Hessen Bidder Questions/DLA-DS responses –
0.0 a - Could further points of incidence be added to the contract in the future? What exactly are these? As the Dagger complex, for example, is not listed in attachment 3.
DLA-DS response: Pick up points can be added at any point during the contract. Language in the PWS allows for new sites that are located within an 80 Km radius of any current pick up site to be added as a new pick up site.
1.1.2 a - How should the waste profiles be signed, as the generator currently takes care of this himself? Is this possible via HMMS?
DLA-DS response: Yes, generator created HWPS can be signed via HMMS. However, Section 1.1.2.a refers to the contractor signing additional paperwork that may be required by the disposal TSDFR.
1.1.2 g - How should the list be structured and what information must it contain apart from an assignment of CLIN and EWC, as these assignments can be variable. A CLIN could be used for different EWC. Or does this list refer to the waste treatment in our interim storage facility?
DLA-DS response: For each CLIN on the contact, the list should identify the EWC(s) that will be used when waste is removed from the site to the first TSDRF. The spreadsheet will be in a Microsoft Excel format and all fields will be capable of being sorted and queried by the used.
1.1.2.1 b - Does the YSR have to be provided on a CD-ROM or can we also provide it by e-mail?
DLA-DS response: Yes, the annual summary report has to be on a CD-ROM.
1.1.8 d - Is it possible for our employees to obtain sign in status? As we have quite a large fleet and only our standard drivers have a installation pass. This would allow us to sign in our drivers ourselves, and would also be useful for unexpected spills or to have the equipment we have on site serviced.
DLA-DS response: The contractor shall comply with the established DBIDS procedures.
1.2.1 - How is a spill defined, does a spill count as such when transferring into a tank or only when the liquid runs out? Can this be found in attachment 10?
DLA-DS response: Generally speaking a spill is when material is released into the environment, or when hazardous substances are released contrary to its intended purpose. The spill plan may offer additional information.
1.2.3 a - Who can supervise the weighing, is a COR present? There are no scales on the US site, so these containers are normally weighed in our storage facility after pickup, before and after emptying.
DLA-DS response: Section 1.2.3, Statement on Containers refers to weighing containers with a capacity greater than 1.1 CBM. These containers can be weighed off site without being witnessed by the USG.
1.2.11 a - When should the paperwork be provided for a standard pick up time, is the time period also 5 working days as in section f?
DLA-DS response: The standard pickup time is 5 days. See section 1.1.3. Section 1.1.3 Shipping/Disposal Documentation, paragraph a. Has been revised to include the following sentence...
The Contractor shall provide advanced reading copies of the shipping papers and other related documents to the COR and the DPW- Environmental Division at least five (5) business days prior to the removal of the waste from the installation.
2.1 a - As, for example, large incineration plants are not able to issue such certificates due to the high throughput and the waste is already rendered unusable by the treatment in our interim storage facility, we would like to know whether we can continue to issue the certificates ourselves? At the moment, the CD and the final manifest are always made available for this purpose.
DLA-DS response: CDs and Certificates of Recycling ordered using CLIN 6503 shall clearly indicate, or be supplemented with supporting documentation to clearly indicate, a complete “cradle-to-grave” audit trail from the Generator pickup point to the final recycling or disposal facility. This audit trail will require, at a minimum, quantities, TO, EPA ID number(s), manifest(s) and line-item number(s) that serve to clearly link the initial removal shipping document, through all interim facilities (if applicable), to the final recycling or disposal facility that is issuing the certificate.
2.6.1 - Should anything else be added here?
DLA-DS response: No, this section is reserved.
2.7 - Is it necessary for the containers to be locked, as some containers cannot be secured with an additional lock due to their design?
DLA-DS response: Paragraph 2.7 has been revised.
3.1 – 3.10 - Should anything else be added here?
DLA-DS response: No, these sections are reserved.
3.11 b - As this is a major service for which special equipment must be kept available and a greater planning effort is required for the implementation, we need a precise description of the work that may be required. Could we please get a detailed list of the work concerned.
How often can this service request be expected in reality?
Furthermore, oil separators are also mentioned in this section, but there is a separate contract for this. Will this now be replaced?
DLA-DS response: Industrial Cleaning Services (ICS) are ordered on an as needed basis. There is no historic ordering information for this service. The service covers a variety of work and allows for a great deal of flexibility. Generally, the ICS CLINs are to be used to clean equipment associated with operations found on US Military installations. Cleaning can be accomplished by industrial-grade heated power washing (not to include hydroblasting/water blasting), scrubbing, wiping, squeegeeing, rinsing, wet vacuuming, dry vacuuming, and other means necessary to remove dirt, grease, grime and other readily and semi-readily removable materials from the internal and external hard surfaces of a broad spectrum of tanks, vats, degreasers, oil-water separators, wash racks, floors, metal floor gratings, walls, ducts, sumps, pipes, filters, filter racks, filter chambers and other equipment.
3.13 - Where is the CLIN 1004SV described, and is it not listed in the pricing sheet?
DLA-DS response: CLIN 1004SV is a monthly crew of two ICS CLIN (Section 3.13). This CLIN is not being offered on this contract. Because CLIN 1002SV is not included in the contract, Section 3.13 has been reserved in the PWS.
