1. ESCO submitted question: Will the recently awarded AFFECT grant for Creech Air Force Base be applied to this
ESPC?
Government Response: AFFECT Grant will not apply.
2. ESCO submitted question: NOO states: “CAFB is specifically interested in evaluating ECMs focused on the following objectives: TC.3 – Building Automation Systems, TC.4 – HVAC (not including boilers, chillers, and EMCS), TC.5 - Lighting Improvements, TC.6 – Building Envelope, TC.11 – Renewables Energy, TC.13 – Water and Sewer Conservation Systems, TC.14 – Electrical Peak Shaving/Load Shifting, and TC.17 – Commissioning” Please advise if boilers, chillers, EMCS are excluded from TC-4 only because they are their own technical category, or if CAFB is not interested in replacement of unitary equipment for HVAC.

Government Response: Building operation hours should be determined during PA/IGA audits.
5. ESCO submitted question: Does a cover letter contribute to the total page count?
Government Response: Yes.
6. ESCO submitted question: Attachment 2, page 2 states “Please refer to ACC Energy and Facility Management
