Contracting Officer may conduct discussions using on-line reverse auctioning as a pricing technique, for this solicitation, the Contracting Officer has decided to not use reverse auctioning.
H. The column heading “CLIN” on the Ft. Hood Price Proposal Worksheet (solicitation attachment 3) is corrected to read: Reference Number.
I. The following answers to contractor’s questions are provided:
1. Task 12 Monitoring is not a separate Task on the Price Proposal Worksheet for Hunter (sub CLIN 0080).
Does this Task need to be added for Hunter? Also, please provide the existing self-monitoring program, including # of samples to be collected, sampling frequency, testing parameters, and reporting frequency for
Hunter.
ANSWER: Task Twelve, which is not applicable to these locations, has been deleted from the PWS.
2. For Task 12 Monitoring for Fort Hood, please provide the existing self-monitoring program, including # of samples to be collected, sampling frequency, testing parameters, and reporting frequency.
ANSWER: Task Twelve, which is not applicable to these locations, has been deleted from the PWS.
3. The Performance Work Statement, pages 3-4 of Attachment 1, specifies a California Geologist in Tasks 4 and 5. Can you confirm that a Georgia Geologist is required?
ANSWER: A California Geologist is not required for this solicitation. The requirement is to have a licensed geologist in the state for which work is to be completed. For this solicitation, a geologist licensed in the state of
Texas is required for DFSP Fort Hood, and a geologist licensed in the state of Georgia for DFSP Hunter.
4. May more than one Project Manager be assigned to a single solicited facility?
ANSWER: No only one Project Manager is to be assigned at a facility. Per the Addendum to 52.212-1:
Instructions to Offerors – Commercial Items, Volume I, Technical Management, Proposal: The proposal must provide a Project Manager for each solicited facility; however, it is acceptable to provide the same Project
Manager for two or more facilities.
5. How will item #126 - percent markup for overhead and profit be evaluated? There is no estimated quantity to multiply that percentage by to get an evaluated extended price.
ANSWER: Per the PWS Task 15, this Task is reimbursable and is the only one under this contract for which the contractor will be entitled to mark-ups for overhead and profit (OH&P) to be added to the direct cost of the work since the prices offered on all other TASKS are to include OH&P. The percentage entered into the spreadsheet is required, is not part of the evaluated total, and will be used for reimbursable items during contract performance.
6. Are there any recurring sampling (annual, semiannual etc.) events for compliance at HAAF? The pricing sheet shows 125 samples analyzed for 8260 indicating that this may be a known groundwater parameter sampled on a recurring basis.
ANSWER: No. All ongoing sampling is linked to restoration cleanup goals.
7. Is it permitted to deliver the costing spreadsheet on CD-ROM instead via e-mail? If so, how many CD-
ROMs would you want (Do you want a CD-ROM for each hardcopy of Volume 2, or would 1 CD-ROM suffice)?
ANSWER: Yes. See C. Addendum To 52.212-1: Instructions To Offers – Commercial Items, Volume II –
Business Management Proposal, c. Section III – Price above.
8. Are you able to receive FedEx and UPS packages at the following address?
ANSWER: Yes.
9. Are there security issues that would prevent/delay this type of delivery?
ANSWER: No.
10. In lieu of Past Performance Questionnaires, would you accept copies of CPARS or PIPRS? If so, can we send these CPARS and PIPRS with the proposal, as opposed to sending them ahead of time via e-mail?
ANSWER: No. They are required by Addendum To 52.212-1: Instructions To Offers – Commercial Items, Section II – Past Performance. We pull CPARS and PIPRs reports as part of the review process.
11. Regarding the Pricing clause below, since we have not had a DCAA audit, but are confident that our system and protocols can meet the government accounting standards, can we self-certify that we will have in place a
DCAA acceptable system, to be certified by DCAA or a CPA, prior to award?
ANSWER: If the offeror does not have Accounting System Certification IAW clause 52.212-1 by the submission due date a statement may be submitted to that effect (offeror does not yet have the certification), and that the offeror understands that the statement certifying the offeror’s accounting system IAW ADDENDUM
TO 52.212-1: INSTRUCTIONS TO OFFERS – COMMERCIAL ITEMS must be submitted prior to the contract award.
12. Will our bid be considered non-responsive if we do not include an Accounting System Certification by a
CPA with our proposal? With the holiday, we are having difficulty getting the CPA certification by the proposal due date of Dec. 4.
