About this file

This Statement of Work (SOW) details a project for recommissioning HVAC systems at Building 64 for the Federal Law Enforcement Training Centers (FLETC). The 120-day project requires a contractor to conduct comprehensive HVAC system evaluations, including air handling units (AHU1, AHU2), chiller plant, associated equipment, and building automation controls. Key tasks include creating a recommissioning plan, performing pre-functional and functional tests, conducting site assessments, identifying and recommending system improvements, calibrating sensors, and providing training to on-site staff. The contractor must use certified Commissioning (CxA) engineers and coordinate with FLETC, with a 60-day period allocated for FLETC to implement "quick fixes" identified during the recommissioning process.

The project requires extensive documentation, adherence to all applicable codes and standards, and strict security protocols, with all contractors and subcontractors needing security/background clearances. The work may need to be performed outside standard building hours (0700-1700) at no additional cost to the government, and all changes must be approved by the Contracting Officer Representative (COR), Kevin Richmond. The contractor will be responsible for comprehensive system documentation, updated operational sequences, and ensuring all equipment meets manufacturer requirements and workmanship standards.
