About this file

This is a Notice of Award from the United States Environmental Protection Agency (EPA) to the Oregon Department of Environmental Quality (ODEQ) for a cooperative agreement funded under Section 103 of the American Rescue Plan (ARP). The agreement provides $362,000 in federal funding to advance enhanced monitoring of Particulate Matter 2.5 (PM2.5) and other National Ambient Air Quality Standards (NAAQS) pollutants in and near Oregon communities with environmental justice concerns. The project activities include purchasing monitoring equipment and supplies, acquiring air monitoring shelters, and installing air monitoring equipment and sites to provide 24/7, real-time air quality reporting. The funding may also support upgrading existing NAAQS gas monitors and other equipment not meeting performance or completeness goals. The project period runs from June 1, 2022, through June 30, 2024, with the award mailed on May 4, 2022. The EPA will have substantial involvement in this agreement, including review and approval of site selections for new monitoring sites and equipment changes, review of quality assurance documentation, and oversight of quarterly programmatic progress reports.

The full federal cost-share is 100 percent of all approved budget period costs, totaling $362,000 with no recipient, state, or local contributions required. The budget allocation is categorized under Object Class Category for non-construction activities with all funds designated for direct charges. ODEQ must submit quarterly performance reports within 30 days of each reporting period end and a final project report within 120 days of the project period conclusion, documenting expenditures of ARP funds and the status of equipment setup and installation. The recipient must prepare and implement a Quality Management Plan within 45 days of award receipt and obtain EPA approval before any data collection activities commence. All equipment acquired under this agreement remains the property of ODEQ and must be used for the project for which it was acquired; items with a per-unit fair market value of $5,000 or less may be retained, sold, or disposed of without further obligation to EPA. The agreement is subject to 2 CFR 200, 2 CFR 1500, 40 CFR 33, and 40 CFR 35 Subpart A, and ODEQ must comply with applicable state cybersecurity requirements for data protection.

Attachment 1 - Project Description

The purpose of this American Rescue Plan funded cooperative agreement is to provide assistance to ODEQ to advance enhanced monitoring of Particulate Matter 2.5 (PM2.5) or other National Ambient Air Quality Standards (NAAQS) pollutants in and near communities in the state of Oregon with environmental justice concerns who face disproportionate exposure to these pollutants and health risks which are also associated with increased vulnerability to COVID-19. These ARP funds will primarily be used to replace existing filter-based monitors or otherwise enhance existing monitors in and near those communities to provide 24/7, real-time reporting of air quality concentrations. The funds may be used to address other considerations in and near communities with environmental justice concerns including upgrading other NAAQS pollutant monitoring sites, upgrading certain NAAQS gas monitors and/or equipment not meeting performance or completeness goals, and other possible monitoring investments that strengthen an agency’s monitoring network. Specific activities could include but not limited to the purchase of monitoring equipment and supplies, the purchase of air monitoring shelters, and the installation of air monitoring equipment and sites. Operation of PM2.5 or other NAAQS pollutant air monitoring in accordance with all EPA requirements leading to collection of quality assured ambient air quality data to help ensure that more Americans are living and working in areas that meet high air quality standards. Full Automation of PM2.5 monitors will provide all communities fine particulate data of the same quality and allow them to compare continuous data streams in nearby areas. Intended Beneficiaries: Direct beneficiaries of these activities are community residents who will have decreased risk of adverse health effects, including cancer and neurological effects. No subawards are included in this assistance agreement.
