About this file
This document is an amendment to a Notice of Opportunity for an Energy Savings Performance Contract at Maxwell Air Force Base and Gunter Annex in Alabama. The amendment provides clarification on the project approach factors and past performance factor, modifies the page limits and information required for each factor, and responds to requests for information from industry. Under the project approach factor, offerors are required to demonstrate their management capabilities and personnel qualifications, investigation approach, recommended energy conservation measures and cost savings estimates, approach to mitigating impacts on the Utilities Privatization provider, and use of small businesses. For past performance, offerors must provide details on four references for energy savings performance contracts or utility energy service contracts as a prime contractor, including a brief description, agency point of contact, location, contract number, award and completion dates.

Amendment 0001
FIRST: The following clarification is provided: UP, as referenced in the Notice of Opportunity (NOO) stands for Utilities Privatization.
SECOND: Factor – ESCO approach is modified as follows:
FROM:
Factor 1 – ESCO Approach: (Fifteen (15) single-sided pages maximum)
The ESCO’s response to this factor shall include sufficient information to identify and describe the ESCO’s project management capabilities, general approach and proposed strategy for this project, addressing the identified ECMs in paragraph 3 of the NOO.
To qualify as an ECM under this NOO and any resultant TO award, any ECM or component in an ESCO's response must improve energy efficiency consistent with 10 CFR § 436.31 and otherwise meet the definition of ECM as defined in the DOE Fourth-Generation ESPC IDIQ. The Government is not seeking a response similar to a PA. The Government is only looking for a reasonably illustrated approach as to how the ESCO would pursue energy conservation efforts to meet Maxwell AFB’s needs. The response shall present the following:
a) ESCOs shall present the ESCO’s management capabilities and personnel qualifications related to
Maxwell AFB’s facility characteristics and the project objectives to a) manage the design, construction, and continued performance of ECMs in efficient and cost effective manner; b) management style and capacity for resources as demonstrated through the organization and critical project personnel.
b) ESCOs shall present the ESCO’s approach to its investigation and development of its recommended ECMs for Maxwell AFB culminating in the scope of work for this project. The ESCO shall provide its rationale for each ECM recommended and the determining factors that led to the recommendation. The response must provide clear and convincing evidence as to why and how the selected ECM(s) will meet the needs of Maxwell AFB. The ESCO shall draw upon and reference information provided in Attachment 1- Maxwell AFB Building Data for the development of its response, as well any applicable industry standards and all other information reasonably available. The ESCO shall also address its plan for energy data verification for high consumption buildings with ECMs other than lighting that have no or non-functional meters. In addition, the ESCO shall submit a draft Task Order Schedule 4, Performance Period First Year Estimated Cost Savings, by ECM illustrating the ESCO’s recommended ECMs savings, less the ECMs’ associated implementation costs. Any included industry standards may be submitted in 11x17 size and format to improve readability, which does not count against the page limit for Factor 1. Any ESCO’s assumptions utilized in the development or selection of ECMs shall be clearly presented and highlighted in its response.
c) ESCOs shall include a discussion of resources it intends to utilize during the project, as well as the use of small businesses and subcontracting or teaming arrangements to be established if selected.

The ESCO shall also provide its approach for how it will mitigate cost impacts to the UP provider.
c) ESCOs shall include a discussion of resources it intends to utilize during the project, as well as the use of small businesses and subcontracting or teaming arrangements to be established if selected.
THIRD: Factor 2, Past Performance is modified as follows:
FROM:
Past performance will be evaluated based upon information provided by the ESCO, information available to the Government on the Past Performance Information Retrieval System (PPIRS), and any other knowledge or information available to the Government. The Government is not limited to reviewing only those references provided by the ESCO. The Government may also consider the ESCO’s performance on contracts not submitted by the ESCO and that the Government is aware of, or becomes aware of as a result of other means or sources.
TO: Factor 2- Past Performance (One (1) single-sided page maximum)
The ESCO’s response to this factor shall include four (4) references illustrating the ESCO’s past performance as the prime contractor or prime subcontractor on any ESPC or Utility Energy Service Contracting (UESC) project. The ESCO shall provide a brief project description, the agency/owner point of contact (name, title, phone number, and email address), location of each project, contract number, date of task order or contract award, and actual or anticipated project construction completion date. The Government will use its discretion to determine the sources of past information used in the Past Performance evaluation. The information may be obtained from the Government’s knowledge of contractor performance, other government agencies or commercial entities, or past performance databases. It is not a requirement that the ESCO have past performance history in the execution of its recommended ECMs for this project. The DOE Fourth Generation ESPC IDIQ has already determined each ESCO responsible for the sound implementation of each of the technical categories.
FOURTH: The following RFIs have been received from industry and are addressed as follows:
RFI 1: Factor 2 States:
Past performance will be evaluated based upon information provided by the ESCO, information available to the Government on the Past Performance Information Retrieval System (PPIRS), and any other knowledge or information available to the Government. The Government is not limited to reviewing only those references provided by the ESCO. The Government may also consider the ESCO’s performance on contracts not submitted by the ESCO and that the Government is aware of, or becomes aware of as a result of other means or sources.
The NOO does not specify the number of projects the ESCO should submit, or a page limit requirement regarding Factor 2. Please provide clarification on the information requested by the Government for Past Performance projects, number of projects requested, and format of proposal submission requirements.
RFI Response: The NOO is modified as addressed in THIRD above.
RFI 2: Factor 2, Past Performance states that “Past performance will be evaluated based upon information provided by the ESCO”, among other information available to the Government. To better understand the requirements:
1. What reference project information should ESCOs provide (I.E. description, contract dates, size, customer contact, etc.), and for how many projects?
2. Will past performance on non-federal reference projects be considered for ESCOs that do not have CPARS records?
3. What criteria must be met for projects to be considered for past performance?
RFI 2 Response: The NOO is modified as addressed in THIRD above.
FIFTH: All other terms and conditions remain as previously stated.
