About this file

This document is a Notice of Opportunity (NOO) for an Energy Savings Performance Contract (ESPC) for Maxwell Air Force Base and Gunter Annex in Alabama. The solicitation is being issued by the Defense Logistics Agency Energy to upgrade energy-related systems and equipment across 1.8 million square feet of facilities. Offerors are invited to propose energy conservation measures such as lighting retrofits, installation of variable speed drives, building control upgrades, and demand ventilation systems. The NOO does not specify pricing terms or response dates but provides an overview of current energy usage and building functions to inform offeror proposals. The awarded ESPC is expected to reduce energy and operational costs through performance-based contracting while modernizing infrastructure at the two military installations.

Note: consumption for 18 March was not registered by Spire's metering software and an estimate was created by not mentioned on the invoice. The estimate is almost an exact match for the average of consumption on 17 and 19 March. Looks like it was adjusted slightly upwards due to weather (heavy rain on 18 March). This contains at least 12 days of estimated consumption by Spire. Have sent a request for information to Travis Bentley. Response: The meter wasn't transmitting but was incrementing. Spire technicians fixed the transmitter at the start of May and read the meter, then divided the known consumption by the number of days that the transmitter had not worked properly. The total billed is accurate. 5,629.1 DUKE, LAUREN C CTR USAF AETC 42 CES/CENPE: DUKE, LAUREN C CTR USAF AETC 42 CES/CENPE:

The first day was marked as 0.00 consumption, but that is because the meter wasn't transmitting. It was, however, incrementing. I have asked Spire's Griffin McNeill for confirmation. 6 April 2022.

This includes a $42.00 credit where DFAS had paid an unsolicited and unnecessary interest payment for a Dec 2020 consumption bill that they had submitted late but hadn't coded for an interest payment. Not knowing what to do with it, Alabama Power put it on the Gunter account credit.
