Can you clarify whether or not there is a requirement to provide guard services, and what the hours will be?
Answer: The offerors/bidders must understand that these contract services are required at two separate locations/sites. The requirements for the DFSP Terminal are under outlined in Section C-5.0 Performance requirements-DFSP Charleston of the PWS. The requirements for Joint Base Charleston (JBC) are outlined under Section C-5.23 Performance requirements-DFSP Charleston of the PWS. The guard services are only required to be performed at the DFSP Charleston Fuel Terminal, not the JBC. As the JBC, it’s the military bases responsible to provide force protection, not the contractor. The Guard hours for the DFSP Terminal are outlined in (C-5.19.3
– Terminal Guard Hours of the PWS).
12. Please provide historical data related to terminal operations sufficient to develop staffing requirements and proposal pricing. Statistics should include numbers of tankers/barges/rail cars/tank trucks/pipeline receipts per year and approximate loading/offloading durations. How frequently do such operations go beyond normal working hours? Such historical data is critical to pricing in a fixed price arena where contract requirements are typically definable and quantifiable.
Answer(s)
a. Estimate numbers of tankers/barges: est. every 30-45day
b. Estimate offloading durations for tanker/barges: 24hrs
c. Estimate number of rail cars: 7-14 Weekly (varies range)
d. Estimate loading/offloading durations for rail cars? TBD

g. Estimate number of pipeline receipts: From the Barge to the DFSP, every 30-45 days. From the DFSP to JBC, 3-5 per week
How frequently do such operations go beyond normal working hours?
h. Answer: Rare; if so, IAW APPENDIX “F” of the PWS, CLIN 1004, Overtime, can be used to support overtime request.
13. What is the off-loading rate from the pier to the terminal?
Answer: Estimate: 8,500-10,000 barrels per pipeline (two offloading headers via two outgoing pipeline)
14. How many times are vessels received at the pier and what is the average quantity unloaded?
Answer: Estimate: 1 vessel per 30-45 days /150-180MBLS
15. What is the average off-loading time per vessel?

Answer: The radios make, model, accessories are totally up to the offeror to decide, just as long as the radio meets the requirements outline in the PWS, C-5.22 – Contractor-Furnished Equipment and Services, (Contractor-Furnished Communication Services Requirements). During the pre-proposal conference, the offerors/bidders should be able to observe the radio’s that are currently used.
21. Reference PWS paragraph C-1.1 and Appendix “E”; Paragraph 1.1 states that JB Charleston has an
80,000-barrel tank, two 20,000-barrel tanks and one 60,000-barrel tank. This information does not match the information provided in Appendix “E” which only shows 2 Jet-A tanks. Please clarify/update the provided information.
Answer: Appendix E, Identifies the specific operational requirements for the JBC terminal. The offerors/bidders will be responsible for providing services on these two tanks only, the other tanks on site will be the operational responsibility of the Air force personnel who the contractors will work jointly with during normal operational hours.
As stated in C-1.1 Joint Base Charleston fuel terminal is located within the perimeter of Joint Base Charleston. The tank fuel terminal consists of a newly constructed aviation fuel storage and distribution facility; the facility underwent reconstruction in August 2012, and is expected to be completed prior to this contractor starting (1May 2014).
Currently, the facility is still undergoing construction. Once the construction project is completed (prior to the contract start date, estimate, 1 May, 2014), the facility be furnished with 80,000-barrel tank, two 20,000-barrel tanks and one 60,000-barrel tank.
In Appendix E, the two mentioned storage tanks (4&5) will be the (only) two storage tanks the contractor will be required to provide operational services on.
22. Reference PWS paragraph C-5.4.1.4; This paragraph states, “Each storage tank is also equipped with a connection for draining water. For additional information see the DFSP Charleston Operation & Maintenance Manual. Also the Best Management Plan (BMP) addendum to the SPCC Plan should be referenced for detailed operating procedures for draining water from dike basins.” As the referenced documents are not included in Appendix C ‘Applicable Directives’, we respectfully request that they be published in order to provide a better understanding of the requirement.
Answer: TBD
23. Reference PWS paragraph 5.4.2, Marine Terminal Pipelines System; Please confirm that the flow rate of the pipelines are only 8.5 Barrels 357 gallons) per Hour.
Answer: The actual flow rating in the PWS should read 8,500 barrels/hour. A modification will be made to the PWS.
24. Reference PWS paragraph 5.5.1, Tank Vehicle Receipts from the U. S. Army War Reserve Support Command, Combat Equipment Group-Float (AWRSPTCMD, CEG-F); Please provide additional information regarding this activity. Is the referenced vehicle along the lines of a R-11 type of tank truck? What is the historic/anticipated workload of this activity? Where does this activity take place, the CEG-F facility, or the DFSP?
25. Reference PWS paragraph 5.6, Terminal Product Shipments; Sub-paragraphs C-5.6.1 and 5.6.2 do not reference rail cars, is rail car loading still a part of the requirement?
Answer: Yes; currently, the DFSP Terminal ships fuel products via rail car to Shaw AFB (only).
The PWS will be updated to reflect this requirement.
26. Please expand on the contractors involvement regarding tanker/barge receipts. Is the contractor responsible for the setting of containment booms around the vessel? Do any of the contractors personnel have to go aboard the vessel? Are the contractor personnel have any involvement in connecting the vessel to the pipeline?
27. Reference PWS paragraph C-5.13.20.2; This paragraph states that “Herbicides and pesticides used must follow the guidelines of the DLA Pest Management Plan.” Please provide a copy of the DLA Pest Management Plan?

DFSP.
a. Answer: Yes, the guard will be positioned in the shed located at the main entrance of the facility; IAW the PWS outline in Section C-5.19.3 – Terminal Guard Hours.
b. Answer: Estimate: 7-14 per week.
29. What is the likelihood of activity overlap occurring, i.e. pipeline/barge receipts, transfers to
Charleston AFB, Tank truck and Rail car loading?
Answer: This is very likely; therefore, it’s imperative that the offeror understands that they must be capable of performing simultaneous operations in effort to meet the requirements outline in Table 2 (Terminal Operating Hours) and Appendex E GOCO performance requirements (Continuation-2) – Joint Base Charleston.
30. Reference Appendix “E”, GOCO Performance Requirements – Joint Base Charleston; In the limitations section for Jet-A, there is a reference to tank 3, however there is no Tank 3 listed as part of the Jet-A capacity. Please clarify.
Answer: The fuel facility is currently undergoing a major reconstruction; however, during the time the PWS was developed, tank-3 was in full operation. The PWS will be revised to reflect this change. The four bulk storage tanks will be number 1, 2, 4, and 5. The awarded contractor will have operational responsible for tanks 4 and 5 only. Tanks 1 and 2 will be the responsibility of the assigned air-force personnel.
