About this file

This file is a Questions and Answers (Q&A) document that provides clarifications to the DLA Disposition Services Pearl Harbor Solid Waste Removal solicitation (SP451026Q1021). The document addresses 37 questions submitted by potential contractors regarding service requirements, pricing, and operational procedures for the IDIQ contract.

Key clarifications include: DLA DS will not use subcontractors; the Government will determine the exact number of containers needed (estimated 3-5 forty cubic yard uncovered roll-off containers); separate containers are required for industrial solid waste, scrap tires, and military textiles; military textiles require direct incineration with DLA employee witnessing and certification; use of H POWER or recycling is encouraged but not mandatory; scrap tires may be recycled through licensed facilities and may include rimmed and oversized tires; overweight container charges apply per ton when loads exceed maximum tonnage limits stated in the PWS; services originate from Buildings 490, 491, and 1526 Scrap Yard with containers weighed only at Building 1526; the 15-calendar-day container period begins the day following delivery; extended onsite container charges apply only when Government requests retention beyond 15 days due to Government delay; the contractor is responsible only for spills caused by contractor operations, not preexisting conditions; and container delivery, pickup, and replacement must occur within two business days following initial Government request. Services are ordered on an as-needed basis and invoiced monthly through WAWF based on actual accepted services performed. The projected award and start date is July 20, 2026.
