M100.100 EVALUATION OF OFFERS (AF GOCO TERMINALS) (MAY 2007)

(a) Award of this contract shall be made using formal source selection procedures. Proposals submitted in response to this solicitation should be prepared in accordance with the INSTRUCTIONS TO OFFERORS (AF GOCOs) clause and will be evaluated by a board of one or more Government personnel. The Source Selection Authority (SSA) shall make a final selection based on each offeror’s ability to satisfy the requirements of the solicitation.

(b) Award will be made on the basis of the proposal that conforms to the solicitation and is determined to contain the combination of technical/management, past performance, price and socio-economic features representing the best overall value to the Government. Offers will be evaluated on the following factors, listed in descending order of importance. The Technical/Management factor is more important than past performance. Past Performance is more important than price. Price is more important than socio-economic/subcontracting factors. When combined, the non-price factors are significantly more important than price.

(1) Technical/Management. Within this factor are the following sub factors, grouped by paragraph. The paragraphs are listed in descending order of importance. Each sub factor within the same paragraph is equally important.

(i) Operations (including proposed manning), Environmental, Safety, Maintenance

(ii) Security, Training

(2) Past Performance. The Government will evaluate the offeror’s past performance using the information from references provided by the Contractor in the INSTRUCTIONS TO OFFERORS (AF GOCOs) clause. The Government reserves the right to consider any additional information obtained from other sources. The relevant experience of key personnel may also be considered for this factor. Offerors lacking relevant past performance history shall receive a neutral evaluation for past performance. A record of acceptable past performance will not result in a favorable assessment of an otherwise unacceptable proposal.

(3) Price. Price will be determined by multiplying each offeror’s monthly use charge in Line item 1001 by 60 for the five-year period of performance. In addition, the percentage of G&A and profit indicated in paragraph (d) of the SCHEDULE clause for cost reimbursable line items will be applied to the estimated total value of CLINS 1002 through 1005 for the five-year period, and then added to the five-year CLIN 1001 price for comparison to all offerors’ service charges.

The Government reserves the right to award to other than the lowest evaluated price.

(4) Socio-Economic/Subcontracting. The Government will evaluate the offeror’s commitment to subcontracting with small businesses, small disadvantaged businesses, service disabled veteran-owned small businesses, HUBZone small businesses, women-owned small businesses, veteran-owned small businesses, or historically black colleges/universities or minority institutions. The evaluation of this subfactor will consider the percentage, complexity level, and variety of planned subcontract participation by the above named groups.

All offerors regardless of business size are required to provide socioeconomic commitment.

(c) Award will be made to the offeror whose proposal conforms to the solicitation and represents the best overall value to the Government, after consideration of all evaluation factors listed above.
