Statement of Work

1. Project Title: RECOMMISSIONING HVAC

2. Project Number: 64-03

3. Date: Upon Award

4. Project Location: Building 64

5. Building Location Hours: 0700-1700

6. Purpose: The intent of this project is to: Recommission HVAC to return building to designed operations. The project is focused on maintenance, operations, and energy to improve and increase reliability of HVAC building 64.

The contractor shall provide all labor, materials and supervision to complete this project, and work may have to be accomplished after hours or on the weekend at no additional cost to the U. S. Government.

8. Notice to Proceed:

8.1 The Contracting Officer is the ONLY individual from the Government that can give the contractor a notice to proceed.

8.2 Before any of the work within the scope of the contract is started, the Contractor shall confer with the COR (Contracting Officer Representative) and agree on a sequence of procedure; means of access to premises and building; delivery of material and use of approaches; use of corridors, stairways, elevators, and similar means of communications; and the location partitions, eating spaces for spaces for Contractor’s employees.

9. Period of Performance: 90 Days

9.1 Kick off meeting: TBD

9.3 Demolition: TBD

10. Description of Work: Contractor shall provide all materials, labor, tools, equipment and supervision to accomplish tasks as outlined in this SOW and all contract documents

10.1 Renovation:

10.1.1 Coordinate and conduct team meetings throughout project milestones

10.1.2 Create and maintain schedule share with team members

10.1.3 Perform review of as-built and pertinent drawings to all systems included.

10.1.4 Prepare and provide the Re-commissioning plan, Pre functional and functional tests, Commissioning report

10.1.5 Work with FLETC and subcontractor to provide schedule, list and system of “Quick fixes”. FLETC will be provided a period of 60 days to repair quick fixes prior to functional tests.

10.1.6 Perform site assessments for each milestone when necessary

10.1.7 Provide a list for all issues found during recommissioning activities and provide recommendations for repairs, modifications where improvements can be made.

10.1.8 Recommend and make programming changes with COR approval prior to changes. All changes to be recorded and provided to FLETC.

10.1.9 Equipment to include: AHU1, AHU 2, Chiller plant to include chillers, pumps and controls and associated equipment. All associated equipment with AHUs to include controls, dampers, duct, heating elements, actuators etc. any equipment which is associated with the AHU’s and effects operation.

10.1.10 Building automation and controls Web control- Automated logic access will be provided for duration of contract as needed.

10.1.11 Provide updated sequence of operations if approved modifications or changes to sequence of operations were made.

10.1.12 Provide briefing and training on sequence of operations to on site staff. Training to be brief in nature but provide understanding of unit operations

10.1.13 Calibrate all sensors, equipment as necessary.

10.1.14 Work must be performed by certified CxA engineers

11. Other Requirements:

11.1 This scope is not intended to be all inclusive. It’s the contractors’ responsibility to visit the site and to include all work necessary for a complete job. Work must meet all applicable codes, building standards, manufacturer’s requirements, and standards of workmanship. Contractor will provide or have on hand documentation needed to show removal/installation/application of material to show proper installation of items being installed.

11.2 The contractor shall warranty all materials and workmanship for this project for a period of one (1) year from acceptance date by FLETC.

11.3 The contractor shall verify that no asbestos containing materials shall be installed during the performance of this contract

11.4 All contractors, employees, or subcontractors entering and leaving the facility during performance of this contract must have security / background clearances. This clearance shall be annotated on a Government provided Form.
