Amendment 0002, Page 2
A. This amendment is hereby issued to answer the following received questions:
1. Are there any special access requirements to gain entry to Fort Belvoir to hand deliver the proposal? Our delivery agent will be a U.S. citizen with a valid driver’s license, but does not have CAC, etc.
DLA Energy’s Response: A foreign visitor request is required 30 days in advance for non US citizens. US citizens with valid ID should report to the main entrance (see address on page 1), and state their business to the police guard.
2. Will the Government consider extending the deadline of April 15, 2013 at 09:00 to April 15, 2013 at 16:00 to allow for the delivery of hard copies throughout the day? If not, what is the earliest time offerors may deliver their hardcopy proposal on April 15, 2013?
DLA Energy’s Response: No, an extension will not be provided. Proposals are due April 15, 2013 at 9:00AM.
For a hard copy to be accepted, the proposal is required to be submitted electronically by the closing date and time.
3. Paragraph states, “Upon completion, the Offeror’s past performance POC should forward the completed questionnaire to: Sean.Turner@.dla.mil via email no later than 3 days from receipt.” This sentence is not clear.
When are past performance questionnaires due?
DLA Energy’s Response: Past performance questionnaires are due by the close of the solicitation and should be sent to my attention.
4. Paragraph states, “All Contractors must be registered in the System for Award Management (SAM) database.” Are Afghan vendors precluded from this acquisition? Only American companies can register in SAM – TIN must be verified by IRS. Afghan companies are typically required to register in the Joint Contracting and Contingency Services (JCCS - https://www.jccs.gov/olvr) website.
DLA Energy’s Response: All contractors must be registered in SAM. Please see FAR clause 52.204-99 System For Award Management Registration.
5. Please confirm that only the following subfactors will be evaluated to determine if an offeror’s technical capability is acceptable:
1. Area of Consideration
2. Storage Tank Requirements
3. Grade of Product
4. Estimated Throughput Requirements
5. Tank Truck Fill Stand Facility
6. Product Receiving Requirements
7. Product Shipping Requirements
8. Filtration
9. Additive Injections
DLA Energy’s Response: The above 9 sub-factors will be evaluated for technical capability only. An acceptable technical capability rating is only part of the evaluation criteria, as price and past performance will be evaluated as well to determine overall acceptability.

Amendment 0002, Page 3
6. Shall we provide a price for three separate tanks?
DLA Energy’s Response: Yes, pricing information as well as the shell and fill capacities should be provided individually for each tank offered.
7. Please confirm the number of USG per barrel for each type of product to be stored.
DLA Energy’s Response: This solicitation is for 105,000 BBLS of F34/JetA1 and 16,000 BBLS of DF2/Diesel. The preferred unit of measure is barrels, 1 barrel = 42 USG. Offerors may offer less than the required capacity or offer exceptions/deviations to the solicitation and still be determined acceptable in accordance with Contract Provision M-0002-M72 – EVALUATION OF OFFERS (EXCEPTIONS/DEVIATIONS) (APR 1997).
8. We have four 6,000MT tanks. Is this enough storage to meet the Government’s monthly throughput requirements?
DLA Energy’s Response: Allowed throughput is based on yearly not monthly requirements. The US Government will be entitled to initial fill and final shipment during the performance period. Initial fill is defined as all recpeits required to fill the storage tanks to 100% of the awarded safe fill capacity. Final shipment is defined as all issues required withdrawing 100% of the awarded safe fill capacity. Any volume above the allowed throughput is considered Excess Throughput and is reimbursable under CLIN 1001AA
EXTP.
9. Lines Items 1002, 1003, and 1004 allow the contractor to be reimbursed by the Government at actual costs.
1) Are offerors not required to entire a price for these line items if they elect to be reimbursed by the Government at actual costs? 2) Will the Government allow contractors this option for Line Items 1005, 1006, and 1007?
DLA Energy’s Response: See amendent 0001.
10. C-0003-C19.07 SAMPLING AND TESTING OF PETROLEUM PRODUCTS (STORAGE) (DLA
ENERGY JAN 2012) – Is the offeror required to submit this representation with its proposal? If so, in which volume?
