Appendix C
PRICING STRUCTURE
The following is the Government's expectations for price. It is the Government's intent to make award based upon the best value for each state.
a. For the fuel products the Contractor's fixed price (FP) per gallon will be tied to an economic price adjustment (EPA). Contractor's FP should be inclusive of all costs associated with acquiring the product including transportation, associated taxes, and profit.
b. Readiness Fee (progress payment): payment paid permodically (quarterly) to vendor to maintain a satisfactory level of readiness. Because it is the Government's intent to award based upon the best value per state there is one readiness fee CLIN per state.
c. Truck Hourly Rate: The hourly rate is intended only for the periods when the truck is at the delivery points (MC(s)/SA(s) and points of distribution (PODs) and is idle, waiting for the truck to be offloaded, or issuing fuel at a designated FEMA site. This price should include all transporta6on costs including to and from MC /SA and all associated cost with supporting requirement as described in the PWS.
d. Back haul: In the event that the government cannot find a location for the entire unused product, the government will seek contractor support for back haul. Amount to be paid for back haul services will be processed as a claim to the contract.
MOBILIZATION
Amendment 0003
SP0600-14-R-0206
Contractor will be paid a readiness progress payment starting when the contract is awarded.
After contractor has been acti vated and an order has been received by the contractor they will precede to incident support bases (ISBs) designated on the order. When they arrive a DLA Energy QAR will inspect product and a FOO will provide acceptance. Upon FOO acceptance FEMA/DLA Energy now owns the product. In addition, acceptance of the product is when the contractor's clock begins running for the hourly rate. Contractor may be instructed by the FOO to go to a point of distribution (POD) up to 300 miles away from the MC/SA.
This may continue for days.
DEMOBILIZATION and DEACTIVATION
Nearby facility
300 mli e radi'$
Original Point of Origin
Once the emergency has been neutralized the FOO will instruct contractor to demobilize. if necessary. Contractor may be tasked to del iver remaining product to a nearby facility. After demobilization the FOO will deactivate the contractor. Deactivation stops the clock for the contractor's hourly truck rate. Contractor will then return to their original point of origin.
Should the government not be able to find a location for the entire unused product the government will seek contractor support for back haul.