ANSWER: See above.
13. Paragraph B (page 2 of 73), states offerors envelope should include the words “Offer Under Solicitation
SP0600-13-R-0529”
ANSWER: This should read solicitation SP0600-14-R-0504.
14. Question/Confirmation – Please confirm the submittals should be sent to the following:
DLA Energy-FESAC
Attn: Bid Custodian
8725 John J. Kingman Road, Suite 2945
Fort Belvoir, VA 22060
ANSWER: Yes. This is the correct address.
15. In Section H, Paragraph H0003 (page 16 of 73), the insurance provisions indicate “AT LEAST” coverage values. Question - Are these values the required insurance coverage, or is there a maximum value that we may also have to meet?
ANSWER: These are the minimum coverage amounts required. There is no maximum.
16. Provision 52.246-25(b) states that the Contractor is liable for “lack of good faith” which isn’t defined and is too vague. Please clarify.
ANSWER: Mirriam-Webster defines Good Faith: honesty or lawfulness of purpose
17. Please confirm, as stated in the site visit, that the offerors intent is NOT to utilize reverse auctions for this work?
ANSWER: IAW DLAD 52.215-9023 REVERSE AUCTION (NOV 2012) on page 72 of the solicitation, the
Contracting Officer may conduct discussions using on-line reverse auctioning as a pricing technique, however for this solicitation, the Contracting Officer has decided to not use reverse auctioning. See G. Above.
18. Within Section L, Volume1 description (page 68 of 73), it states resumes will not be considered in the 40 page limit. Within Volume 2 description (69 of 73), it is requested that resumes be included in the Past
Performance section and are limited to 2 pages.
a. Confirmation – Please confirm resumes should be included in Volume 2 only?
ANSWER: That is correct.
19. Do resumes need to be submitted for every position listed in the pricing worksheet or are there only key technical positions that DLA would like to see resumes for?
ANSWER: IAW Addendum To 52.212-1: Instructions To Offers – Commercial Items, Section II – Past
Performance, specifies Project Manager.
20. The pricing spreadsheet states it is for the “full five-year term of the contract” – Are we to provide for each line item a single rate for the 5 years, or is a first year base rate plus an annual escalator allowed?
ANSWER: The rate entered in the pricing worksheet is the rate for the five years of the contract – there will be no escalation.
21. It is stated in Section B - Firm-Fixed Price rates submitted in Attachment 3 "Pricing Proposal Worksheet" will be incorporated into the resultant contract as ceiling rates to be utilized in the preparation of quotes at the
Task Order level. This suggests the rates submitted should be acceptable for the entire 5 year contract, but that
DLA may request lower rates for specific Task Orders? Please confirm?
ANSWER: The rate entered in the pricing worksheet is the rate for the five years of the contract.
22. Section B shows a Chart with CLIN 0001, 0002, and 0003. Does this chart need to be completed along with Attachment 3 spreadsheet?
ANSWER: No.
23. As a Small Business we intend to have a larger firm supporting us as a subcontractor.
a. Question - For pricing line items that overlap between the 2 firms, should we provide separate pricing for each firm or does one unit price fit all?
ANSWER: The rate entered in the pricing worksheet is the only rate for the five years of the contract for those items. The prime contractor is responsible for the work of subcontractors and their payments.
24. It appears the electronic pricing spreadsheet (Attachment 3) can be emailed – please confirm this is to be emailed?
ANSWER: No, it should be submitted on CD Rom. See C. Addendum To 52.212-1: Instructions To Offers –
Commercial Items, Volume II – Business Management Proposal, c. Section III – Price above.
25. We are to assume 30 hours for Work Plan preparation. Is this to include the review cycle?
ANSWER: Yes the 30 hours is inclusive of the review cycle.
26. Please confirm that one review cycle is considered sufficient?
ANSWER: One review cycle is considered sufficient for the purpose of completing the pricing spreadsheet.
For complex work plans, or where additional reviews are required, additional hours beyond the 30 hours included may be awarded.
27. Will DLA allow for smaller font size within tables and charts?
ANSWER: Yes, 10pt Arial Narrow will be accepted for tables and graphics only.
28. Will DLA allow 11x17 sized pages to be used, and if so, will they count as 1 page?
ANSWER: Yes, 11x17 sized will be accepted for tables and graphics only and it will count as one (1) page.
