About this file
This document contains questions and answers for a Solicitation (Solicitation Number: 70LCHS25QPFB00041) related to a Building 64 Retro-Commissioning project at the Federal Law Enforcement Training Center (FLETC). The Q&A addresses technical specifications and clarifications about the Statement of Work (SOW), focusing on certification requirements, work scope, and system controls. Key points include: the government will not accept alternative certifications for the Commissioning Authority (CxA) requirement; the CxA certification is required for lead/supervisory roles; programming changes to the Automated Logic System will be made by FLETC; and Chiller Plant equipment is controlled by factory controls, with Automated Logic Controls (ALC) managing start/stop and status functions. The document indicates flexibility in accepting recommended building commissioning professional certifications for conducting the recommissioning work.

70LCHS25QPFB00041 Bldg 64 Retro-Commissioning Questions 0002
1. Regarding 10.1.14 of the updated SOW, will the government consider equivalent certifications such as BCxP and years of experience in lieu of CxA requirement? No
2. Does the government intend all work to be completed by CxA or is that requirement strictly for discipline lead/supervisor? Lead/ Supervisory
3. Section 10.1.8 - Is the intent that the retro-commissioning provider actually makes the recommended/COR approved programming changes to the Automated Logic
System, or will the actual programming be performed by the local Automated Logic branch/representative and then desired functionality verified by the retro-commissioning provider? If programming is to be by retrocommissioning provider, will the Automated Logic System access referred to in Section 10.1.10 include programming rights?
Recommended changes that will be made by FLETC
4. Section 10.1.9 - Is Chiller Plant equipment (Chillers, Pumps) controlled by the Chiller manufacturer's packaged/factory controls, or by the Automated Logic System?
Chiller controlled factory controls. ALC controls start stop, status etc.
5. Could you clarify what the Government mean by stating “10.1.14 Work must be performed by certified CxA engineers” in the Statement of Work? Does it mean the
Work must be performed by a certified commissioning (Cx) professional in the building Cx field/industry, or it means a specific type of certification?
We are willing to accept recommended building Cx professional certifications or equivalent to conduct the recommissioning.