DLA Energy’s Response: This clause is included in the Offeror Submission Package (attachment 1 of the solicitation) and should be included in Volume 1, Offeror’s Submission Package and Price. .
11. L-003-L-116.01 Data Requirements (Storage): Paragraph states, “(a) Each proposal shall be accompanied by a map (a city street map is satisfactory) showing the exact location of the facility, a schematic drawing showing the facility layout and its relation to other facilities in the area, a description of equipment to be provided, line systems, pump capacities, and a complete cleaning, maintenance and repair history for each storage tank, to include the last American Petroleum Institute (API) 653 inspection as well as the scheduled date for the next API 653 inspection.” Prospective offerors storage tanks are brand new and have never been filled.
Is the prospective offeror required to submit a complete cleaning, maintenance and repair history for these new tanks?
DLA Energy’s Response: If the offeror is proposing new tanks, they should state and provide documentation when the tanks were built and providing future cleaning dates.
12. L-003-L-116.01 Data Requirements (Storage): This section requires various information be included within the proposal. Where shall offerors include this information?
Amendment 0002, Page 4
DLA Energy’s Response: This information should be included in Volume II, Techincal Proposal.
13. L-0004-L201.02 Instructions to Offerors: Paragraph states, “Complete all required representations and certifications.” Please provide a list of all representations and certifications required to be submitted with the proposal. There are numerous representations and certifications and it is not clear to the offeror which are required to be submitted with the proposal and which are not.
DLA’s Response: The Offeror Submission Pacakage includes the clauses in which the offeror is required to complete pertaining to represetnations and certifications.
14. L-0004-L201.02 Instructions to Offerors: Are offerors to provide a Technical Capability, Past Performance, Price, and an Offeror’s Submission Package? The two cited sections seem to contradict each other.
DLA Energy’s Response: Your proposal should include the information required in all 3 Volumes. Volume 1:
Offeror Submission Pacakage and Price, Volume 2: Techincall Capability, and Volume 3: Past Performance.
15. 52.212-2 Evaluation – Commercial Items: Paragraph states, “The offeror must demonstrate in its proposal a complete understanding of the Performance Work Statement provided in the solicitation. Failure to provide a realistic, reasonable, and complete proposal will reflect a lack of capability to perform the work requirements and will result in a determination that the offeror’s proposal is unacceptable.” Please confirm that offerors are only required to respond to each of the nine sub-factors for their Technical Capability.
DLA Energy’s Response: Your proposal should be in sufficient detail for the Government to evaluate your capability to perform this contract. All 3 Volumes are required as part of your proposal and will be evaluated.
16. Page iv, Section 3 (c). The last sentence states that past performance should be the second section of Volume II Technical Proposal. However, Section 3 (c) (2) on page v states that Section II is the statement of exceptions to the Performance Work Statement, and elsewhere the RFP states that past performance should be part of Volume III. Please clarify where the past performance should be documented.
DLA Energy’s Response: Past Performance information should be included in Volume 3. The last sentence (refrenced above) states: The Non-Price Proposal shall contain two sections: (1) Technical Capability and (2) Past Performance. This statement means that there are two non-price sections, it does not state to include past performance in second section of Volume II. Section 3 (c) (2) is where the offeror should lists any exceptions to the RFP.
17. Page v, Section 4 (d). The RFP mentions a Past Performance Questionnaire that must be completed by our references and submitted. The RFP states that the completed questionnaires should be submitted to Shandra N.
Herrod, but the e-mail address provided is for Sean Turner. Please clarify who the questionnaires should be sent to, and if it is not Mr. Turner, please provide the e-mail address.
DLA Energy’s Response: All past performance questionnaires should be sent to my attention sean.turner@dla.mil.
18. Page 5, Section 2.8. This section states that the contractor will be required to purchase the necessary additives for the fuel (FSII, CI/LI, and SDA). However, on page 10, the descriptions of the CLINs for the additives (1002 – 1004) state that the Government will normally purchase and provide the required additives.
Please confirm that for this solicitation the contractor will be responsible for purchasing the additives.
