About this file

This document is a Questions and Answers (Q&A) file for a federal contract (Solicitation Number 70LCHS25QPFB00041) related to Building 64 Retro-Commissioning. The Q&A addresses three specific technical inquiries about the Statement of Work (SOW), focusing on certification requirements, work responsibilities, and control systems for chiller plant equipment.

Key details include: (1) The government will not consider alternative certifications like BCxP in lieu of the CxA requirement, (2) The CxA certification is required for lead/supervisory roles, and (3) Chiller plant equipment will be controlled by the chiller manufacturer's factory controls, with the Automated Logic Controls (ALC) system managing start/stop and status functions. Programming changes for the Automated Logic System will be made by FLETC (Federal Law Enforcement Training Center), not the retro-commissioning provider.
