Amendment 0004
The following answers to contractor’s questions are provided:
1. QUESTION: Given the 12-hour response time requirement and the distance between Georgia, Texas and our somewhat limited office locations as a small business entity, will the government allow for a Team subcontractor to fill the Project Manager position as long as that individual has the authority to make decisions regarding the contract?
ANSWER: The company experience can come from any team member.
Per solicitation amendment 0003, which added Special Notes Section J to the PWS: To assure continuity between the facility, the Contractor’s home office, DLA Energy and DLA Installation Support for Energy, the
Contractor shall employ, during the life of this contract, a Project Manager who has a complete understanding of the terms and conditions of this contract, can make decisions concerning this contract, will oversee task orders, and has experience in the environmental assessment, environmental remediation, and emergency response.
2. QUESTION: How will the sample scenario be used in evaluating the bidders?
ANSWER: DLA will review the bidders response to the sample scenario as part of its technical evaluation.
DLA will often present similar information to its environmental services contractors either informally or formally as part of a Request for Proposal. This sample scenario gives you the opportunity to show your strengths and competencies as a company in evaluating limited geologic and hydraulic data to propose a restoration strategy to DLA. The sample scenario also allows DLA to gain a flavor for the approach a potential contractor might take to clean up a given site. As you formulate your response keep in mind DLA's goals to accelerate site closure while a balancing costs.
3. QUESTION: Will DLA allow substitutions to the lab methods mentioned in the RFP? Several of the methods are obsolete. What certifications are required for the laboratory?
ANSWER: No. For the purposes of evaluating the proposals, each of the lab methods should be priced. These methods, historically, have been utilized by DLA. Should differing state requirements and/or the recommendation of a contractor necessitate the utilization of other methods, these methods under the cost reimbursement CLIN.
4. QUESTION: Are the site closure and NFA letters excluded from the page count of the Technical
Management Proposal?
ANSWER: DLA will not count site closure or NFA letters as part of the page count for the Technical
Management Proposal. Also, DLA will not count resumes against the page count.
5. QUESTION: Will contractor be able to perform assessments and conduct remediation work based on their assessments?
ANSWER: No. All work must be ordered by the Contracting Officer. After completion of an environmental assessment, DLA will review your recommendations, and request a proposal for the follow on remediation work. DLA will take into account state requirements, its own remediation goals, and the recommendations of its contractors when ordering environmental services. It is likely, but not guaranteed, that this request for proposal will incorporate some or all of the recommendations provided to the government by the contractor.
Amendment 0004
6. QUESTION: Page 68, Section L.1.ii. Does the one page maximum for the Scenario Response include the table for CLIN Level of Effort requirement or is that in addition to?
ANSWER: DLA will not count the table for CLIN Level of Effort against the one page written scenario response, however, the written scenario response and the table for CLIN Level of Effort together count against the 40 page limit for the Technical Management Proposal.
7. QUESTION: Please confirm t whether NFA letters count towards the page count limit. If they do, is it acceptable to scan them putting two per 8 1/2 x 11-inch page to minimize the number of pages needed to fulfill this requirement?
ANSWER: DLA will not count site closure or NFA letters as part of the page count for the Technical
Management Proposal. Also, DLA will not count resumes against the page count.
8. QUESTION:Does the Analytical Lab used need to be a DoD certified Lab? Are state certifications required?
ANSWER: A DoD certified lab is not required. A state certified lab is required.
9. QUESTION: Superior analytical technology has replaced methods outlined in the RFP. May we propose alternate laboratory methods in our technical approach?
ANSWER: Yes, you may propose alternate laboratory methods in your technical approach, however, for the purposes of evaluating the proposals, each of the lab methods should be priced. These methods, historically, have been utilized by DLA. Should differing state requirements and/or the recommendation of a contractor necessitate the utilization of other methods, these methods under the cost reimbursement CLIN.
10. QUESTION: We are assuming that the lab reports will require a standard EDD package with Level III or IV deliverables. Is this assumption correct?
ANSWER: Correct. We do not have a custom reporting requirement. The standard analytical report should contain at a minimum the analytical results, result units, method references, reporting limit, and date of analysis.
