About this file

This is a Statement of Work (SOW) for a Blanket Purchase Agreement (BPA) with the U.S. Air Force 309th Electronics Maintenance Group (309 EMXG) at Hill Air Force Base, establishing logistics support services for hazardous materials and equipment shipping to remote operational sites in Alaska. The contract covers a five-year performance period, with annual operations running March through October at approximately 10 distinct job sites throughout Alaska. The contractor must provide receipt, secure storage, HAZMAT certification, accountability tracking, and timely shipment of Government Furnished Property (GFP) from Joint Base Elmendorf-Richardson (JBER) to remote locations.

The annual workload involves approximately 3,500 pounds of materials, with standard shipments per job site weighing roughly 350 pounds. Materials include paint, thinner, silicone, SikaFlex, cleaner, and galvanizing compound. The contractor must maintain dedicated temperature-controlled storage for two pallets: Methyl Methacrylate White Paint (600 pounds) and Methyl Methacrylate Thinner (180 pounds). Shipment response times are tiered: routine requests require initiation within 72 business hours, priority requests within 24 business hours, and emergency requests within 12 hours of valid government request. The contractor must provide two Contract Data Requirements List deliverables: HAZMAT certification documentation prior to each shipment and monthly inventory tracking logs. Contractor must obtain and maintain base access credentials for JBER and notify the government at least two business days before shipment with tracking details. Pricing is submitted on a location-specific basis for paint and thinner shipments at routine, priority, and emergency rates, plus a dedicated storage rate cost per 100 pounds per day.

1 BACKGROUND

The 309th Electronics Maintenance Group (309 EMXG) executes missions at various remote locations throughout Alaska annually. The operational period typically runs from March through October. The specific locations change from year to year based on mission requirements, workload, and environmental conditions. The U.S. Government will furnish necessary supplies as Government Furnished Property (GFP) to Joint Base Elmendorf-Richardson (JBER). A qualified contractor is required to provide specialized logistics support for hazardous materials (HAZMAT) included in this GFP referenced in paragraph 6.2 and 6.3.

2 OBJECTIVE

The objective of this contract is to secure services for the receipt, storage, certification, and onward shipment of GFP from JBER to multiple, remote operational sites in Alaska in a safe, timely, and compliant manner.

3 SCOPE

3.1 Receipt and Storage: Receive and accept GFP on JBER. The contractor shall provide secure, environmentally appropriate storage for all materials, particularly HAZMAT. This includes the continuous storage of at least two dedicated pallets of specific materials as outlined in Section 5.3.

3.2 HAZMAT Certification: Inspect and certify all HAZMAT in accordance with all applicable state of Alaska and federal regulations to ensure materials are safe and authorized for transport within Alaska.

· For each shipment containing HAZMAT, the contractor shall provide a copy of the completed and signed certification documents required for shipment under Alaska state and federal law. This documentation shall be provided to the government point of contact prior to the shipment's departure. [CDRL A001]

3.3 GFP Accountability: Meticulously track all GFP (see section 5) from receipt to final shipment. All accountability transactions for GFP shall be managed using hand receipts (e.g., DA Form 2062 or equivalent) for formal transfer of custody.

· The contractor shall create and maintain a spreadsheet or similar electronic log to track all GFP. The log must, at a minimum, track the date of receipt, item description, quantity, date shipped to a remote location, and the destination. This log shall be delivered to 526 EMXS/MLGXX monthly and upon request. [CDRL A002]

3.4 Packaging and Shipment: Upon receipt of a valid Government request, the contractor shall be responsible for all actions necessary to package, prepare, and transport

Radome & Shelter Shipping BPA the Government Furnished Property (GFP) to the final destination. The contractor shall arrange for and initiate the physical shipment of materials from their facility within the timeframes specified below.

a) Routine Shipments: For all standard logistics requests, the contractor shall initiate the shipment within 72 business hours of receiving the request. This is the default requirement unless a higher urgency is specified.

b) Priority Shipments: For requests explicitly identified by the Government as "Priority," the contractor shall initiate the shipment within 24 business hours of receiving the request. Priority requests are for situations where a lack of material may soon impact mission timelines.

c) Emergency Shipments: For requests explicitly identified by the Government as "Emergency," the contractor shall initiate the shipment at the earliest possible opportunity, not to exceed 12 hours from the time of the request. Emergency requests are reserved for mission-critical situations to prevent immediate work stoppage.

**For the purposes of this requirement, 'initiate the shipment' is defined as the moment the packaged and certified GFP physically departs the contractor's storage facility and is in transit to the designated remote location.

5 GOVERNMENT FURNISHED PROPERTY (GFP)

5.1 The government will provide the initial shipment of project supplies to the contractor at JBER. While GFP is in the contractor’s possession the contractor is liable for any loss, damage, destruction, or theft.

5.2 The contractor shall record and report promptly (within one hour) to the contracting officer or 526 EMXS/MLGXX all available facts relating to each instance of damage and or loss of Government property.

5.3 Upon conclusion of the annual operational period the contractor shall consolidate all remaining GFP for return to the government.

5.3.1 The Government will issue a valid Transportation Account Code (TAC) to the contractor for the return shipment.

5.3.2 The contractor is responsible for delivering all remaining GFP to the Joint Base Elmendorf-Richardson (JBER) Traffic Management Office (TMO) and providing the TAC code to initiate the shipment.
