Amendment 0002

Amendment 0002 is hereby incorporated into solicitation SP3300-11-B-5003 and shall become part of any resulting contract.

Amendment 0002 is being issued to provide answers to vendor questions and to provide revised drawings A-501, E-106, M-106, M-107, M-111, M-202, M-401, M-504, M-505 and M-601 which are attached to this amendment.

Questions/Answers

Question 1: Drawing M-106 note #7 states pipe in mech room is to have aluminum jacket to10" AFF. Spec section 15080 pg 14, para. 3.2.1.5 states pipe in mech room to have stainless steel jacket to 6' AFF. Which is correct?

Answer 1: Use the drawing dimension. Jacketing should be provided on all piping that is insulated and below 10' AFF. Use aluminum jacket in lieu of stainless steel. Aluminum is sufficient for this application.

Question 2: I was looking for what type of grills and registers to use on the drops in the bay areas.

Answer 2: A Register Schedule was added to M-601. This will resolve questions about the type of registers / filters required for the project.

Question 3: Would it be possible to come back and take a core sample of the roof on Building 87 so we know how much insulation we are dealing with and the appropriate fastener length for curb work, etc.

Answer 3: The Government performed a core sample which determined there are two layers of 1.5" polyiso insulation topped with a layer of EPDM.

Question 4: Spec says roofing manufacturer unknown.

Answer 4: Vendor verified that roof is a Carlisle Roof, 60-mil FR EPDM.

Question 5: I am going to review the spec, but I recall it was written for the existing walkway pads to be removed, and new pads installed - May I offer some insight from a roofing perspective? The pads themselves were not in terrible shape, and should certainly withstand any additional length of time they are up there until the building is actually reroofed - removing all of the pads (in general) may get quite costly as they are glued to the roof membrane and there is a high probability that damage would occur to the roof membrane resulting in overlaying and adhering large patches. If pads are in the way of the location of new units, then it makes sense to remove them, and of course add any new pads as needed to access any new units, but removing the majority of the old ones (that would not be obstructive to new work) may not make sense.

Answer 5: The drawings require removal and disposal of existing and replace with new although the existing pads may be salvaged and reused but new pads shall be provided when not enough existing pads exist to construct walkways as shown on the roof plan. If existing pads do not interfere with new construction, they may be left in place.

Question 6: The documents tell us to maintain minimum 65 degrees and one exhaust and one supply must stay operational per bay and we are to only work in one bay at a time. With the present design we are not able to use the new hot water heating system and maintain existing steam heating system. Would it be acceptable to install the entire hot water heating system in all bays then have a shutdown to convert the mechanical room from steam to hot water? Then we would have to get back into each bay to complete the work and remove remaining equipment, ductwork and steam piping.

Answer 6: The drawings are being revised to incorporate the adjacent foam storage room for the installation of the new mechanical equipment. This will allow the installation of the hot water steam converter and pumps to allow both the steam and hot water systems to be in operation simultaneously.

Question 7: Is it possible to use the existing foam storage as our new mechanical room and install the new hot water conversion piping and equipment prior to demolition of existing mechanical room? This will minimize length of shutdown of existing heating system.

Answer 7: See answer 6 above.

Question 8: How are we expected to keep one exhaust and one supply operational and complete the new work in each bay when the new work goes back into the same space as the existing system? The comment was made at the pre-bid that each bay will be vacated of both materials and personnel to do our work so why must we maintain one system per bay? At some point there has to be a time when we cannot maintain both systems.

Answer 8: Answer the existing system has two supply and exhaust units and associated ductwork. The new system has one unit each and associated ductwork based on question 6 response both the steam and hot water system will be available and allow for conversion.

Based on further conversations with the building user materials will be moved as necessary in each bay as work progresses, the bays will not be completely vacated until the work is completed and the spray on fire protection is to be applied.

Question 9: On drawing M-202 the supply and exhaust grilles are not dimensioned and no schedule was provided for these grilles. Also, mounting heights are not given for each grille and without heights we do not know when to transition ductwork at what heights.

Answer 9: See revised drawing M-202 for additional detail.

Question 10: On each of the bays floor plan there is no duct size indicated on ductwork running from solar wall penetration to the make-up air unit, please clarify.

Answer 10: See revised drawing for additional detail.

Question 11: Can you tell us how much downtime there will be between completing one bay and beginning the next bay for owner relocations?

