Amendment 0005

FIRST: The following RFI(s) were submitted to the Government for clarification and the Government’s responses are revised as follows:

1. ESCO submitted question: Please provide square footages for the following buildings:

79 HG MAINT (6,777.08)

81 FIRE STATION (2,040)

106 BLDG WATER SUPPORT (252.15)

142 BE STORAGE (480)

95007 CREECH LAND ACQ (9,100)

95008 CREECH LAND ACQ (2,784)

95010 CREECH LAND ACQ (16,423)

95012 CREECH LAND ACQ (1,283)

95013 CREECH LAND ACQ (4,361)

95015 CREECH LAND ACQ (126)

95016 CREECH LAND ACQ (1)

Government Response: (Facilities Identified are Overhangs – see SQ FT next to identified overhangs).

2. ESCO submitted question: Could you please provide the peak kW demand for the site for FY 22 and FY 23?

Government Response: Peak loads are 5.5MW with one exception of 7MW in the summer of 2022 (unable to identify cause of increase).

3. ESCO submitted question: To be clear, the site supplies all of its potable water through wells and the yearly water charges provided for FY 22 and FY 23 seem to only be the pumping electricity charges? Aren’t there also costs to treat the water that should be included in the per gallon cost? The water rate of $.0820/kgal seems low even if it just includes the pumping cost.

Government Response: Please see Attachment 1 - Creech Well Pump data for information regarding one of our pumps on site. Water Treatment is performed through two chlorinator pumps connected in line to maintain .9 to

1.20 ppm of chlorine in ground water storage tanks.

4. ESCO submitted question: Is the sewage processing done completely onsite by Creech personnel, or is there a connection to the sewer utility? Why was there such a big increase from FY22 to FY23 in sewage charges when it was roughly the same amount processed each of the years? What makes the sewer rate of $71.95 per kgal so high?

Government Response: Sewage processing is performed off base. Unable to locate the reasoning for the high sewer rates.

5. ESCO submitted question: Are street lights, aircraft ramp lights, or the airfield lighting part of the ESPC lighting scope? Are there any counts or information available for those systems available?

Government Response: Was informed that street lights and airfield lights are under the UP contract and all ramp lights are currently LED.

6. ESCO submitted question: Does the Government perform maintenance on the facilities or is it contracted out?

Government Response: Facilities maintenance is contracted out.

7. ESCO submitted question: Can you provide electrical utility meter interval data?

Government Response: No meter data available.

8. ESCO submitted question: An ERCIP funded project for $32M was awarded in FY2021 and it states that it is being used for central standby generators. Has this project been built? What is the fuel source of these generators, as increased/bulk energy purchases to fuel this system would have an impact on the cost of ongoing utilities for the rest of the Base.

Government Response: ERCIP funded project was unable to continue do to UP contract restrictions.

9. ESCO submitted question An AFFECT Grant was just awarded to Creech AFB. It states the following: This project will enhance Creech Air Force Base's (AFB's) 3-MW solar photovoltaic (PV) and 3-MW/3-MWh battery energy storage (BESS) project, enabling a total of 4.0-MW PV and 4.93-MW/6.85-MWh BESS. The project aims to reduce greenhouse gas emissions, improve energy resilience, and achieve net-zero building goals. The expanded microgrid, coupled with energy conservation measures (ECMs) like upgraded controls, LED lighting, and HVAC improvements, will lower energy usage, reduce emissions, and enhance mission assurance. The additional funding will increase the decarbonization benefits, contributing to Creech AFB's compliance with several executive orders.

The outcome includes expanded PV and BESS capacity, serving critical facilities during outages, reducing carbon emissions, and advancing net-zero objectives.

This project seems to overlap and conflict with the directives of the NOO response. Is the AFFECT Grant available to be used in conjunction with this proposed ESPC, or is there a competing project underway at the site? This is important to understand so that the savings conveyed in our response is not overstated. Where do the standby generators and PV/BESS connect into the system and is the UP involved? What is the proposed location for the PV and BESS? Important if we’re proposing PV as part of the ESPC not to impede or mistakenly place our system where that installation is proposed.

Government Response: This project was unable to continue do to UP contract restrictions. Funds associated with the AFFECT Grant will not be available to be used in conjunction with this proposed ESPC.

10. ESCO submitted question: Square Footages – The total of the AFERS Excel sheet is 144 buildings at 1,106,833 sq ft, Item 3 under BACKGROUND of the ESPC Requirement Package lists 157 buildings at 1,221,520 sq ft, and Item 3 under Facilities lists 140 buildings at 1,167,973 sq ft. Which is correct for the ESPC?

Government Response: Please see Attachment 2 – Creech Facilities

11. ESCO submitted question: Can the Government provide approximate ages of buildings to be included in ESPC Project?

Government Response: Please see Attachment 2 – Creech Facilities

12. ESCO submitted question: Can the Government provide a list of any recent (last 3 years) or planned HVAC equipment replacements/upgrades for the buildings to be included in the ESPC project?

Government Response: Facilities 14, 52, 82, 92, 118, 119, 127, 225, 227, 232, 798, and 1052 have been replace in the last three years. Facilities 273, 3922, and 3925 are scheduled for replacement in the near future.

13. ESCO submitted question: Is there any building-level sub-metering installed on Creech Air Force Base?

Government Response: Facilities 120, 271, 707, 1065, 1024, & 1210 have AMRS meters but not connected to our network or monitored.

14. ESCO submitted question: How many utility meters currently serve the base?

Government Response: One.

SECOND: All other terms and conditions of the Notice of Opportunity remain unchanged.
