About this file
This is a Questions and Answers document from a federal procurement for SAP ERP Cloud Hosting and Subscription Licenses with Managed Services (Solicitation SP4701-26-R-0002). The Q&A addresses six key concerns raised by a prospective contractor regarding the Performance Work Statement (PWS), Bill of Materials (BOM), pricing requirements, service level agreements, terms and conditions, and evaluation criteria.
DLA clarified that the PWS as amended in Solicitation Amendment 0005 reflects all mandatory items and that the 99.9% uptime requirement applies only to production workloads, with new infrastructure not required to meet this standard during buildout phases. Regarding pricing, DLA indicated the Rate Card is specific to SAP/NS2 proprietary products and that credits equal $1 U.S. dollar chargeable against delivered services. For contractual matters, DLA stated that any exceptions or proposed replacements to the solicitation's terms and conditions must be submitted with the full proposal, while noting that the BOM as amended in Amendment 0005 reflects all mandatory items. The document also references that evaluation criteria are located in Section M of the solicitation (page 110), addressing concerns about how proposals would be evaluated. The underlying solicitation seeks SAP NS2 PCE RISE Cloud Services, Multi-Tenant Cloud Services, and Professional Services under an Indefinite Delivery Indefinite Quantity (IDIQ) contract using a Software-as-a-Service (SaaS) model to support DLA's mission-critical ERP workloads for the Department of Defense.

Sheet1
| No. | RFP Section | Question | Answer |
| 1 | Performance Work Statement (PWS) | The PWS has combined many requirements that conflict and for many business, contractual, and technical reasons is unachievable and unaffordable. ASI has met with SAP extensively to discuss better flexibility with this solicitation. There are so many issues that SAP is not willing to even respond or provide questions to this requirement. Can DLA review its requirements to provide Mandatory and Desirable items within the PWS? | DLA has reviewed its requirements and the PWS, as amended and provided with Solicitation Amendment 0005, reflects all mandatory items. |
| 2 | Bill of Materials (BOM) | The Government’s provided BOM does not reflect the total requirements. Many of the systems included in the modifications of our existing EBS Cloud contract are missing from the BOM. The attached worksheet reflects the Requested BOM vs the licensed software currently on contract. I have marked as RED (Not Found), YELLOW (Found Quantity Difference), GREEN (BOM match). We request that you review and revise the BOM to reflect the accurate Bill of Materials. | DLA has reviewed its requirements and the BOM, as amended and provided with Solicitation Amendment 0005, reflects all mandatory items. |
| 3 | Pricing | The Government has requested itemized pricing for many items as described as a “Rate Card”. Yet, the Government does not state or give the full requirements of the Rate Card and what it should contain. Can the DLA provide the contents of the Rate Card? |
Please clarify the meaning of “A credit will equal $1 U.S. dollar and thus can be
| charged against the services defined in the delivered “Rate Card”. | The Rate Card is specific to products proprietary to SAP/NS2. | |||
| 4 | Service Level Agreements | The DLA requires 99.9% uptime, yet seeks to expand and contract the infrastructure on demand. | ||
| How can the DLA expect this level of uptime while contracting and expanding which effects the available infrastructure needed to ensure 99.9% uptime? | We will require 99.9% uptime for any active in use for production workloads. This means if a new requirement comes in the production servers, infrastructure, and services will not be factored as part of the 99.9% until they become live for production workloads. So, during build out they are not required to be part of that percentage. | |||
| 5 | Terms and Conditions | The DLA has indicated it requires both an Indefinite Delivery Indefinite Quantity (IDIQ) contract and as well as a Firm Fixed Price (FFP) offering. In many areas of this contract these requirements conflict and are inconsistent. | ||
| These terms and conditions have not been vetted by SAP, consequently SAP is not at this time capable of addressing, accepting, and even pricing these terms and conditions. Attached are the SAP Standard Cloud Terms and Conditions. Please review and align with SAP Cloud Terms and Conditions and SAP Cloud Order Form. | Any exceptions/proposed replacement to the terms and conditions stated in the solicitaiton should be submitted with a full proposal in response to the solicitation. | |||
| 6 | Evaluation Criteria | We are unable to find an evaluation criteria in the RFQ. If ASI prepares a proposal will the DLA fully evaluate our offering? If ASI prepares a proposal and based upon technically acceptable and low costs provision award the contract to ASI? Please clarify how the DLA intends to evaluate offers? | Evaluation criteria is listed in Section M of the solicitation SP470126R0002 page 110. |
