SECTION C-1.0 INTRODUCTION
C-1.1 General Description Under this solicitation, the Defense Energy Support Center (DESC) is procuring operation, maintenance, security, safety, and environmental protection for aviation and ground fuel bulk storage operations on Air Force (AF) installations. These services will not include performing alongside aircraft refueling, making truck deliveries, handling cryogenics, or operating automated service stations.
SECTION C-2.0 BACKGROUND
C-2.1 DESC Mission Prior to 1992, DESC operated as wholesale supplier of bulk petroleum products to working capital funds maintained by the Military Services. Since 1992, DESC has significantly expanded its footprint by assuming responsibility as the Department of Defense (DoD) Integrated Material Manager for Defense Working Capital Fund (DWCF) Class III Bulk Petroleum and Aerospace energy products. Throughout this period, Military Services have generally retained management responsibility for the operation, maintenance, and funding of their on-installation fuel functions.
In August 2004, DoD designated the Director of the Defense Logistics Agency (DLA) as the DoD Executive Agent (EA) for Bulk Petroleum, and DLA delegated responsibility to DESC in accordance with DoD Directive 5101.8. This EA Directive mandates that DESC ensure effective end-to-end distribution of bulk petroleum and represents an expansion of supply chain management, intended to promote, through partnership, the efficiency and effectiveness of all activities supporting DoD Bulk Petroleum logistics.
C-2.2 Air Force Mission The AF operates more than 100 facilities worldwide. The Logistics Readiness Squadrons or Base Operating Support Services contractors typically perform fuels management operations at these facilities. This encompasses bulk fuel storage; fuels distribution via hydrant systems and mobile equipment; inventory and accounting; quality surveillance; refueling maintenance; cryogenics;
and the ground products automated military service stations. Also, under the Civil Engineering Squadron, the Liquid Fuels Maintenance section maintains the petroleum fixed facilities.
SECTION C-3.0 SCOPE
C-3.1 General Scope of Work The AF GOGO bulk aviation and bulk ground fuel storage operations and maintenance are being transformed into DESC managed GOCO facilities. The Contractor will be responsible for operating and performing the maintenance on the bulk storage facility to ensure safe and accurate receipt, storage, transfer, and issue for DWCF-owned petroleum products under their control.
Appendix F provides minimum personnel qualifications for key personnel. In addition, the Contractor will ensure all personnel are adequately trained to perform job tasks to include operating bulk fuel storage and distribution systems, performing maintenance on associated systems, maintaining the security of facilities, and complying with environmental protection and safety directives.
C-3.2 Contract Turnover The Contractor will receive, during the ten working days prior to the start of contract performance, assistance from current military/government personnel, representatives from DESC and the Contracting Officer’s Representative (COR) to accomplish a joint facilities turnover inspection, product testing and inventory. During the last ten working days of this contract, the incoming government/Contractor personnel shall be permitted access to the bulk storage facility to observe its operation. The outgoing Contractor shall assist DESC, the COR, and the incoming operator to accomplish the facility turnover inspection, product testing, and inventory accounting as well as provide any relevant information concerning the facility and its operation including maintenance records and engineering documentation.

Can hydrants support weekend mission without re-supply from storage (both flightline and truck fills)? Yes or No Yes, unless there is a surge.

What are your current Bulk Storage hours? 24/7/365
How is after-hours support provided? (i.e. RTB's & De-icing...does Distro unlock Storage and fill / RTB trucks / is someone on standby) Our storage and hydrants personnel are combined to make Terminal Operations Element. If it were separated a storage personnel would have to be on standby or work for Anti-icing, De-icing and LOX issues. What are the requirements for Bulk Storage support during Aircraft Surges (i.e. 12 hour shifts, no change)? No change
Limitations…please indicate transfer/receipt limitations (i.e. can't transfer and receive at the same time, can't receive and fill same time). List all limitations
1) Our hydrants and storage personnel are combined into one Terminal Operations Element.
2) You can not receive into the storage tanks (JP-8 tanks 5, 6, 7 and 4) and transfer to one of our hydrant systems (BRAC system). You can receive into tanks 5,6,7 and still transfer into our second hydrant system (DLA system).
3) Do not forget about Ft Dix and Lakehurst joint basing with McGuire. I know Ft Dix has ground fuel cut and cover tanks. Lakehurst is run by contractor and has ground fuel and jet fuel.
5) McGuire's receipt line from Interstate is also shared with the 108 ANG unit…on Tuesday's the ANG gets fuel first. The interstate pipeline is 6" and we normally receive everday for aprox 10 hrs, M - F.

3) Question: Right now McGuire's service station is out and has been for almost one year now, so our ground products fills have increased and sometimes we do have trucks that need filled on the weekend.
