About this file

This document contains correspondence regarding amendment 2 of solicitation SP450024R0004 for regional hazardous waste disposal services. The amendment extends the response due date from March 22, 2024 at 1:00 PM Eastern Standard Time in response to concerns about the level of detail provided and difficulties obtaining pricing from subcontractors due to a lack of generator-specific information. Vendors requested more details on bulk removals, roll-off placement, supplies, management services, industrial cleaning requirements and anticipated volumes to allow better costing for specialized equipment and services across the large geographical area covering Kentucky, Ohio, Tennessee and West Virginia. The amendment aims to provide additional time to obtain this information and pricing from subcontractors for the solicitation requesting removal, transportation and disposal of hazardous and non-hazardous waste from military installations or within a 50-mile radius.

REGIONAL HAZARDOUS WASTE DISPOSAL CONTRACT FOR COLUMBUS, CAMPBELL, KNOXVILLE

SP450024R0004

AMENDMENT 2

1. The subject solicitaon is lacking sufficient informaon to make remotely reasonable assumpons when trying to price many of the items listed in the scope of work. While we (all bidders) realize that it is reasonable to assume that many of the generators will generate much of the same waste streams ulizing many of the same CLINs, we need more specific informaon for generator specific requirements such as (Bulk Removals, Roll-off Placement, Supplies Services, Management Services, and Industrial Cleaning Services) where specialized equipment is required. We need this informaon to allow the subcontractors provide reasonably accurate price quotes. The first quesons I get from a vendor is: Where is the locaon? Where does a Roll-Off or Vac box go? What waste stream goes into it so that we know what the disposal locaon is? Where do we ancipate delivering supplies (various containers), and what are the ancipated volumes? Who is ordering this Industrial Services? Pricing work for these services is very difficult and given the very large geographical area, it would likely require mulple Vendors to get reasonable price quotes. How can you calculate cost without having this viable informaon?

For Kentucky and Tennessee, we have only done 2 roll offs during this last contract at Fort Knox, and it was for non-Haz soil. Fort Campbell has never requested roll offs. We do Bulk Removals once a year of non-Haz soil.

Fort Campbell is the only locaon that we use Industrial Cleaning Services at and that is roughly 5 tanks a year. That requires a pump truck and pressure washer of the tanks which some are considered confined space.

Fort Knox uses DLA for all their sampling, but we usually do this in conjuncon with removals.

We have done 2 samples at other locaons in the last 3 years and that was at other sites.

Fort Knox orders containers from DLA and has them delivered to their locaon. I have a generator that covers the Naonal Guard locaons in KY & TN. They have ordered containers for their sites and have them delivered during a Milk Run to the site at the same me as the removal.

2. Is there any possibility that you could extend this solicitaon due date for maybe a couple of weeks? This is just a tremendous amount of work to be done in such a short me frame. I am struggling to get responses from many of the vendors that I’m counng on for services.

The solicitaon will be extended through 03/22/2024 at 1300 Eastern Standard Time.