3.16 - Should anything else be added here?
DLA-DS response: No, this section has been reserved in the PWS.
3.17 - Is the work at weekends also supervised by a COR?
Are the installation passes or the sign in status also activated for weekends?
DLA-DS response: Weekend work will be observed by the the COR or USG representative.
3.18 - Where is the CLIN 1009SV described, and is it not listed in the pricing sheet?
DLA-DS response: CLIN 1009SV is a monthly crew of three ICS CLIN (Section 3.16). This CLIN is not being offered on this contract. Because CLIN 1009SV is not included in the contract, Section 3.16 has been reserved in the PWS.
3.20 - What type of room are we talking about, are we referring to tanks, shafts or actual rooms?
DLA-DS response: Work under the ICS CLINs include a broad spectrum of tanks, vats, degreasers, oil-water separators, wash racks, floors, metal floor gratings, walls, ducts, sumps, pipes, filters, filter racks, filter chambers and other equipment associated with the many operations conducted at locations covered by this contract. The surcharge CLIN for Permit Required Confined Space work is meant to cover the additional cost associated with performing work in a permit required confined space. Permit required confined spaces may be encountered during the performance of ICS work and will be identified at the time the service is ordered. There is no ordering history for this CLIN.
3.23 b - What is meant by Chain of Custody, is there a form for this?
DLA-DS response: Chain of custody, in respect to analytical laboratory samples, is a form or document that tracks the possession of a sample from the time the sample is collected and placed into a sample container, to when the sample container arrives at the laboratory for analysis.
3.23 c - Do the 10 days have to be adhered to here? Due to planning by DLA and our company, sampling can often only take place later after receipt of the TO. The sample must be sent to the laboratory and tested. This time could eventually be possible with an accelerated TO, but there is often no urgency.
DLA-DS response: The 10 business days after the issuance of the TO is the requirement.
3.24 a - What is the ADWR form?
DLA-DS response: The paragraph has been revised. The reference to the ADWR in the last sentence has been removed.
3.26 b - How are containers larger than 5L handled, sometimes larger containers are used for the collection of residual solutions, or there are containers with expired contents that are also larger?
DLA-DS response: Containers larger than 5L can be disposed under the appropriate disposal CLIN. Lab packs are for smaller sized containers of laboratory chemicals.
3.27 b - How can the performance period be reconciled with the generator's schedule? For example, the HWSA has special opening hours, are these adjusted? It would be easier if a specific day of the week was defined for the WMS.
Will a USG representative be on site to sign the daily report after the WMS is completed?
DLA-DS response: The contractor will coordinate with the COR before beginning any work. Specifics as to how signatures will be obtained will be determined by the COR/USG representatives once the contract is awarded.
3.27 c - Where can these standards (29 CFR-OSHA, 40 CFR-EPA, 49 CFR-DOT, EM 385 standards) be found?
DLA-DS response: This section has been revised. The reference to 29 CFR-OSHA, 40 CFR-EPA, 49 CFR-DOT, EM 385 standards in paragraph 3.27.c has been removed.
3.27 g - Why should the HWPS be presented at the time of disposal as they are filed in HMMS?
DLA-DS response: Yes, the HWPS is filed in HMMS. The sentence has been revised to... Prior to movement of containers off the installation, the Contractor may request to view the Hazardous Waste Profile Sheet (HWPS) (e.g. DLA form 2511, NOV2016 (Attachment 6)).
3.27 i - Does it really make sense to enter all containers from 75% in HMMS, as containers fill up at different paces?
Would it be sufficient to agree the container placement with DPW only, as otherwise the COR would be called several times a day?
DLA-DS response: The contractor is required to notify the COR and DPW- Environmental Division POC when containers reach 75% capacity.
3.27 n - Is there a list of POC and their office location for each barracks to register there?
DLA-DS response: A list of POCs will be provided after the contract is awarded.
3.28 – 3.33 - Should anything else be added here?
DLA-DS response: No, these sections have been reserved in the PWS.
Table 3.28A - Are we actually provided with SDS in Italian?
DLA-DS response: The Table has been revised. It now reads, ability to read and comprehend chemical SDS in English and German.
3.34 - Why should the Übernahmescheine in Nsuite be signed due the pick up?
According to the law, only Begleitscheine have to be signed electronically.
DLA-DS response: Customers on the contract requested to have the ability to electronically sign the Ubernahmescheine.
1. - Does it make sense to apply for a CAC? What are the advantages for us?
DLA-DS response: Although not required, having a CAC provides for eaiser access to the installation and allows the contractor to move about the installation without an escort.
Attachement 8 FAR 52.216-19 a - For which services is the minimum of 2000€ valid?
· Are there any services that can be performed CORless? For example, pumping off liquids.
DLA-DS response: Services provided under this contract will have COR or USG representative oversight.
· How should the labels be ordered? Who decides which labels are needed?
DLA-DS response: Per Section 1.2.3. Statement on Containers, the contractor shall provide lables for containers provided by the contractor. CLIN 1808SP is for customers on the contract to order labels for their own convienence.
· What does Clin N66450 contain?
DLA-DS response: This CLIN has been removed from the Price Schedule.
