About this file
This is a Questions and Answers document clarifying contract requirements for the Radome and Shelter Shipping Blanket Purchase Agreement (BPA) FA822826Q0008. The document addresses contractor operational responsibilities, storage requirements, and material handling procedures supporting the 309th Electronics Maintenance Group's missions throughout Alaska during the March through October operational season.
Key operational clarifications include: contractors must gain access to Joint Base Elmendorf-Richardson (JBER) to receive and transport Government Furnished Property (GFP) to their own facilities for storage, certification, and onward shipment; contractors should plan for continuous storage capacity as multiple job materials arrive simultaneously at the beginning of the season rather than in separate shipments; contractors are responsible for hazmat certification and preparation for all shipments, with transportation coordination required only for materials the contractor ships themselves (DoD charters handle remote site transport); contractors may determine their own storage pricing methodology (per pallet or weight); contractors must track material inventory and record usage throughout the season to support team requirements; the two-business-day shipment notification requirement applies only when contractors ship materials from their facility to government-designated addresses, with airline tracking numbers provided after tender; and contractors should only bid on locations within Anchorage where they maintain processing capabilities, as the expectation for Section 8 place of performance references are limited to Anchorage-based operations. The government emphasizes that close contractor-point-of-contact communication is essential due to variable work completion timelines and potential needs for expedited or delayed shipments during the operational season.

Q&A Radome Questions and Answers for Radome and Shelter Shipping BPA_FA822826Q0008
| TOPIC: | QUESTIONS: | ANSWERS: |
| 1. Material Handling at JBER | Can you confirm how contractors are expected to take custody of GFP at JBER? Is the contractor responsible for coordinating pickup and transport from JBER to their own facility for storage, certification, and onward shipment? | With an active contract, contractor will need to gain JBER access to receive materials shipped to TMO (Traffic Management Office) facility on base for transport to their own facility for storage, certification, and onward shipment. |
2. Storage vs. Throughput Expectations Based on the Q&A, we understand shipments are scheduled and not sent all at once. Should contractors plan for continuous storage capacity, or is the expectation that materials are processed and moved through relatively quickly as tasking is issued? Material for multiple jobs will be sent to JBER at one time, so the contractor will need to plan for continuous storage during the specified season. The contractor POC accessability will be critical to work with materials team at Hill AFB, as well as the teams working throughout Alaska. Timeframes for team requirements can vary, and change according to uncontrolled circumstances.
3. Shipment Execution Responsibility For remote locations where DoD charters are utilized, can you confirm whether the contractor's responsibility is limited to hazmat certification and preparation, or if coordination of transport is still expected in all cases? Just hazmat certification and preparation.
4. Storage per Pallet vs. Weight Also for pricing we charge storage per pallet space vs. weight. Is this something than can be changed? How the contractor charges for their space is up to them, we just need an quote to meet the requirements
5. Section 3.3: This is a service we do not offer. If the contractor is unable or unwilling to track the material that they have in their position, and record the material as it is used throughout the season we will have no idea if they have enough material on hand to support the teams, or if we need to ship additional material during the season. Ideally, we will ship the largest portion of the material at the beginning of the season and add as we work through the summer.
Much of what we will require will be storage and Haz certification for shipment by air within Alaska, to include the charter the team will be flying.
6. 7.1 where is says the "Contractor shall notify the Government at least 2 business days before shipment and provide tracking.” We will not have tracking (which we are assuming means the airline’s AWB #) until after the shipment is tendered to the airline. Would only apply when they are shipping the material from their facility to another address, provided by the Team.
7. Section 8 'Place of Performance’ shows "Secondary: Various remote airfields and operational sites throughout Alaska as identified in the price list." We only do our process in Anchorage at our facility and never go to these remote sites. I'm not sure what they are saying. If they do not ship outside of Anchorage, I don't know why they are bidding.
*Information included in bullet points intended solely to clarify details referred to by contractor questions. This does not replace the SOW. Please refer to the SOW and Price List and other documents posted on SAM.gov for FA822826Q0008. •A big percentage of the total material will arrive at the beginning of the work season at JBER.
•The contractor will have to store the material and also provide a hazmat certification for every shipment that gets sent with the DoD team on a DoD charter. The contractor will also store the material and provide a hazmat certification for each shipment that the contractor sends or transport themselves.
•The largest percentage of shipments to locations will go with the DoD teams on their chartered flights. DoD teams will take the materials with them on their chartered flights to the most remote sites, including Eareckson AFS.
•Locations with towns relatively close by are the main site locations for offerors to ship and deliver materials to Radome teams.
•The teams start from Anchorage/JBER and go to a location, then return to JBER before going to the next site.
•The work completion time may vary; therefore, it is essential that the potential contractor be in close contact with the POC (point of contact) because shipments may need to be expedited from the storage location or delayed from earlier time-for-completion expectations.
•On the pricing sheet, potential contractors should fill out pricing for the locations you can service. Once a year the contractor can update their pricing information.
