Jet A MILCON Project
Background
- Tanks 1-4 were originally constructed in the 1950s (Attach 1). Tanks 1 and 2 were the
Hydrants tanks with a capacity of 387K gallons. Tanks 3 and 4 were Maytag storage tanks with a capacity of 314K gallons. The total capacity of JB Charleston was 3.7M gallons of Jet A.
MILCON Project
- MILCON contract# N69450-12-C-1757 was awarded to on Mid-Eastern Builders (MEB) on 28
Sep 12 to with an estimated completion date of May 14 (Attach 2). The actual construction began Jan 13 with the demolition of Tanks 1-4. The project includes the new construction of:
three Jet A tanks, a pumphouse, a 10” transfer line, ground product tanks and offloading header, Jet A tank truck offloading headers, and an Operations building for DLA-Energy. New security fencing will be constructed to expand the controlled area around the new tank and facilities.
Tanks
- MEB will construct three new tanks. Tanks 1 and 2 will be the new Air Force operational tanks with a combined capacity of 40Mbbls (Attach 3). Tank 4 will be the new DLA-Energy storage tank with a capacity of 80Mbbls (Attach 4). Tank 5 is currently the DLA-Energy storage tank with a capacity of 50Mbbls. It is being used as an operational tank as well until project completion. This will change JB Charleston’s total shell capacity to 8M gallons, including the two flightline operating tanks.
Pumphouse
- DLA-Energy will get a new receipt/transfer pumphouse (Attach 5a - 5b). This pumphouse will filter the fuel coming in from the DFSP receipt line. It will also be capable of transferring fuel through the new 10” transfer line to the two flightline operating tanks. It will also be equipped with a pig receiver and a pig sender.
Transfer line
- A new 10” fuel transfer line will be constructed along Taxiway D (Attach 6). This will replace the existing line that runs under the new CES buildings currently being constructed. It will also be equipped with a pig receiver at Pumphouse 2.
Ground Product tanks and offloading header
- The existing ground product tanks and offloading system have been demolished. It will be replaced by two 12K gallon tanks and new offloading headers for each grade (Attach 7a-7b).
Jet A tank truck offloading header
- The existing headers will be replaced with three skid-mounted offloading headers (Attach 8).
DLA-Energy Operations building
- A new operations building will be constructed to house the DLA-Energy contractors (Attach 9).
There will be an office room, bathroom and a storage/workshop.
