Amendment 0003, Page 2

A. This amendment is hereby issued to answer the following received questions:

1. Page 3, Section 1.5. The second paragraph mentions total turnover of 5,100 bbls of DF2. Since the stated required capacity for DF2 is 16,000 bbls, please confirm or clarify the estimated throughput requirement for

DF2.

DLA Energy’s Response: DLA Energy confirms the following:

• Through-Put: 5,100 bbls

• Annual Issues: 2,000 bbls

• Annual Receipts: 8,100 bbls

• Product: Diesel (RDF)

• Inventory Turns: 1

2. The RFP states that, “The facility will be capable of receiving tank truck simultaneously (6k to 10k gallon capacity).” Please clarify how many tank trucks the facility must be able to receive simultaneously.

DLA Energy’s Response: Facility should be capable of receiving (25) tank trucks in varying sizes for 6K to 10K Gallons capacity. Facility should be capable of simultaneously receiving four (4) tank trucks in varying sizes for 6K to 10K Gallons capacity. Four receiving points are required, with Meters and filtration capability.

3. The RFP states that, “The facility will be capable of shipping tank truck simultaneously (6k to 10k gallon capacity).” As above, please clarify how many tank trucks the facility must be able to load simultaneously.

DLA Energy’s Response: Facility should be capable of shipping (25) tank trucks in varying sizes for 6K to 10K Gallons capacity. Facility should be capable of simultaneously shipping four (4) tank trucks in varying sizes for 6K to 10K Gallons capacity. Four issuing Points are required, with meters and filtration capability.

4. Section 2.6 of the PWS. The last sentence in the paragraph is, “Do we want the storage tanks to be epoxy coated.” We assume that this is a residual comment from the internal review and editing process. However, please clarify whether in fact the tanks must be epoxy coated?

DLA Energy’s Response: Storage tanks are not required to be epoxy coated. If the contractor would like to put epoxy coating on the tank, approval from DLA Energy is required. Storage tanks should be designated for a single grade of fuel. If a product change is required in a tank(s), the tank shall be inspected, emptied and cleaned and re-inspected to ensure elimination of excessive rust or sludge. Conversions to certain fuels require special cleaning instructions. Contractor shall consult DLA Energy or the Service Control Points to receive instructions for proper cleaning and certification.

5. Section 2.8. of the PWS This section states that the contractor will be required to purchase the necessary additives for the fuel (FSII, CI/LI, and SDA). However, on page 10, the descriptions of the CLINs for the additives (1002 – 1004) state that the Government will normally purchase and provide the required additives.

Please confirm that for this solicitation the contractor will be responsible for purchasing the additives.

DLA Energy’s Response: See Amendment 0001.

6. Line Item 1001. Please clarify the volume of throughput that should be used as the basis for calculating the per barrel cost. This section refers to 105,000 bbls (presumably of F34), but this is inconsistent with the

Amendment 0003, Page 3

1,700,000 bbls of throughput for F34 stated in Section 1.4 (p. 3). There is also no reference to the total throughput of DF2. Please provide clarification regarding the throughput for each fuel to be assumed for the cost calculations of CLIN 1001.

DLA Energy’s Response: DLA Energy confirms the following:

• Through-Put: 1,700,000 bbls

• Annual Issues: 1,630,000 bbls

• Annual Receipts: 1,800,000 bbls

• Inventory Turns: 16.19

• Product: F34 with all associated additives

7. Section B – Paragraph 2.2 Paragraph states, “This meter will be capable of recalibration, reset, and register in U.S. gallons (USG).” May meters register in dekaliters?

DLA Energy’s Response: The use of dekaliters is acceptable. If the contractor is to use the dekaliters, they need to ensure that the paperwork and the receiver are aware that the initial register reading is in dekaliters.

B. Section 3. Volume II, Technical Proposal (a) (Page iii of the RFP) is revised to read as follows:

a) The technical proposal shall demonstrate the offeror’s ability to meet the Government’s requirements as set forth in this solicitation. An offeror’s Technical Management proposal shall provide, at a minimum, the information requested in Clause 52.215-1(2), “INSTRUCTIONS TO OFFERORS – COMPETITIVE ACQUISITION” (JAN 2004), DLA Energy Contract Provision L-0004-L116.01 – DATA REQUIREMENTS (STORAGE) (DLA ENERGY JAN 2013), L-0005-L201.02 – INSTRUCTION TO OFFERORS (COCO) (DLA ENERGY JAN 2012) and 52.212-2 Evaluation – Commerical Items (JAN 1999). Failure to provide the information requested by any of the evaluation factors may be considered a “no response” and a rating of “UNACCEPTABLE” given to the applicable factor, sub-factor, element or sub element.

C. All other terms and conditions remain unchanged.

[ X ] The above numbered solicitation is amended as set forth in Item 14. The hour and date specified for receipt of Offers [ ] is extended [X ] is not extended.