29. Can DLA please confirm that the Petroleum Remediation Experience is to be solely from the offeror and not a team member.
ANSWER: The company experience can come from any team member.
30. Section iii. Petroleum Remediation Experience, requires copies of site closure or no further action required letters from regulatory agencies. Will DLA please confirm that these letters will not count towards the volume’s
40- page limit. Also, please confirm that these can be provided in an appendix.
ANSWER: Letters do count towards volume’s 40 page limit. And yes, they can be provided in an appendix but appendices are part of the volume’s 40 page limit.
31. The CLIN estimate worksheet is missing Task 12 - Monitoring, is this intentional?
ANSWER: Task is not applicable for this solicitation and has been removed from the PWS.
32. CLIN 0002 (Reference Number 0126) has no evaluation estimate associated with it, how will this percentage be evaluated for pricing purposes?
ANSWER: For CLIN 0002 (Reference Number 0126) offeror is to propose the percentage which is part of the pricing proposal evaluation. The percentage itself is not evaluated, except in comparison to generally accepted business practice for this kind of O&H markup. See PWS: Task 15. Other Direct Costs (Cost Reimbursement).
33. Could the DLA provide any additional clarification on the "relevancy determination" assigned by the review team to past performance references (page 72 of 73)?
ANSWER: Per The Addendum To 52.212-1: Instructions To Offers – Commercial Items, Section II – Past
Performance, relevancy is based on contracts held in the past 5 years providing services similar in scope and complexity to the requirement in this solicitation. The offeror should describe how their experience and success in performing tasks that are similar to those in the PWS, and how they demonstrate experience performing
Environmental Response Services for DoD bulk storage terminals or fuel storage terminals of similar size and complexity.
34. Please confirm whether the Project Manager needs to be onsite within 12 hours. Also, please clarify whether the Project Manager can be a subcontractor if the Program Manager is from the prime contractor.
ANSWER: The performance work statement indicates that the contractor shall immediately respond when notified by DLA that there is a fuel release or a discovery of contamination that requires immediate emergency services to mitigate the risk to human health and the environment. For the purposes of this solicitation, a response time longer than 12 hours would be considered unsatisfactory.
35. During the site visit there were discussions regarding UST removal – will this be part of the DLA contract?
ANSWER: The UST removal is part of DLA’s Military Construction or MILCON program and will not be included in this contract. Activities such as the removal and disposal of contaminated soil discovered during
MILCON activities may be included under this contract if the costs exceed the amounts allocated under the
MILCON contract.
36. Also noted during the site visit was the ongoing cleanup. DLA mentioned that a barrier wall would be installed by CB&I (formerly Shaw). Please confirm what, if any, activities will remain after the barrier wall is installed. Will additional soil removal or additional treatment be required?
ANSWER: After removal of the USTs in Fiscal Year 2015, DLA will be required to address remaining contamination at the site. A source removal will likely be required, and is anticipated to be included as part of this contract. After the source removal, should the site still exceed cleanup target levels, additional treatment may be required.
37. DLA stated that the Army would initially respond to the cleanup – please confirm whether the contractor is to supply a cleanup crew within 12 hours of the spill. Can DLA confirm the scenario where the contractor would take over from the Army?
ANSWER: All emergency response activities are typically the responsibility of the host installation (Army). As a result, the contractor would not be expected to supply a cleanup crew. The project manager, however, should deploy to the site of the spill within 12 hours to provide oversight, and technical recommendations to DLA regarding the spill cleanup activities. Once the emergency response is complete, the contractor would begin with the site assessment phase.
38. Existing reports were not included in the backup documents provided – Can DLA supply this information?
ANSWER: Any reports will be available at the site after contract award.
39. Can the DLA provide an extension so that the contractors will have time to complete the proposal process?
ANSWER: Current proposal submission date remains Wednesday, 4 December 2013 3:00 p.m. EST.
40. The RFP states that the Table of Contents does not count towards page count. Please confirm whether
Proposal Covers, Cover Letter, List of Exhibits and Acronym List also will not count towards the page count requirement.
ANSWER: IAW Addendum To 52.212-1: Instructions To Offers – Commercial Items, theTechnical
Management proposals in this RFP shall be limited to 40 single sided, 8 ½” x 11” pages, including Appendices and Attachments. The Table of Contents, Section I – Exceptions (required), and resumes will NOT be considered in the page limit.
