Performance Work Statement

SECTION C – DESCRIPTION/SPECIFICATIONS
PROCURE ENVIRONMENTAL COMPLIANCE SERVICES
FOR DEFENSE LOGISTICS AGENCY ENERGY
INTRODUCTION: Defense Logistics Agency Energy (DLA Energy) is the Department of Defense (DoD) integrated material manager for bulk petroleum products and associated storage facilities.
DoD Directive 4140.25 authorizes the Defense Logistics Agency (DLA) to sponsor projects for Defense Fuel Support Points (DFSPs) which receive, store, and issue DLA-owned petroleum products. DoD Manual 4140.25-M broadens this role to include DLA Energy authority to provide funding for maintenance, repair, and environmental projects at government-owned/government-operated (GOGO) DFSPs. This authority extends to DoD petroleum facilities within the U.S. and its Territories and those located in foreign countries. There are approximately 500 DoD petroleum facilities worldwide eligible for DLA Energy funding support. Many of these facilities are located on or near U.S. military installations. These fuel terminals can be equipped with one or more of the following facilities: aboveground and/or underground storage tanks, tank truck and rail car loading racks, cross-country pipelines, marine piers, and flightline hydrant systems.
STATUTORY BACKGROUND: Executive Order 12088, Federal Compliance with Pollution Control Standards, directed all Federal agencies to comply with environmental laws and applicable pollution control standards. The principal environmental laws which apply to DLA activities are the Toxic Substances Control Act (15 USC 2601), the Federal Water Pollution Control Act (33 USC 1251), the Safe Drinking Water Act (42 USC 300), the Clean Air Act (42 USC 7401), the Noise Control Act of 1972 (42 USC 4901), the Resource Conservation and Recovery Act of 1976 (42 USC 6901), the Comprehensive Environmental Response, Compensation, and Liabilities Act of 1980 (42 USC 9601 et seq.), and the Federal Insecticide, Fungicide, and Rodenticide Act (7 USC 136). In addition to these Federal environmental laws, other state environmental laws may affect DLA activities. Both Federal and state agencies have promulgated an extensive body of regulations to implement these laws. DLA activities must conduct operations in compliance with all applicable environmental regulations. Executive Order 12196 Occupational Safety and Health Programs for Federal employees, issued February 26, 1980, prescribes responsibilities for the heads of Federal agencies to establish and maintain an effective and comprehensive occupational safety and health program which is consistent with the standards promulgated under Section 6 of the Act. The principal OSHA standards which apply to DLA activities are found under 29 CFR 1910 (Labor). The major standards which DLA Energy has or intends to develop SOPs include the Hazard Communication Standard, 1910.1200, the Confined Space Entry Standard 1910.146 and 1915, Respiratory Protection 1910.134, Hazardous Waste Operations and Emergency Response 1910.120, Laboratory Safety 1910.1450, to include the various other safety and health related items described throughout 29 CFR and the General Duty Clause.
SCOPE: DLA Energy requires the support of established environmental services companies to prepare environmental documents in support of DoD petroleum storage facilities in the United
States, its territories, and a limited number of facilities in the DLA Energy Pacific Region, European Region, and Middle East Region. Multiple contracts will be awarded. The contracts will be awarded for five-year terms. Once the contracts are awarded, the contracting officer will issue a delivery order for each required task or project. A statement of work with sufficient detail to fully describe the task(s) will accompany each delivery order. Awardees will be guaranteed a minimum and maximum dollar value of work.
PROJECT CATEGORY:
Preparation of Environmental Plans, Manuals, and Other Environmental
Documents. As specified in the delivery order, the contractor shall prepare emergency response plans, environmental manuals, NEPA studies, All Appropriate Inquiries, and other environmental documents required by applicable environmental laws and regulations. These documents may include, but are not limited to, oil spill prevention and response plans, hazardous waste management plans, storage tank management plans, stormwater permit applications, stormwater management plans, and operations manuals. Preparation of these documents may entail considerable research, analysis, data collection, proofreading, editing, and close coordination with Federal and state regulatory agencies and the end-user. Preparation of these documents also includes developing and/or editing any site maps or drawings required to be included in the applicable documents being updated or developed. All drawings and site maps prepared under this contract shall be provided in an electronic format. The electronic formats to be used for site maps and drawings will be one of the following: AutoCAD, GIS format, or .pdf.
The electronic format for all text portions of documents will be one of the following: MS Word, MS Excel, and Adobe Acrobat. The source file for all electronic files must be included as part of all final deliverable items.
Minimum Performance Standards: Environmental documents shall be complete and in compliance with all Federal, state and local laws and regulations. Contractor performance will be measured by surveys filled out by the requiring activities and provided to the Contracting Officer.
LABOR CATEGORIES. Contractor personnel assigned to perform work under this procurement shall be fully qualified and able to complete all assigned tasks. The following guidelines are suggested minimum education, training, and experience requirements for the occupational specialties anticipated for this procurement. There may be instances where additional occupational specialties will be required to support a given project. This section describes occupations for environmental projects in support of document preparation and updates.
OCCUPATIONS FOR ENVIRONMENTAL PROJECT CATEGORIES:
a. Project Manager. Advanced degree and/or graduate of a four-year certified college or university majoring in engineering, physical sciences, or other technical field, and at least five years of specialized work experience involving environmental protection programs, proposal preparation and development, cost estimating, supervisory experience, project management, facilities and operations, data analyses, employee training, business software, and technical writing. Professional certifications and licenses in technical fields are highly desirable.
b. Senior Environmental Consultant. Graduate of a four-year certified college or university majoring in physical, biological, or natural science and at least five years of specialized experience involving environmental protection programs, natural resources management, regulatory review and analysis, hazardous waste management, oil spill response planning, computer modeling, statistics, spreadsheets, and technical writing. 40-hour Occupational Safety and Health Administration (OSHA) Hazardous Waste Operations and Emergency Response (HAZWOPER) training required.
c. Professional Engineer. Graduate of a four-year certified college or university majoring in engineering with professional registration and at least three years of specialized work experience involving project design, project planning and management, cost estimating, construction site management, field work, and computer aided design. Specialized experience in writing, reviewing, and certifying Spill Prevention Control and Countermeasures (SPCC) plans.
d. Engineering Technician. Graduate of a two-year certified college or vocational school majoring in engineering or two years of specialized experience involving engineering measurements, instrumentation, field surveys, studies, data collection and analysis, and project support.
e. Environmental Scientist. Graduate of four-year certified college or university majoring in physical, biological, or natural science and at least three years of specialized experience involving environmental protection programs, natural resources management, regulatory review and analysis, hazardous waste management, oil spill response planning, computer modeling, statistics, spreadsheets, and technical writing. 40-hour OSHA HAZWOPER training required.
f. Environmental Technician. Graduate of a two-year certified community college with an associate’s degree in science or two years work experience involving environmental protection programs, data collection, field studies, sample collection, data entry, hazardous material and solid waste management. 40-hour OSHA HAZWOPER training required.
g. Technical Writer/Editor. Graduate of a four-year certified college with three years demonstrated experience in the preparation, editing, and review of comprehensive technical documents, reports, and publications.
h. Mapping Technician. Graduate of a vocational school or recognized course with a specialty in surveying, drafting, cartography, or geology. Two years of work experience as a mapping technician. Mapping technician should be proficient with geographic information systems, AutoCAD, and Adobe Acrobat.
i. Office Automation Specialist. Formal computer training and at least two years specialized experience with Microsoft Office, desktop publishing, database administration, PowerPoint presentations, illustrations and charts, etc.
