I. Amendment 0004 is issued to answer the following questions. The answers are provided in red font.
Additionally, the due date for Proposals is extended until 1500 EST on November 22, 2024.
1. The ordering history shows that there were 955 totes ordered from beginning to end. That is the equivalent of 262,625 gallons. The B5 CLINs combined represents 295,594 gallons total. Some of the B5 CLINs estimated quantities on the bid schedule represent less than a vac-truck/tanker load of waste. Can those be converted to the T2/T3 CLINs instead of the B5? Some CLINs have both T2 and B5, but there is no history of tankers being used. The T2/T3 suffixed CLIN would be a better fit for this contract.
The Generator has the choice of choosing both the disposal CLIN, and method of containerization. DLA Disposition Services does not mandate the use of totes for bulk liquids The minimum order for a tanker load is 1,500 gallons.
2. RE11B5 is estimated at almost 900,000 gallons, but there is history for only 28,000 gallons. Where is that volume coming from?
The initial estimated quantity of almost 900,000 gallons was changed to 86,466 gallons on the amendment 0001 dated October 4, 2024.
3. RE11ME is estimated at 843 drums, but the history shows only 191 drums being pumped (a lot under the 30 minimum requirement). Is this a good representation of what to expect?
The number identified on the price schedule is a compilation of requirement from multiple generators and can be considered a good representation.
4. Does Jacksonville have the waiver from the DoD to landfill SHT tiles (CLIN TX96)?
Not at this time.
5. The 6391 series (bilge pumping), there is no history of this being done. Do we have an example of one being ordered and how it was completed. I don’t understand all of the extra hours, especially 3500 hours (6391ET) or 500 Hours (6391TS), is this a realistic evaluation?
This was not ordered on the current contract, but the generator requested it remain. We believe the estimated quantities could be high, but because we do not have an example of usage, we have opted to leave the quantities as stated.
6. The C1 CLINs on the Non-LP CLINs seem un-realistic. There are a lot of light weight C1s which would suggest that they should be LP CLINs.
Estimated quantities are based largely from historical generation history. The usage of the C1 CLIN suffix versus the corresponding LP CLIN suffix is at the discretion of the Generator.
II. All other solicitation requirements remain unchanged.