Answer 11: Based on the revised building occupancy plan described in answer 8 above, we would expect that if you are planning to complete the mechanical work throughout the whole building first, then a 1 to 2 day notice would be sufficient regardless of whether you are in one bay or jumping to another bay. If you are talking about doing spray on insulation, you should expect a 2 week delay between completing the insulation application on one bay and initiation of the insulation application in the next bay.

Question 12: Can temporary offices be used to house employees currently working in the Annex building during construction/renovation of this area? Could the owner take responsibility for the costs associated with the relocation of Annex employees?

Answer 12: The building will be occupied during the renovation. Ceiling may be removed and left out during the duration of the construction work, but the building will remain occupied.

Personnel will relocate within the annex making use of underutilized areas allowing additional contractor access above ceiling.

Question 13: There is no mention in the documents that would address the fire alarm system or fire protection (sprinkler) work, is there any?

Answer 13: The existing ductwork is being replaced with new ductwork in the same location and should not impact the sprinkler system.

Question 14: Was just reviewing the detail for the deck replacement which calls for a vapor barrier. I want to clarify the placement of the vapor barrier as the detail is not specific. Will the gypsum sheathing be going over the steel deck, then the vapor barrier, followed by the Insulation? Typically vapor barriers are not placed directly over a steel deck so I wanted to confirm this. Also want to verify that ½” Gypsum board is acceptable for the sheathing. I assume that is a Type B Deck…if it is not can you kindly let us know (given the age of the building, there is a slight chance that it could be different).

Answer 14: The vapor barrier is to be placed above the sheathing. See revised detail for roof repairs on M-501.

Question 15: Drawing A-102, Ceiling Note #1 indicates that all existing acoustical ceiling grid and tiles are to be removed and disposed of. Spec Section 09510, Paragraphs 2.1.1 and 2.1.2 both state “Existing ceiling grid to remain…”. Please confirm which is correct.

Answer 15: All existing ceiling grid and panels as indicated "to be removed" on the drawings are to be removed and disposed of off depot. Specification section 09510 Paragraphs 2.1.1 and

2.1.2 have been edited to reflect remove and dispose, see attached revised section 09510.

Question 16: Please provide UL system numbers and required fire ratings for the fireproofing repairs in CLIN 0002 and CLIN 0003.

Answer 16: All fireproofing repairs associated with CLIN 002 & 003 shall be performed by a "ISOLATEK" certified applicator and UL rating shall match the existing system in kind. Contact "ISOLATEX" Local Representative John Kloepping (570) 629-3500 for the proper reapplication and to coordinate the required UL ratings of new material to be applied to the existing steel and existing sprayed on fireproofing. The manufacturer's representative shall certify re-application has been completed per NFPA and UL listing requirements and all certification documents shall be turned over to the COR.

Question 17: Please confirm that all new roof frames are to be spray fireproofed and provide a UL system number and required fire rating for this work.

Answer 17: Yes, see answer 16 above.

Question 18: Is the new pipe and duct to be painted? If so what paint table is to be used?

Answer 18: Pipe does not need to be painted. Piping will be insulated. Ductwork does not need to be painted. We will stay with a galvanized metal finish that comes on the sheet metal.

Question 19: Is the glycol pipe to be insulated? If so what is the specification?

Answer 19: Yes, all glycol piping is to be insulated. Use specification 15080 – Thermal Insulation for Mechanical Systems.

Question 20: What is the size of the glycol tank shown on M-504 “Glycol Pumping System Detail”?

Answer 20: Use the detail for the shot feeder for this tank. This will be noted on the drawing as well.

Question 21: There is no detail for piping the glycol recovery coils at the recovery and make up air units. Do they need to be valved?

Answer 21: Yes, coils associated with the heat recovery system are to be provided with isolation valves. Use the standard coil detail for component requirements and line-up.

Question 22: Drawing M-401 shows 6” HWSR to the heat exchanger. Detail on M-505 shows 3” HWSR to heat exchanger. Which is correct?

Answer 22: 3” pipe should be 6” pipe. Drawing corrected.

Question 23: For insulation of pipes passing thru hangers should we use the detail on M-503 or the specification 15080 3.2.1.3?

Answer 23: Use the appropriate detail provided on M-503 – depending on line size.

Question 24: Is insulation required for exposed ducts? Please reference section 15080, page 19. Paragraph 3.3 states duct insulation can be omitted if the delta between air temp and room temp is less than 15 degrees.

Answer 24: No, insulation is not required for exposed ductwork within the space. Since this duct will not carry cooling air, there should be no risk of condensation on this ductwork.

All other terms and conditions remain unchanged.
