About this file

This is a Question and Answers document (Round 3) for a Defense Logistics Agency Distribution Request for Information regarding DDAA Special Packaging Instruction (SPI) Weapon Boxes. The Q&A addresses clarifications on the scope, materials, and specifications for four line items (CLINs 0001-0004) involving complete SPI kits that include fiberboard boxes and associated packaging materials in accordance with MIL-STD-2073. Key clarifications include: the requirement is for complete kits rather than individual components; product samples are not required with quotations; VCI wrap, MIL-PRF-22019E wrap, tape, and bore tubes are not required; and blocking and bracing must be fabricated from corrugated fiberboard per ASTM D4727 specifications. Material specifications vary by SPI document number, with some requiring Grade 350 double-wall fiberboard and others requiring Grade 275 fiberboard. For SPI AM13028723, foam support assemblies must use foam consistent with foam-in-place bags that can support heavy weapons without compression.

The revised Schedule of Supply contains updated material numbers and figure designations that clarify discrepancies between the dimensional information in documents SPI AM11826290, SPI AM12976814, and SPI AM9390000. Answer #15 provides critical guidance that while the SPI documentation regarding foam materials is unclear, contractors may use appropriate foam types needed to meet requirements, specifically foam with consistency similar to foam-in-place bags that provides adequate support for heavy weapons. The government indicated uncertainty regarding future order quantities and delivery schedules, noting that amounts cannot be predicted at the time of solicitation and may be divided arbitrarily throughout the contract period.

DDAA SPI Weapon Boxes RFI:

Question #1: Material information specific to the dimensions for Fig 1, Fig 2 and Fig 3 do not match to any dimensions provided in documents SPI AM11826290 or SPI AM12976814. Please clarify with specific dimensions. Furthermore, unlike document SPI AM9390000, which shows drawings labeled Fig 1, Fig 2 and Fig 3, there is no designation provided on documents SPI AM11826290 or SPI AM12976814. Please provide updated documents with respective “figures” appropriately labeled.

Answer #1: Please see revised schedule of supply all material numbers have been updated.

Question #2: Finally, the link provided for obtaining VCI tube and VCI barrier bag times out and will not open. Please provide preferred vendor contact for these items.

Answer #2: Omitted the bags from the material descriptions.

Question #3: Our understanding is that the requirement is for complete Special Packaging Instruction (SPI) kits (including the fiberboard box and associated packaging materials such as inserts, barrier bags, etc.) in accordance with MIL-STD-2073, rather than individual packaging components supplied separately. Please confirm if this interpretation is correct.

Answer #3: Correct Question #4: We did not see a requirement for submission of product samples with the quotation. Please confirm that samples are not required at the time of quote submission.

Answer #4: Not required Question #5: For SPI AM9390000, the barrier bags we need to supply, it states "SEE ARDEC DWG 13027484 FOR DETAIL." Are you able to provide?

Answer #5: Omitted the bags from the material descriptions.

Question #6: For CLIN 0001, Attachment 1 says that items 1-8 are needed, where 1 is assembled and items 2-8 are unassembled, assuming inside the box. It also says that cushioning must be made of fiberboard. Is this accurate? The detailed pictures of CLIN 0001 show foam cushioning being used.

Answer #6: See revised Schedule of Supply, if it applies it’s mentioned in the SPI.

Question #7: The description for CLINS 0001-0004 on Attachment 1 seems to be identical, yet the drawings seem very different. Is all this information, correct?

Answer #7: See revised Schedule of Supply Question #8: All CLIN descriptions say that foam will not be accepted, and that fiberboard must be used. I just want to make sure this is accurate.

Answer #8: See revised Schedule of Supply, if it applies it’s mentioned in the SPI.

Question #9: Can we expect the order quantities to match historical records of full quantities at time of order, or will orders be divided up into arbitrary amounts over the course of the year?

Answer #9: We do not know the amounts at this time so there is no way to know what the amounts will be at time of the delivery order.

Question #10: Do you require the VCI wrap and MIL-PRF-22019E WRAP?

Answer #10: No Question #11: Do you require tape for the SPIs where tape is required? I think you said, no, but want to clarify.

Answer #11: No Question #12: Do you still want to include the Bore Tubes for each of the SPIs?

Answer #12: No Question #13: For SPI AM11826290 - BLOCKING AND BRACING FOR ITEMS SHALL BE FABRICATED IN ACCORDANCE WITH DRAWING ON PAGES 4 THROUGH 6. To be clear, is this a custom die-cut blocking piece made from double wall fiberboard pads, which seems to be aligned with the ASTM D4727, DW, GRADE 350? Do you have a picture of what you are looking for?

Answer #13: Yes

Question #14: For SPI AM9390000, It states to DESIGN AND FABRICATE / ASSEMBLE FROM SHEET STOCK AND OR DIE CUTS. BLOCKING IS TO IMMOBILIZE RIFLE IN THE BOX. BLOCKING SHALL BE FIBER BOARD, TYPE CF, GRADE 275, VARIETY SW / DW. SEE FIGURES 1 AND 2. To be clear, is this just a custom build-up referencing figure 1 &2 using, corrugated Fiberboard, Grade 275 (DW)?

Answer #14: Yes Question #15: SPI AM13028723 references a BOTTOM FOAM SUPPORT ASSEMBLY - 1 EA. SEE PAGES 6, 7, AND 8, and TOP FOAM SUPPORT ASSEMBLIES - 2 EA. SEE PAGES 6, 7, AND 8; however, in the spreadsheet we are told not to use foam. What specific material is required to fabricate these support pieces. The SPI is not clear on this. – Answer #15: Follow the SPI. I agree the SPI is not clear on the type of foam so we can use pretty much any foam needed to meet the requirement. Looking at this picture in the SPI, it needs to be the consistency of foam used in the foam-in-place bags. It can’t be a soft foam as the weapons are heavy and they just sink into a soft foam.

Question #16: SPI AM 12976814, references FIBERBOARD BLOCKING AND BRACING (SEE DRAWINGS ON PAGES (4 – 8), ASTM D4727. To be clear, is this a build-up of ASTM D4727 Corrugated Fiberboard Pads?

Answer #16: Yes image1.jpeg image2.png
