In this situation, if the class is re-scheduled due to a vendor-caused issue, the vendor will provide the replacement class at no additional charge. Instructor travel would still be paid for the replacement class.

2. Government Caused (site closure due to weather or other emergency, last minute cancellation due to management decision). In this situation, the Contracting Officer, will notify the vendor as early as possible. At the time of being notified, the vendor will take all necessary steps to minimize any further costs incurred for the applicable class. The vendor will also make record and provide documentation to support any non-refundable costs incurred as a result of the cancellation. These costs may be submitted to the Government, and will be reviewed and may be paid to the vendor as cancellation costs.

b. Course Cancellation: Course offerings may be cancelled by the Government at no cost to the

Government when the cancellation occurs 30 days or more before the session start date. If a course offering is cancelled by the Government less than 30 days before the session start date, the Contractor may charge the Government for those non-refundable costs incurred in preparing for the cancelled course, i.e. airplane ticket, dated printed materials (when printed material is necessary), salary and travel expenses

(if travel has already commenced). These costs may be submitted to the Government, and will be reviewed and may be paid to the vendor as cancellation costs. If it is determined the vendor is entitled to be reimbursed for the cancellation costs, the vendor will invoice for the previously reviewed and approved amounts against the task order and line item to which the cancelled class was ordered under.

The vendor is not entitled to cancellation costs when the cancellation arises due to a vendor-caused contingency.

5. Deliverables:

a. The Contractor shall deliver all training developed under this PWS. The Contractor shall distribute supplementary materials when provided by DLA Training at each class session to enhance course content.

b. Completed course rosters are to be provided within 5 days of class completion to the designated task order POC and/or COR.

c. Class evaluations are to be left in class folder and collected by on-site POC immediately following class, if on-site POC will not be available they must make arrangements so an approved government POC can pick-up the completed evaluations.

d. A certificate of completion will be provided for each student who successfully completes the class. The certificates will be provided within 5 days of course completion and are usually sent along with the completed rosters (see above).

6. Payment:

a. Payment of invoices will be accomplished by the Government Wide Area Work Flow (WAWF) in accordance with DFARS 252.232-7003; Electronic Submission of Payment Requests and Receiving Reports. Invoices shall be submitted to the point of contact/COR identified in Section 7 below within 10 workdays after the conclusion of each course session. The Government will review and process the invoice in accordance with the stated regulations.

7. Point of Contact/Contracting Officer’s Representative (COR):

a. This contract will have a COR assigned for the basic contract. The COR will be assigned at time of award and will be in attendance at the post award conference. It is also possible that alternate CORs may be assigned as needed either at the basic contract level or for individual task orders.

8. Section 508 Compliance:

a. Any/all electronic and information technology procured through this effort must meet the applicable accessibility standards at 36 CFR 1194. 36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.section508.gov.
