Past performance information is used in determining the level of confidence the Government has for successful performance based upon the Offeror’s actions under previously awarded, relevant contracts.
The Government shall only consider relevant past performance data of the Offeror and its major subcontractors. A major subcontractor (defined as those providing twenty percent (20%) of total dollar threshold AND/OR twenty-five percent (25%) of total man-hour effort). If major subcontractor (defined as those providing twenty percent
(20%) of total dollar threshold AND/OR twenty-five percent (25%) of total man-hour effort) experience is provided as part of the past performance references, it will be given weight relative to the percentage of effort being provided by that particular subcontractor in the offer submitted. The references will be evaluated in the aggregate in order to allow Offerors who may not have the entire scope, magnitude, and complexity of the requirement under one individual contract to still be considered relevant if experience with the full scope, magnitude, and complexity of the requirement can be demonstrated within the allotted number of references as described above. To be considered relevant, the Offeror must demonstrate past execution of various construction/building related efforts to include such things as industrial, recreational, general, alterations, maintenance, repair, new and design/build. The Offeror must demonstrate through past performance an ability to perform the work described in the solicitation. This is done by demonstrating that they have successfully executed contracts of similar scope and magnitude within the past five years. (The Government recommends submission of at least three contracts, but will evaluate any and all submitted). Offerors shall provide a detailed explanation of the relevance of the contracts or efforts to the requirements as defined in this solicitation.
If an Offeror or its subcontractor determines they have no past performance data, they shall provide the following statement in lieu of the information requested below: “(Insert Offeror or subcontractor’s name) has determined that they possess no past performance information in accordance with the RFP.”
To be compliant with this factor offerors shall provide the following information for both the Offeror and proposed subcontractors.

The Offeror/subcontractor shall complete the Previous Contract Data index prior to submitting the questionnaire to the customer. The Offeror/subcontractor shall ask the customer to complete the questionnaire and return it directly to the Acquisition Specialist identified in the solicitation. Government evaluation members may contact the named individuals to clarify, obtain additional information, or conduct a telephone survey of past performance. As such, the Offeror/subcontractor shall provide a list of all Questionnaires submitted that provides the following information:

Construction Contractor Appraisal Support System (CCASS), Federal Awardee Performance and Integrity
Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), responses received from the
Performance Risk Assessment Questionnaire, data submitted by the Offeror, and any other information available to determine the quality and relevance of the Offeror’s past performance.

SECTION M
EVALUATION FACTORS FOR AWARD
Evaluation of Proposals:
The Government will award multiple contracts resulting from this solicitation to the responsible offerors whose offers conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The Government intends to award multiple Indefinite Delivery/Indefinite Quantity (ID/IQ) Construction type contracts. It is anticipated that award will be made to no more than six (6) small business offerors, with at least two
(2) of the awards being made to the following socioeconomic category – HUB Zone small business concern whose https://www.sam.gov/ proposals are technically acceptable and offering the lowest price, providing sufficient qualified contractor offers.
Technically acceptable proposals will be separated into two (2) pools, a Small Business pool, and a HUB Zone pool. As long as the Government receives at least one (1) technically acceptable, responsible HUB Zone small business offer, an award will be executed to that single HUB Zone offeror. The HUB Zone pool will then consist of one (1) award. If the Government receives at least two (2) technically acceptable, responsible HUB Zone small business offers, two (2) HUB Zone small business awards will be executed. Once two (2) awards are made, this will satisfy the Government’s anticipated reservation for two (2) HUB Zone awards within the HUB Zone pool. In the event that more than two (2) HUB Zone small business proposals are received, an award will be made to the two (2) lowest priced, technically acceptable offers. The remaining HUB Zone proposals will then be moved into the Small Business pool and four (4) awards will be issued to the lowest priced, technically acceptable offers from the Small Business pool. If no offers are received from HUB Zone small business concerns, or the HUB Zone offer or offers are determined technically unacceptable, the HUB Zone pool will be closed and all awards will be made from the Small Business pool. Technically unacceptable offers whether from the HUB Zone pool, or the
Small Business pool, will not receive further award consideration.
Technical trade-offs will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the technically acceptable offerors with the lowest evaluated prices, who are deemed responsible in accordance with the FAR, and whose proposals conform to the solicitation requirements. The requirements include all stated terms, conditions, representations, certifications and all other requirements of this solicitation.
The Government intends to award without discussions, therefore, each initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the contracting officer.
Awards will be based on the lowest evaluated price for the Task Order 0001 Project “Extend Arms Room, Building
235” meeting or exceeding the acceptability standards for three (3) non-price factors. Each of the proposal factors must be determined to be acceptable before the proposal as a whole is considered acceptable.
In analyzing price under this solicitation, the reasonableness of the proposed price offered for the Task Order 0001
Project will be considered as an indicator of future proposed prices on Task Orders.
The following non-price evaluation criteria shall be used to evaluate proposals for acceptability only. Proposals shall not be rated, but will receive an Acceptability Determination for Factors1-3:
Factor 1: Technical/Management Capability subfactor (a): Contractor (On Site) Staff subfactor (b): Construct Multiple Projects subfactor (c): Quality Control Plan
Factor 2: Task Order 0001 Evaluation
Subfactor (a): Project Management Approach
Subfactor (b): Design Approach
Factor 3: Past Performance
A proposal is considered acceptable for award if it (i) addresses itself to all the essential requirements of the RFP,
(ii) shows the offeror understands all essential requirements of the RFP, and has demonstrated a full capability to perform the prospective requirements, (iii) offers a feasible technical approach, and (iv) although some discussion of the proposal may be desirable, the proposal is complete to the extent that an award could be made on its present terms.
A proposal will be considered unacceptable for award if award cannot be made on the present terms of the proposal, and corrective action would require essentially rewriting the proposal or require the submission of an approach which would be new or almost entirely different from that previously proposed. A major item and/or gross omission, which precludes meeting solicitation objectives that cannot be corrected prior to or during discussions without major revision or complete resubmission of the proposal, will cause a proposal to be found technically unacceptable.
An “Unacceptable” determination on the non-price criteria Factors 1 or 2 will render the proposal ineligible for award, or if discussions are held, a proposal found to be “unacceptable for award” (as defined above) may be excluded from the competitive range.
