Amendment 0009
Questions and Answers
Q1: Reference Amendment 0003, Appendix D, Shaw AFB, JP-8; could you please clarify/complete the statement shown in response to the question “What are your current Bulk Storage Hours?” has been cut off. This also applies to the response 2 below this.
A1: What are the bulk storage hours? 0700-2300 M-F. If we are night flying, one B shift person usually comes in later, around 1800, and works 8-9 hour shift. Weekend person comes in completes closeout and fills any trucks, hours vary."
How is the after-hours support provided? Distro can fill trucks, but storage personnel are available most of the time. The person on weekends is usually our standby person if needed.
What are the requirements for Bulk storage during aircraft surges? We try not to put personnel on 12 hour shifts, but stagger our work hours, this usually happens during night flying, which is a couple weeks out of the month.
Limitations: You cannot receive and transfer at the same time. Since we do not have a hydrants system, the only transfers would be from one above ground bulk storage tank to another so rarely would you need to do a tank to tank transfer.
Q2: One question in the appendix asks "What are your current bulk storage hours?"
Along with that questions were asked whether hydrants can support after hours and weekends without resupply. By asking those questions in appendix D I was under the impression that the Air Force wanted staffing according to perceived requirements.
However, if they want the current hours of operation that the Air Force personnel perform then we should be told that and I will plan staffing accordingly.
The Contractor should staff according to stated current bulk storage hours identified in Appendix D. If conflicting hours are specified in the comments section of Appendix D, the Contractor should staff according to the hours in the comments section.
Q3: I’m not sure why the Mechanic would need to respond within an hour. We are not doing breakdown or corrective maintenance. I just don’t see needing emergency or urgent response for preventive maintenance. The only reference to 1 hour response I see in the PWS is paragraph C-5.1.1 Operating Hours. Is it required for the mechanic?
A2: The PWS does not require a 1 hour response for the mechanic.
Q4: Reference B33 Paragraph (d), Overtime Rates for FDSO and FDSM. The rates will vary at each base based on the respective Wage Determinations. We also note that Appendix G of the PWS still calls out reimbursement “for the direct cost plus allowable and allocable fringe benefits and payrolls taxes for overtime worked”. So two (2) questions: 1) Will the government consider allowing contractors to propose these rates on an individual location basis? 2) Should PWS, Appendix G be changed to call out reimbursement “at the rates specified on Schedule B”?
1. Yes. Please list fully loaded rates by location.
2. Yes. Please hand correct this section.
Q5. Will radios be provided at Langley AFB and Shaw AFB?
A1. Although not listed as GFE in Appendix D, the contractor will be provided with a minimum of one hand held radio at Langley AFB and at Shaw AFB.
Amendment 0009
Q6: Please verify the Saturday/Sunday hours for Langley. Appendix D indicates manning as follows: Mon-Fri 0715-0200, Sat & Sun 0715-1615 & 2200-0200. Does the AF really intend for contractors to break up the shifts on the stated weekend hours?
A6: After further discussion with Langley AFB, the contractor should plan to staff according to the Appendix D stated hours for Monday through Friday. There is no requirement to staff on Saturday or Sunday.
Q7: During discussions, it was mentioned that automated maintenance records were not necessary. However, paragraph C-5.4 of the PWS indicates otherwise. Please clarify.
A7: Automated maintenance records are not required. Contractors should maintain records of inspections using the AFTO Form 39 or equivalent. These records should be available for COR inspections and turned over at the contract end.
