ARGONNE NATIONAL LABORATORY

9700 SOUTH CASS AVENUE

ARGONNE IL 60439-4873

April - 2025 Statement of Work

UNLEADED GASOLINE, OCTANE 87/ETHANOL-GASOLINE FUEL BLEND (E85)

Building 46 Underground Storage Tank

DESCRIPTION OF WORK

Contractor shall supply unleaded gasoline, octane 87, and Ethanol/Gasoline Fuel Blend (“E85”) on an as-needed basis for the underground storage tanks located at Building 46, Argonne National Laboratory, for a two-year period.

REGULAR UNLEADED GASOLINE – GENERAL

This specification covers regular unleaded gasoline, octane 87 suitable for use in spark ignition internal combustion engines which includes cars, trucks and various types of power equipment operated at Argonne National Laboratory.

The unleaded gasoline is defined as gasoline with an octane rating of eighty-seven (87) and which an addition of lead anti-knock compound is not permitted. Lead anti-knock present shall not exceed that amount which results from contamination when good refinery and distribution practices are followed, and shall not exceed 0.013 grams/liter (0.05 grams/gallon). Additionally, the phosphorous content of unleaded gasoline shall not exceed 0.0013 grams/liter (0.005 grams/gallon).

The regular unleaded gasoline, octane 87 supplied under this contract shall comply with the requirements of federal specifications for gasoline, automotive, unleaded, VV-G-1690B, July 1, 1978, classes C, D, E, and any amendments thereto, and the current ASTM D4814-91b, “Standard Specifications for Automotive Spark Ignition Engine Fuel.”

The regular unleaded gasoline, octane 87 shall be visually free from un-dissolved water, sediment and suspended matter and shall be clear and bright at the ambient temperature or 21 degrees C, whichever is higher.

The composition of regular unleaded gasoline, octane 87 shall comply with the rules, regulations and Clean Air Act Waivers of the U.S. Environmental Protection Agency (EPA) with regard to fuel properties, including volatility, lead and phosphorus content, and the use of oxygenates in blends with unleaded gasoline. Analyses shall be in accordance with the latest currently recognized testing procedures of ANSI/ASTM D4814 for regular unleaded gasoline, octane 87. Each billing for fuel shall show a certification that the gasoline delivered to Argonne National Laboratory was in accordance with the requirements set forth herein.

ETHANOL/GASOLINE FUEL BLEND – GENERAL

Ethanol/Gasoline fuel blend is a mixture of ethyl alcohol and gasoline that is approved for use in an automobile spark ignition engine. It can contain small amounts of dye and other additives (>0.02%) which are not considered hazardous at the concentrations used. Ethyl alcohol is a colorless liquid at room temperature. It boils at 78 degrees Celsius at atmospheric pressure and freezes at -114 degrees Celsius. Ethyl alcohol mixes in all proportions with water - the two substances are mutually soluble. It is flammable and will burn in air when there is between 3 and 19% ethanol in the vapor. In the case of E85, it is mixed at a ratio of 85/15 with unleaded gasoline to produce automotive fuel. All specifications listed above relating to regular unleaded gasoline apply to gasoline mixed with ethyl alcohol.

The composition of ethanol/gasoline fuel blend shall comply with the rules, regulations and Clean Air Act Waivers of the U.S. Environmental Protection Agency (EPA) with regard to fuel properties, including volatility, lead and phosphorus content, and the use of oxygenates in blends with unleaded gasoline. Analyses shall be in accordance with the latest currently recognized testing procedures of ANSI/ASTM D4806-98 for ethanol/gasoline fuel blend. Each billing for fuel shall show a certification that the gasoline delivered to Argonne National Laboratory was in accordance with the requirements set forth herein.

TAX EXEMPT

Argonne National Laboratory is exempt from the payment of any and all taxes imposed by the federal government, county, city and/or State of Illinois, to include gross receipts tax and superfund tax, with the exception of a fixed fuel tax for 87octane gasoline and E85 (Illinois Motor Fuel Tax, underground storage tax, and environmental fuel tax).

TEST SAMPLING

Certified analysis of regular unleaded gasoline, octane 87, and Ethanol/Gasoline Fuel Blend (“E85”) at any time the product is delivered, shall be made on request. Said analysis is to be made by an independent testing laboratory, or the refiner, at no cost to Argonne National Laboratory. The Laboratory will notify the Contractor, prior to the delivery of a product, which it intends to take a sample of the product upon delivery. The Contractor shall provide a clean, sealable one (1) gallon container to the Laboratory. On delivery of the product, the Laboratory will take a gallon sample from the top of the delivery wagon, seal and date the container, send it to an independent testing laboratory for the necessary testing, and billing to the Contractor. The right is reserved to cancel the contract with the Contractor at the Contractor’s expense, for inferior deliveries or if the product is found to contain dirt or sediment, or if it is of a structure that prevents proper operation of the cars, trucks and various types of power equipment.

TANK LOCATION

The delivery location at Argonne National Laboratory are the underground storage tanks located at Building 46. They are each ten thousand (10,000) gallon U.S.T. These tanks shall not exceed 85% of their capacity.

The BPA Call Manager is the Technical Representative for this contract. The Technical Representative shall ensure Contractor compliance with all ESH safety regulations while delivering gasoline/E85 to the Building 46 storage tanks, and shall oversee the Contractor’s activities while unloading the unleaded gasoline or E85 into the Building 46 underground storage tanks.

The Laboratory has the right to refuse delivery on metered trucks with broken seals. The Contractor can be charged the added cost of obtaining gasoline from an emergency source until the defective metering device has received the necessary certification.

The Laboratory may take periodic samples of the fuel delivered from the tank wagon or container in which delivery is made. The right is reserved by the Laboratory to cancel the contract at the Contractor’s expense for inferior deliveries, or if the product is found to contain dirt or sediment, or is of a structure that will prevent proper operation of cars, trucks or various types of power equipment.
