About this file

This document is an amendment to a solicitation for an energy savings performance contract task order under the Department of Energy's Fourth Generation ESPC IDIQ contract. The amendment provides answers to questions submitted by an energy services company regarding the opportunity at Creech Air Force Base in Nevada. Key details include the Defense Logistics Agency Energy utilizing the DOE ESPC IDIQ to award a task order for energy conservation measures at Creech AFB, with responses due by March 3, 2024. The amendment clarifies the building count and square footage, confirms a single TO-4 schedule is required for submission rather than separate schedules for each building, and addresses other questions around utilities data, existing solar and battery projects, and facility maintenance practices.

Amendment 0004

FIRST: The following RFI(s) were submitted to the Government for clarification:

1. ESCO submitted question: Please provide square footages for the following buildings:

79 HG MAINT

81 FIRE STATION

106 BLDG WATER SUPPORT

142 BE STORAGE

95007 CREECH LAND ACQ

95008 CREECH LAND ACQ

95010 CREECH LAND ACQ

95012 CREECH LAND ACQ

95013 CREECH LAND ACQ

95015 CREECH LAND ACQ

95016 CREECH LAND ACQ

Government Response: At this time, the Government is unable to provide this information; however, this information may be provided in the PA or IGA phase.

2. ESCO submitted question: Could you please provide the peak kW demand for the site for FY 22 and FY 23?

Government Response: The ESCO’s responses should include all assumptions, exceptions, exclusions and information; however, the information requested, for this question, is appropriate for disclosure in the PA and/or IGA phase.

3. ESCO submitted question: To be clear, the site supplies all of its potable water through wells and the yearly water charges provided for FY 22 and FY 23 seem to only be the pumping electricity charges? Aren’t there also costs to treat the water that should be included in the per gallon cost? The water rate of $.0820/kgal seems low even if it just includes the pumping cost.

Government Response: The ESCO’s responses should include all assumptions, exceptions, exclusions and information; however, the information requested, for this question, is appropriate for disclosure in the PA and/or

4. ESCO submitted question: Is the sewage processing done completely onsite by Creech personnel, or is there a connection to the sewer utility? Why was there such a big increase from FY22 to FY23 in sewage charges when it was roughly the same amount processed each of the years? What makes the sewer rate of $71.95 per kgal so high?

Government Response: The ESCO’s responses should include all assumptions, exceptions, exclusions and information; however, the information requested, for this question, is appropriate for disclosure in the PA and/or

5. ESCO submitted question: Are street lights, aircraft ramp lights, or the airfield lighting part of the ESPC lighting scope? Are there any counts or information available for those systems available?

Government Response: The ESCO’s responses should include all assumptions, exceptions, exclusions and information; however, the information requested, for this question, is appropriate for disclosure in the PA and/or

6. ESCO submitted question: Does the Government perform maintenance on the facilities or is it contracted out?

Government Response: The ESCO’s responses should include all assumptions, exceptions, exclusions and information; however, the information requested, for this question, is appropriate for disclosure in the PA and/or

7. ESCO submitted question: Can you provide electrical utility meter interval data?

Government Response: The ESCO’s responses should include all assumptions, exceptions, exclusions and information; however, the information requested, for this question, is appropriate for disclosure in the PA and/or

8. ESCO submitted question: An ERCIP funded project for $32M was awarded in FY2021 and it states that it is being used for central standby generators. Has this project been built? What is the fuel source of these generators, as increased/bulk energy purchases to fuel this system would have an impact on the cost of ongoing utilities for the rest of the Base.

Government Response: The ESCO’s responses should include all assumptions, exceptions, exclusions and information; however, the information requested, for this question, is appropriate for disclosure in the PA and/or

9. ESCO submitted question An AFFECT Grant was just awarded to Creech AFB. It states the following: This project will enhance Creech Air Force Base's (AFB's) 3-MW solar photovoltaic (PV) and 3-MW/3-MWh battery energy storage (BESS) project, enabling a total of 4.0-MW PV and 4.93-MW/6.85-MWh BESS. The project aims to reduce greenhouse gas emissions, improve energy resilience, and achieve net-zero building goals. The expanded microgrid, coupled with energy conservation measures (ECMs) like upgraded controls, LED lighting, and HVAC improvements, will lower energy usage, reduce emissions, and enhance mission assurance. The additional funding will increase the decarbonization benefits, contributing to Creech AFB's compliance with several executive orders.

The outcome includes expanded PV and BESS capacity, serving critical facilities during outages, reducing carbon emissions, and advancing net-zero objectives.

This project seems to overlap and conflict with the directives of the NOO response. Is the AFFECT Grant available to be used in conjunction with this proposed ESPC, or is there a competing project underway at the site? This is important to understand so that the savings conveyed in our response is not overstated. Where do the standby generators and PV/BESS connect into the system and is the UP involved? What is the proposed location for the PV and BESS? Important if we’re proposing PV as part of the ESPC not to impede or mistakenly place our system where that installation is proposed.

Government Response: Amendment 0002, of the Creech AFB ESPC, already answered this question, but to reiterate the AFFECT grant no longer applies.

10. ESCO submitted question: Square Footages – The total of the AFERS Excel sheet is 144 buildings at 1,106,833 sq ft, Item 3 under BACKGROUND of the ESPC Requirement Package lists 157 buildings at 1,221,520 sq ft, and Item 3 under Facilities lists 140 buildings at 1,167,973 sq ft. Which is correct for the ESPC?

Government Response: The total building count is 140 facilities encompassing approximately 1,167,933 square feet.

11. ESCO submitted question: Can you please confirm that the Creech AFB NOO (SP0604-24-R-0409) is due on Sunday March 3, 2024? That is the date listed on the NOO.

Government Response: Please see Amendment 0003.

12. ESCO submitted question: On page 2/7 of the NOO, the last sentence of the second full paragraph states “Attachment 1 - Site Data for CAFB provides separate tabs for facilities on CAFB each of the facility locations will be represented with separate T.O. Schedules.” Is the expectation to provide TO Schedules for all 144 buildings associated with Attachment 1? Or is there to be only 1 set of TO Schedules for the project that includes all buildings in Attachment 1? We believe the later to be true.

Government Response: The submission requirement, and what the Government expects to see in the ESCO’s offer is one (1) TO-4 schedule for the project, NOT 144 TO-4 schedules.

13. ESCO submitted question: Also, please verify that only Task Order Schedule 4 (and not a full set of TO Schedules as described above) is required for submission, per page 5/6, paragraph b) which states “…the ESCO shall submit a draft Task Order Schedule 4…”

Government Response: Only a Task Order (TO)-4 is required in the submission, NOT a TO-1, TO-2, TO-3, or TO-5.

SECOND: All other terms and conditions of the Notice of Opportunity remain unchanged.
