AMMENDMENT 0001

ATTACHMENT 1 – INSTALLATION ACCESS CHANGES

Currently, DLA Installation Operations Security and Emergency Services performs identification checks on all visitors and contractors entering the facility utilizing the National Crime

Information Center (NCIC) database. The NCIC checks for records related to individuals who are wanted for various crimes to determine their eligibility to access the installation.

The DoD established additional requirements pertaining to contractors and visitors criminal history reporting that require not only NCIC checks, but criminal history reporting before granting access. Memorandum DoDM 5200.08-V3: Page 9, Section 3, Para 3.3.a. provides the policy for background checks to establish historic fitness: (Historic fitness is established, at a point in time, only by means of a review of the individual’s prior criminal history through a check of the National Crime Information Center (NCIC), the Interstate Identification Index, and relevant Government databases and Service criminal justice information systems.) These new requirements will ensure that only contractors and visitors that meet the entry control requirements per DLA Defense Distribution Depot San Joaquin Physical Security Plan, will be allowed to enter the facility.

On July 30th, Defense Distribution San Joaquin will begin performing these checks on all visitors and contractors. It is vital that all DLA employees and tenants submit their visitor notification requests at least 72 hours prior to their scheduled arrival. Failure to do so may result in significant delays in processing your requests. The Visitor Notification Database is located on the DLA Distribution San Joaquin homepage.

Effective August 27th, all commercial truck drivers and any occupants of commercial truck traffic will also be required to undergo criminal background checks.
