Amendment 0002

FIRST: The following RFIs have been received from industry for solicitation SP0604-24-R-0401 and are addressed by the Government:

RFI 01: Which buildings in Attachment 1 "Facilities" tab are in Maxwell AFB and which are in Gunter Annex?

RFI 01 RESPONSE: Building numbers with a “G” at the beginning are located on Gunter Annex.

RFI 02: What are the general occupancy rates and schedules for building types listed in the "Facilities" tab in Attachment 1?

RFI 02 RESPONSE: The information requested is not readily available, and due to the quantity of facilities in the NOO cannot be obtained in a reasonable timeframe. The information request can generally be obtained during the IGA phase of the project.

RFI 03:Are there demand charges in the electric billing? Please provide demand data if possible.

RFI 03 RESPONSE: No. Maxwell – ~15,264 KW Gunter-Annex - ~8,004 KW

RFI 04: What is the total electrical load of each Maxwell AFB and Gunter Annex in terms of annual peak kW for a typical year?

RFI 04 RESPONSE: Maxwell – ~15,264 KW Gunter-Annex - ~8,004 KW

RFI 05: Can the Government provide gas and electricity data by building where available?

RFI 05 RESPONSE: The information requested is currently not available and/or not available for dissemination at this time.

RFI 06: Are electric meters installed at any buildings at Maxwell of Gunter Annex? Is there a working centralized submetering system in place?

RFI 06 RESPONSE: As part of the Preliminary Assesment, the ESCO shall conduct a meter survey and metering plan, per the AF ESPC Playbook.

RFI 07: Is an emergency back-up electrical generation plant or systems on site? Are there already identified critical loads being fed by existing generation assets?

RFI 07 RESPONSE: Critical facilities requiring generators are present on the installations per AF guidance documents.

RFI 08: Are there central heating water or chilled water plants and associated distribution systems serving the facility?

RFI 08 RESPONSE: There are central chilled water plants.

RFI 09: Please indicate predominant types of mechanical equipment on installation, including equipment age, condition, and efficiency. For example, are there building based packaged HVAC units, air-cooled or water-cooled chiller systems, gas-fired hot water boilers, etc.?

RFI 09 RESPONSE: The information requested is not readily available, and due to the

RFI 10: Are any major equipment replacement projects planned?

RFI 10 RESPONSE: A review of the existing Repair, Replacement, and Moderation projects planned by the Base can be reviewed/discussed during the PA/IGA phases of the project.

RFI 11: Is there a central EMCS with an ATO (Authority to Operate) at either Maxwell AFB or Gunter Annex?

RFI 11 RESPONSE: Yes. Both Maxwell and Gunter-Annex. They are on COINE.

RFI 12: If there is an EMCS, what equipment does it control and does it turn equipment on and off? What is the status of the EMCS. Operational, failed, needs replacement, etc.

RFI 12 RESPONSE: The EMCS typically controls HVAC equipment. The EMCS does turn the equipment on and off. The EMCS is operational. There are many buildings that need an EMCS upgrade due to End of Life components.

RFI 13: If there is an EMCS, please provide sequence of operations for buildings currently in place.

RFI 13 RESPONSE: The information requested is not readily available, and due to the

RFI 14: Please provide information on compressed air plants and systems - is there a central compressed air plant serving multiple buildings? Or are there compressed air systems in separate buildings?

RFI 14 RESPONSE: There aren’t any central compressed air plants. There are some compressed air systems.

RFI 15: Please describe lighting technologies installed and if lighting is from fluorescent or LED technologies. Are lighting controls installed in buildings?

RFI 15 RESPONSE: There are a variety of lighting technologies present (LED, fluorescent, incandescent, etc.) along with a variety of control systems for interior and exterior.

RFI 16: Are there steam systems installed on site?

RFI 16 RESPONSE: There are a few steam systems.

RFI 17: Can the government please clarify and add more specificity to what is meant by building monitoring and controls, i.e. can that be interpreted to mean building energy submetering and/or BAS expansion?

RFI 17 RESPONSE: Building monitoring and controls relates to EMCS/BAS type ECMs.

RFI 18: Can the government please elaborate on the UESC project presented in the data sent with this ESPC Task Order? Specifically, we would like to know if this stated UESC project scope is happening concurrently with this planned ESPC, or if scope will be complete by the time this ESPC commences.

RFI 18 RESPONSE: UESC project is in performance phase which is expected to reach full term in Mid-2026. The Government is looking to include the UESC facilities within the new ESPC project if timelines correlate (i.e. ESPC Award / Expiration of UESC).

RFI 19: Can the government please clarify what critical loads and operational requirements would be supported and required by the microgrid?

RFI 19 RESPONSE: Generally the critical loads would relate to facilities and facility infrastructure, higher fidelity should/will be developed during the IGA portion of the project.

RFI 20: Can the government please clarify if ESCOs may reference non-ESPC/UESC energy projects if they are relevant to the scope of this NOO?

RFI 20 RESPONSE: Non-ESPC/UESC projects are not acceptable. The NOO requests references illustrating the ESCO’s past performance as the prime contractor or prime subcontractor on any ESPC or Utility Energy Service Contracting (UESC) project.

SECOND: All other terms and conditions remain as previously stated.
