SECTION C-1.0 INTRODUCTION

C-1.1 General Description Under this solicitation, the Defense Energy Support Center (DESC) is procuring operation, maintenance, security, safety, and environmental protection for aviation and ground fuel bulk storage operations on Air Force (AF) installations. These services will not include performing alongside aircraft refueling, making truck deliveries, handling cryogenics, or operating automated service stations.

SECTION C-2.0 BACKGROUND

C-2.1 DESC Mission Prior to 1992, DESC operated as wholesale supplier of bulk petroleum products to working capital funds maintained by the Military Services. Since 1992, DESC has significantly expanded its footprint by assuming responsibility as the Department of Defense (DoD) Integrated Material Manager for Defense Working Capital Fund (DWCF) Class III Bulk Petroleum and Aerospace energy products. Throughout this period, Military Services have generally retained management responsibility for the operation, maintenance, and funding of their on-installation fuel functions.

In August 2004, DoD designated the Director of the Defense Logistics Agency (DLA) as the DoD Executive Agent (EA) for Bulk Petroleum, and DLA delegated responsibility to DESC in accordance with DoD Directive 5101.8. This EA Directive mandates that DESC ensure effective end-to-end distribution of bulk petroleum and represents an expansion of supply chain management, intended to promote, through partnership, the efficiency and effectiveness of all activities supporting DoD Bulk Petroleum logistics.

C-2.2 Air Force Mission The AF operates more than 100 facilities worldwide. The Logistics Readiness Squadrons or Base Operating Support Services contractors typically perform fuels management operations at these facilities. This encompasses bulk fuel storage; fuels distribution via hydrant systems and mobile equipment; inventory and accounting; quality surveillance; refueling maintenance; cryogenics;

and the ground products automated military service stations. Also, under the Civil Engineering Squadron, the Liquid Fuels Maintenance section maintains the petroleum fixed facilities.

SECTION C-3.0 SCOPE

C-3.1 General Scope of Work The AF GOGO bulk aviation and bulk ground fuel storage operations and maintenance are being transformed into DESC managed GOCO facilities. The Contractor will be responsible for operating and performing the maintenance on the bulk storage facility to ensure safe and accurate receipt, storage, transfer, and issue for DWCF-owned petroleum products under their control.

Appendix E provides minimum personnel qualifications for key personnel. In addition, the Contractor will ensure all personnel are adequately trained to perform job tasks to include operating bulk fuel storage and distribution systems, performing maintenance on associated systems, maintaining the security of facilities, and complying with environmental protection and safety directives.

As of 2/29/2008 5

C-3.2 Contract Turnover The Contractor will receive, during the ten working days prior to the start of contract performance, assistance from current military/government personnel, representatives from DESC and the Contracting Officer’s Representative (COR) to accomplish a joint facilities turnover inspection, product testing and inventory. During the last ten working days of this contract, the incoming government/Contractor personnel shall be permitted access to the bulk storage facility to observe its operation. The outgoing Contractor shall assist DESC, the COR, and the incoming operator to accomplish the facility turnover inspection, product testing, and inventory accounting as well as provide any relevant information concerning the facility and its operation including maintenance records and engineering documentation.

Alternatively, at the Contracting Officer’s discretion, if the Contracting Officer finds the Contractor to be at fault for the condition, he may equitably adjust (downward) the contract price or fixed fee to compensate the Government for any delay, loss or damage as a result of the Contractor’s action.

GOVERNMENT OWNED, CONTRACTOR OPERATED (GOCO)

PERFORMANCE REQUIREMENTS

Introduction:

This Performance Requirements Table identifies specific fuel service performance requirements and related standards: 1. Operations; 2. Maintenance; 3. Safety; 4. Environmental; 5. Training;

and, 6. Security. The Acceptable Quality Level (AQL) in the table is a measure allowing a degree of performance variation from the contracted standard. It is a point at which the contractor will receive 100% or less than 100% of the designated monthly payment, depending upon the level/% of service the contractor delivers to the government. Using the Performance Standard and the Surveillance Method, a government Contracting Officer Representative (COR) observes and rates contractor performance on the 8 requirements and determines if the AQL was or was not met. The COR will evaluate performance using valid methodology. When a contractor meets the AQL of a requirement, they will receive the 100% of the established Monthly Payment for that requirement (or receive less than 100% for performance below the AQL). Contractors meeting AQLs for all 8 requirements will receive 100% of the fuel services monthly payment.
