Questions and Answers:
1)Is a site visit scheduled for all interested in bidding?
Yes, a site visit is scheduled on Thursday, October 10, 2024.
8297 Roosevelt Blvd
Jacksonville, FL 32212
Time: 0800
If interested, please call to reserve your spot by noon on October 9, 2024. The POC’s are Neal Greene 904-661-5046, and Lee Gutteridge 904-661-5080.
2) Can we have the ordering history for the last year from the current contract (SP450020D0009)?
Please see the attached ordering history from the current contract SP450020D0009 for approximately the last year from 8/1/2023 to 8/1/2024.
3) When looking at the CLINs (6391– 6391TS) for the Marine Vessel Bilge Pumping (MBP). A few CLINs that have a lot (Massive) of volume that does not match up when you do the math. Given that there is 20 each (MBP) under CLIN 6391in a 30-month period, that averages less that one per month for the 30-month base period . When you look at the other CLINs related to these removals, the numbers look unusually high. Specifically, CLINS 6391ET (3500 each: one each one-hour extra time. 3500 hours / 8-hour workdays would give you 437.5 days. CLIN 6391LH is 2200 each of 50 feet of hose. That is 110,000 extra feet of hose. I can’t imagine a project that would need more than a couple hundred feet of extra hoses. This will be a tremendous amount of money in the bid with these numbers. I think there is an issue with some of them.
The estimated quantities were all provided by the generator based off their anticipated needs. Please consider a site visit to gain an understanding of how these CLINs may be used.
4) Is the Retrograde from Cuba a yearly event or on a as needed basis?
These services are anticipated to be used on an ‘as-needed’ basis.
5) Most facilities require the 637.1 method for PFAS testing. Why isn’t 1905SA added to this contract?
The CLIN description for 1905SA has been changed to “Perform sampling and analysis of non-drinking Water and Solids for forty (40) Per- and Polyfluoroalkyl Substances (PFAS) using EPA Method 1633 or updates thereto. Sample bottles must be provided by the laboratory. Only a DoD ELAP accredited laboratory shall be used, but it need not be accredited specifically for EPA Method 1633.” This CLIN description has been changed since the creation of this solicitation and is now the testing used for any matrix other than drinking water. This CLIN will be added to the price schedule.
6) In providing the items listed within the Services section, (i.e.) supplies, we are placed into a very difficult situation on how to determine cost form shipment /freight associated with the unknown volumes. There needs to be some form of minimum quantities ordered. Without such, the generators can order such small quantities that the shipment cost could be 3-5 time the product cost. This method is virtually impossible to provide a reasonable cost basis.
Please refer to the ordering history for the frequency and quantity of container orders. Disposition Services attempts to create ‘Quantity of Scale’ CLINs with respect to units of issue for supply CLINs (example: 1 EA = 25 drums), but the CLINs are ultimately based off the generator’s requirements.
7) What is the difference between CLIN 6391 and 6391BP?
There is no difference. CLIN 6391BP is the correct CLIN that should be in the Price Schedule and referenced in section 3.30 of the PWS. Any reference to CLIN 6391 should be changed to 6391BP, and 6391 will be removed from the Price Schedule.
8) While many of the Estimated Quantities look to be reasonable, one can’t help but wonder if the volume is reasonable or sustainable for CLIN RE11B5. 866,466 gallons is a tremendous amount of oil. Considering a reasonable shipment amount of 4000 gallon per tanker this equates to approximately 216 bulk tanker removals. Dividing this by the 30-month term gives you over 7 tankers per month. Is this truly a volume that can be reasonably expected?
This estimated quantity should be changed to 86,646 gallons per performance period.
9) Please provide the waste material profile for the largest waste streams for the following CLINs:
Containerized Waste
TX06C4, TX06C6
TX07C4, TX07C3, TX07C6, TX07B6
TX16C4
FL05B5
NR01C4
NR05C4
We are not able to provide HWPS for each CLIN. However, please refer to the ordering history spreadsheet for further information on each CLIN.
10) In order to determine our costs, please provide the waste material profile(s) for each of the following Bulk CLINS. If not available in the Historical data above, we will also need the actual pickup location(s) for the waste being generated.

TX07B6

TX06B6

We are not able to provide HWPS for each CLIN. However, please refer to the ordering history spreadsheet for further information on each CLIN.
11) CLIN PF06B6 – UOM states ‘EA” shouldn’t this be “CD” for Cubic Yards?
Yes, the unit of issue should be ‘CD’ and has been corrected in the attached revised Price Schedule.
12) Page 2, paragraph 2, of Attachment 9 indicates that the Government will consider information in the offeror’s proposal using readily available information obtained from other sources. As such, can offerors include recent/relevant performance information for consideration in addition to the PPIs, such as corporate awards or client letters of accommodation?
Yes, offerors may include additional information for consideration.
13) Page 4, paragraph 5, of Attachment 8 (Instructions) states that a completed PPI questionnaire for a reference is not required for any DLA Disposition Services Hazardous Waste Disposal contract that is included in an offeror’s past performance proposal. Does this apply to subcontractors on existing DLA contracts as well?
No, this does not apply to subcontractors on existing DLA contracts.
14) Some sections of Attachment 4, PPI, require additional details for a comprehensive explanation. Should offerors attach this information as an appendix to the fillable-PDF form?
Yes, additional information may be attached as an appendix if necessary, but should be kept as brief as possible.
15) Clause 3.31 CLIN 6609GT., can you provide the Government rates for a rental car from the Navy Exchange. Is Lodging also available through the Navy Exchange? Can you provide that rate?
Rooms are typically $89/night, have not had anybody go down in this fiscal year so that may go up.
Rental was about $290/week thru the Navy Exchange, again don’t know if that will go up this fiscal year.
16) We need further clarification for Clause 3.31 CLIN 6611GT, paragraph c. states, “CLIN 6611GT is to recover costs associated with materials for performing services at NSGB under CLIN 6360GT. … The Government will reimburse the Contractor only for materials actually consumed and without profit to the Contractor.” If the government is reimbursing costs then why do you need a rate entered? If supplies are needed shouldn’t they be ordered under the appropriate Supplies Service CLINs 101SP - 6377AQ? Please clarify.
Per section 3.31, supply CLINs will not be used because the government will be responsible for transporting contractor supplies to NSGB and transporting unused supplies back to the terminal. The generator, contractor, and COR shall work together to ensure what supplies are required for the removal effort prior to TO execution.
This service CLIN has been changed to a ‘Not to Exceed’ (NTE) format where the Contractor is required to provide documentation substantiating costs incurred during the outlined performance and will subsequently be reimbursed by the government. The government is responsible for transporting the contractor’s supplies to NSBG and transporting unused supplies back to the terminal, which disqualifies usage of the standard supply CLINs found elsewhere in the price schedule.