41. Is it acceptable to use less than a 12-point font in Tables and Graphics? If so, please specify smallest font acceptable for such.
ANSWER: Yes, 10pt Arial Narrow will be accepted for tables and graphics only.
42. Is it acceptable to use 11 x 17-inch paper for presentation of tabular information? The project experience table and perhaps the Project Manager table in particular look like they will require such in order to present the information in the most usable manner. If the paper size is acceptable, please confirm how many pages are counted on 11 x 17 size paper.
ANSWER: Yes, 11x17 sized will be accepted for tables and graphics only and it will count as one (1) page.
43. Page 69, Section II Past Performance. We assume that the definition of “contract” can be either a Master
Contract under which individual task orders are performed OR an individual task order. Please confirm.
ANSWER: Yes, however the requirement is for 2-5, so you want to submit those items that demonstrate evidence of experience in performing Environmental Response Services for DoD bulk storage terminals or fuel storage terminals of similar size and complexity the best.
44. Clients are not receptive/responsive to completing PPQs because of workload and the sheer number of requests they get. One Corp District recently instructed their personnel to NOT complete any requests. In light of this, would it be acceptable to provide a copy of the PPIRS evaluation from the Government system; a previously completed questionnaire (PPQ Zero template from Navy) or a Letter of Recommendation vs. sending the questionnaire included in the RFP to the client?
Given the site visit dates and the Thanksgiving Holiday would the Government extend the proposal due date to
December 13?
ANSWER: No. Addendum To 52.212-1: Instructions To Offers – Commercial Items, Section II – Past
Performance specifies Past Performance questionnaires. We pull CPARS and PIPRs reports as part of the review process.
45. At the site visit it was indicated that there has been very little emergency response work under the current contract. In light of this, we are asking if the Government would consider reducing the number of projects that need to have been for emergency response work from the current six to a lesser number?
ANSWER: No. Addendum To 52.212-1: Instructions To Offers – Commercial Items,– Volume I, Technical
Management Proposal, iv. Project Manager Experience – specifies submitting information about six (6) emergency responses to petroleum discharge incidents which the proposed Project Manager has been involved with.
46. We notice the CLIN structure of the two price worksheets are not set up the same. One has one CLIN with
127 Sub CLINS and the other has 127 CLINS. Is there a reason for this difference?
ANSWER/CLARIFICATION: The Hunter AAF Price Proposal Worksheet has both the CLINs which are the same as the CLINs and reference numbers in clause B-0001 B35 Services to be Furnished and Prices, shown in the chart on solicitation page 7. The Ft. Hood Price Proposal Worksheet is corrected to read: Reference
Number. See item H. above.
Is it acceptable to present ongoing projects in demonstration of past performance and will they be evaluated just as completed project work is? And if it is acceptable, what percentage complete do the ongoing projects need to be?
ANSWER: Yes, ongoing projects may be submitted for past performance. The offeror should describe how their experience and success in performing these tasks that are similar to those in the PWS, and how they demonstrate experience performing Environmental Response Services for DoD bulk storage terminals or fuel storage terminals of similar size and complexity.
47. Please confirm that the past performance of a subcontractor who is a member of the Team can be included and that evaluation will be for that of the Team vs. individual companies.
ANSWER: Yes it can be included; but recommend you describe how the experience reflects the offeror’s capabilities, describes the teaming arrangement, and how the work shows the company can provide
Environmental Response Services for DoD bulk storage terminals or fuel storage terminals of similar size and complexity.
48. Will the Government implement the Reverse Auction in the award of these contracts?
ANSWER: No. See item G. above.
49. Pg 3-4 of the PWS. Task 4 Soil Borings and Task 5 Monitoring Wells: These sections reference
California Geologist or the State of California. We assume this is in error, but please clarify/correct.
Tasks 4 and 5.
50. There have been requests for information regarding the current contract and contractor at Ft. Hood TX.
Period of performance July 1, 2009 – June 30, 2014
Current contractor: Shaw
Task orders issued: 0001
Task Order 0001 – issued August 25, 2009 for creek clean-up and monitoring due to flooding with petroleum on creek surface water. This work continued until the creek environmental cleanup site was closed. The task order for the closure was issued April 26, 2011.
